Crawford - Planner II, City Development Call to Order Councillor Pickles, Chair, called the meeting to order and gave an overview of the requirements for a Statutory Public Meeting under the Planning Act. Councillor Pickles outlined the order of matters under the Statutory Public Meeting section, as well as the notification process procedures and noted that if a specified person or public body as defined by the Planning Act, or the owner of land to which the Proposed Official Plan Amendment or Zoning By-law Amendment would apply, does not make oral or written submissions to the City before the By-law is passed, that person, public body, or owner of land would not be entitled to appeal the decision of City Council to the Ontario Land Tribunal (OLT). Information Reports Information Report 08-25 Official Plan Amendment OPA 25-002/P Proposed Amendment 52: Planning Act Conformity Amendments City Initiated W. Ahmad, Planner II, Policy, appeared via electronic connection and, through the aid of a PowerPoint presentation, spoke to the proposed Official Plan Amendment 52 (OPA 52), and provided a brief overview of the four components that would update certain policies of the Pickering Official Plan so that they are in conformity 1. 2. 2.1 1 with the Planning Act. W. Ahmad noted four components of OPA 52 including Delegated Authority to the City to approve land divisions and grant consents, encouraging pre-consultation meetings with the City before applications, updating parkland dedication policies, and removing density bonusing policies. W. Ahmad noted that no comments were received that were relevant to the scope of OPA 52. Information Report 09-25 Official Plan Amendment Application OPA 25-001/P Zoning By-law Amendment Application A 06/25 Seaton Commercial Developments Inc. South of Taunton Road, between Burkholder Drive and Peter Matthews Drive Delegations: L. Crawford, Planner II, City Development Department, appeared via electronic connection, and through the aid of a PowerPoint presentation, provided some preliminary information related to the Seaton Commercial Developments Inc. amendment application. L. Crawford summarized the property location and description, including site background, the submitted conceptual site plan, permitted uses, current and proposed zoning, and comments from area residents. L. Crawford provided that next steps would include City staff preparing a recommendation report for the consideration of the Planning and Development Committee. Stephanie Volpentesta, Senior Development Manager, Matt West, Vice President of Development, Seaton Commercial Developments Limited and Jessica He, Junior Planner, Korsiak Urban Planning (Available for questions if needed) M. West, Vice President of Development, Seaton Commercial Developments Limited, appeared via electronic connection to speak to the amendment application, noting this application amendment pertained to switching the plan from the easterly side of the site to the west side of the site and that many of the changes were related to the grading and ensuring pedestrian safety and ease of use. A brief discussion ensued regarding: what visual and sound barriers were being considered toward the south end of the site to mitigate resident disturbances; • when the commercial developments would be opening and whether • 2.2 2.2.1 Draft Statutory Public Meeting under the Planning Act Minutes September 08, 2025 2 that would include a grocery store; and, whether there would be signs posted identifying the planned retailers. • Adjournment The meeting adjourned at 7:30 p.m. Dated this 8th day of September 2025. 3.
