Je Me Souviens – relief Concept: The title of the piece, meaning "I remember" in French, serves as a nod to the French-speaking community in Pickering. The sculpture features two circles, which
symbolize experiences and memories—our past and present shaping our identity. The lesser circle represents our yesterdays, reflecting the moments and experiences that define where we have been. The greater circle embodies the present, carrying the promise of what we may become as we step into the future.
Material: To be made out of laminated two inch and four-inch kiln dried cedar wood.

Celebration of Ernie Coombs, Preliminary Proposal : "Mr. Dressup’s Magic"
Interactive Public Sculpture by Kseniya Tsoy
Location: East Woodlands Park, Pickering
I’m honoured to present my vision for a family-friendly, interactive sculpture titled “Mr. Dressup’s
Magic”, celebrating the beloved Canadian icon Ernie Coombs and the joyful legacy of the Mr.
Dressup show.
This whimsical artwork features a larger-than-life Mr. Dressup wearing one of the most memorable
costumes from the show: the black six-armed tuxedo with a top hat—an outfit he once fondly called
one of his favourites in an archival video. In each of his six outstretched hands, Mr. Dressup he
holds tools of creativity that he shared with generations of viewers: a paintbrush and palette, a
pencil, scissors, a tambourine, and a book—symbols of the many ways he encouraged imagination
and self-expression.
Next to him, an open tickle trunk - so central to the magic of the show - spills over with wonder.
Floating up and out are a swirl of playful, iconic elements: a cheerful horse mask, a costume
featuring a colourful xylophone and musical notes, and sparkling magical shapes echoing the
limitless creativity the show embodied. Behind Mr. Dressup, a bright, stacked rainbow serves as a
symbol of the vibrant imagination and inclusivity that defined Mr. Dressup and touched so many
Canadians.
As I developed this concept, I spoke with community members, friends, and collaborators—people
of all ages who lit up at the mention of Mr. Dressup. Everyone shared the same sentiment: that his
show not only sparked their creativity, but also instilled a lifelong belief in their ability to express
themselves. These words feel like the heart of this proposal.
The sculpture will be created in my signature illustrative style—reminiscent of a child’s cut-paper
craft. This warm and accessible visual language is meant to evoke fond memories of making art
- 32 -
alongside Mr. Dressup, using nothing more than paper, markers, scissors, and an open heart. The
sculpture’s gentle and approachable aesthetic is meant to reflect Mr. Dressup’s kind and calming
presence.
The sculpture will be placed thoughtfully between the library and the playground, facing the parking
lot and the path that connects the neighbourhood to the main street. I imagine Mr. Dressup’s open
arms greeting every passerby with a joyful welcome, radiating warmth and continuing to share his
message of imagination and kindness.
Interactivity is at the heart of this piece. A low platform—the sculpture’s concrete footing—will invite
children and families to step into Mr. Dressup’s world, just as we once stepped into his magical
universe of make-believe. The tickle trunk becomes a playful, participatory space, encouraging
imagination and role play. Visitors will be able to pretend they’re pulling out one of Mr. Dressup’s
iconic costumes for a photo—a dream come true for anyone who grew up watching the show.
More than just a sculpture, I hope “Mr. Dressup’s Magic” will become a portal—a place where
families and visitors can gather, dream, and reconnect with the gentle power of creativity. It is a
humble tribute to a man who reminded Canada to believe in ourselves—and in the joy and magic
of making something from nothing.
With respect and joy,
Kseniya Tsoy

Memo
To: Cultural Advisory Committee June 10, 2025
From: Jesse St. Amant
Coordinator, Cultural Services
Copy: Director, Community Services Manager, Cultural Services Supervisor, Cultural Services
Subject: Community Banner Series - For Endorsement
Background:
The Community Banner Series call for expression of interest (EOI) invite artists starting on April 25, 2025, to identify their intent to design street banners that will animate and transform the streetscape into welcoming and engaging spaces. Artists were asked to include a resume/CV,
references, brief artist statement outlining interest in project, showing relevant experience, ability, and general artistic approach, and a maximum of 10 images of past work. Design proposals were not included at this stage. The City invited artists to respond to this call by May 30, 2025 and received 60 applications. Of those EOI’s received, 25 were selected for review by the Public Art
Jury who were called upon to review the submissions and identified a top 5 shortlist.
The Public Art Jury reviewed the 25 EOI’s the week of June 2, 2025 and have identified a top five shortlist based on artistic excellence and demonstrated or perceived ability to create and execute an innovative, engaging public artwork that is complementary to the overall design scheme and community context. A copy of each selected artist EOI has been included. The artists selected by
the Jury to proceed to stage 1 include: Anais & Dominic (Drift Mural Co.) (Attachment 1),
Yasaman Mehrsa (Attachment 2), Khaula Siddique (Khaula Mazhar) (Attachment 3), Asli Alin (Attachment 4), Phillip Saunders (Attachment 5).
Next Steps:
The top five short-list selected artists as determined by the Public Art Jury will be invited to
participate in stage 1. As part of stage 1, the shortlisted artists will be notified on June 18, 2025

Artist Statement
Public art is a powerful force for placemaking, personal expression, and fostering connections among people and
spaces that hold significance in community and civic life. As an artist, I understand the importance of creating a
communal focal point that not only reflects the character of a place but also adheres to high standards of comfort
and public safety. These considerations are integral to my planning process. In every design, my goal is to create
a unique artistic work that is accessible, functional, and seamlessly integrates into the community’s fabric,
cultivating public meaning and a sense of pride.
In my artwork, I aim to build a world of vibrant colors, bold patterns, and familiar shapes, where spontaneity and
whimsy prevail. I enjoy combining both figurative and abstract elements, utilising unique compositions and colour
combinations to create a strong visual presence. My work often explores themes of play, emotion, curiosity, and
balance through a dialogue between shifting, intersecting shapes in both geometric and organic forms. I find
inspiration in the world around me, especially in nature, contemporary art, and architecture.
For this project, my objective is to design an artwork that integrates into the environment, becoming a meaningful
community feature that engages diverse audiences and reflects a strong connection to the site and its context.
Depending on the specifics of the space, the mural might incorporate various elements and patterns that convey
a narrative of positivity and inclusivity for all ages and backgrounds.
This opportunity is especially appealing to me, as I possess the relevant experience and qualities sought for this
artist call. My artistic practice frequently involves creating digital artwork for large-scale installations. I have
successfully completed projects for corporations such as The Daniels Corporation, municipalities like the City of
Mississauga and the City of Waterloo, and numerous BIAs throughout Toronto and Mississauga. These projects
often involve large-scale printing, and I have a strong understanding of the technical requirements, including
resolution, colour space, bleed, and raster vs. vector formats—all essential for producing high-quality digital
artwork.

Community Banner Series
Artist Statement
I’ve been working on public art projects around the GTA for about ten years now, and I still get
excited every time an opportunity like this one comes up. I love the idea of creating art that
lives out in the world—on streets, in parks, in everyday places—where people can see it as part
of their daily routines. It’s a way to bring a little colour, joy, and reflection into our shared
spaces.
I work with both traditional and digital mediums, depending on the project, but what stays
constant is my focus on storytelling. I love sharing stories of the community with the
community. I’m especially interested in the connections between people, wildlife, and the
environments we share—how we shape these spaces, and how they shape us in return.
Whether it's a mural, a banner, or a digital design, I try to create work that feels rooted in the
community and sparks a sense of connection or recognition.
This project in Pickering really speaks to me because of its focus on diversity, neighbourhood
pride, and celebrating the natural and built environment. I think public art has the power to
bring people together, and I’d love to contribute designs that reflect the unique energy of
Pickering—its people, places, and stories. I’m also glad to see the City takes into consideration
sustainability and finds ways to reuse and repurpose materials. This is very important to me,
and it aligns with the values I try to bring to my own practice.
Thanks for considering my application. I’d be excited to be part of this project.

I am a visual artist with a strong focus on public art, creating works that bring colour,
connection, and a sense of place to urban environments. My practice spans both traditional
and digital media, with an emphasis on storytelling and community engagement through
accessible, site-responsive design.
Over the years, I’ve contributed to numerous public art initiatives across Ontario, including
murals, window art, banners, boxes, ground mural, and much more that transform everyday
infrastructure into vibrant cultural landmarks. These projects have deepened my commitment
to making art that lives outside the gallery—work that invites interaction, reflects local identity,
and helps shape inclusive public spaces.
My background in graphic design and print enhances my ability to create visually dynamic
and technically sound compositions, especially when working on projects intended for
reproduction, such as banners and vinyl installations. I approach every design with attention
to clarity, colour balance, and visual impact—crucial elements when producing work that
needs to communicate effectively from a distance.
For the Pickering Community Banner Series, I envision a series of digital artworks that
celebrate the city’s natural landscape, cultural diversity, and the everyday beauty of community
life. With experience in both individual and collaborative projects, I am excited by the
opportunity to contribute to Pickering’s public realm through bold, thoughtful, and engaging
visual storytelling.
I appreciate the trust and opportunity this project represents, and I thank you sincerely for
your consideration.

Artist statement
My interest in this project stems f rom a desire to engage the
community through vibrant, colourful works of art. I’m especially
excited about the opportunity to work with the City of Pickering,
as it holds a special place in my journey as an artist. When I
moved to Canada in 2010, Pickering became my f irst home. I lived
there for three years and discovered the legal graff iti walls at the
Pickering skate park near Brock Road, an experience that played a
pivotal role in shaping my identity and direction as a visual artist.
Since then, I have developed a strong foundation in aerosol art,
painting large-scale murals across the Greater Toronto Area. My
practice also includes digital illustration, which has led to
commissions f rom organizations such as Hudson’s Bay, Humber
Galleries, and Collective Arts Brewing. My work as a muralist has
extended internationally as well. I was one of the lead artists
involved in planning and painting the Ubuntu Learning Village in
Gutu, Zimbabwe, Part of a residency program with Muse arts.
My artistic approach blends conceptual depth with material
diversity, always striving to create work that resonates with people
and fosters a sense of community. This project aligns closely with
my creative values and goals, offering a meaningful opportunity to
contribute my perspective while continuing to grow as an artist.
I’m particularly enthusiastic about the chance to give back to
Pickering, a city that has been foundational to my artistic career.

Dimensions: 130ft x 8.7ft WxH
Project budget 6,000$

Project Description
The inspiration behind “The Unity of Success” is Love, family And education. This work takes a
traditional approach to what I believe are the pillars to success, which is strong loving family
support And the value of a good education in order to fulfill Passions, dreams and desires.
My process for creating this mural was inspired by moments in the timeline of success. There
are in total seven vignettes or small murals, the murals are meant to be viewed from right to
left. The first wall features family structures rooted in unity and love that foster healthy
foundations. and the second larger wall highlights the fruits of a strong foundation and the
value of education. On this wall is seen the student body of Humber in various fields of interest
ranging from science to sports. The entire mural is aimed at fostering a sense of joy and
reflection, the colour palette consists of soft pastels contrasting against saturated tones to
inspire and excite positive moods in the viewer.- 103 -

Canadian black excellence mural 2021

Dimensions: 78ft x 8.9ft WxH
Project budget 18,000$
Project Description
For this mural I have chosen four prominent African Canadian figures both from the past and the present to
exemplify black Canadians' contribution to the arts, science and athletics.
The figures that I’ve chosen are Portia white, a contralto known for becoming the first black Canadian
concert singer to achieve international acclaim. Oscar Peterson, eight time Grammy award winning
legendary jazz pianist. Dr. Eugenia Duodu CEO of Visions of Science network for learning, who is committed
to empowering low income communities through the STEM program. Lastly, Andre De Grasse Canadian
sprinter, 7-time Olympic medalist and now gold medalist in the 200 m.
I’ve chosen these amazing Canadians for their contribution to the overall success of Canada as a country
and for their contribution to black culture as a whole.- 107 -

Subject: 2026 John E. Anderson Gallery Exhibit Plan
- For Information
Background
The John E. Anderson Gallery Room at the Pickering Heritage & Cultural Centre (PHCC) is
named in honor of John E. Anderson, a former Mayor of Pickering, recognizing his contributions to the city. As a dedicated exhibition space within the 44,000 sq. ft. facility, the gallery measures 11 meters by 9.4 meters, with a ceiling height of 3.4 meters, which may vary depending on the placement of lighting, projection, and sound equipment.
Designed for versatility, the gallery is equipped with a hanging rail system, display cases, moveable walls, an immersive sound system, and a projector system, ensuring dynamic and interactive exhibits. City of Pickering staff are actively curating the 2026 exhibit lineup, offering a diverse range of exhibitions throughout the year, each introduced with a special opening event to engage the community.
With the PHCC’s grand opening scheduled for April 2026, the John E. Anderson Gallery Room will serve as a focal point for cultural expression, storytelling, and artistic discovery, celebrating Pickering’s heritage while fostering new connections through exhibitions and programming.
Exhibit Schedule
April 2026 – June 2026: Forever (Bird-Botanicals) – Rental
Toronto-based sculptor David Constantino Salazar transforms the Gardiner’s Community Arts Space with Forever (Bird-Botanicals)—an immersive installation featuring over 500 meticulously hand-sculpted red clay pieces. The exhibit depicts a stunning collision of birds with a wall, seamlessly blending avian anatomy with botanical elements like orchids and foliage.
Drawing inspiration from Ecuadorian folk tales, Salazar explores themes of transformation,
resilience, and renewal. His thought-provoking work reflects on symbols of freedom and loss, inviting audiences to consider life after trauma and the evolving nature of identity, especially in the wake of the global pandemic.

July – September: Ernie Coombs
Beloved children’s entertainer Ernie Coombs, famously known as Mr. Dressup, called Pickering
home from 1970 to 2001. This exhibit offers a heartfelt exploration of Ernie’s personal life in
Pickering alongside his celebrated television career.
Visitors will journey through archival imagery showcasing Pickering’s history woven into Coombs’ milestones. Multimedia elements—potentially including audio-visual components—will bring his legacy to life. Museum staff are collaborating with Chris and Cathie Coombs to curate this special
exhibition.
October – December: A Taste of Science - Rental
Ever wondered why food spoils? A Taste of Science dives into the fascinating science behind food preservation. This interactive experience invites guests into an oversized “pantry” to explore the processes that delay food decay and maintain nutritional integrity.
From the chemistry behind spoilage to innovative preservation techniques, this exhibit will serve
up plenty of knowledge, keeping visitors engaged and entertained. The exhibition is presented by Ingenium, Canada’s premier science and innovation museum network.
Funding
A budget of $40,000 has been allocated for 2026, pending formal budget approval. An additional
$20,000 is expected to be supplemented through sponsorships and grants.
