Rose – Chief Planner N.Surti – Division Head, Development Review & Urban Design A.Dunn - Principal Planner, Development Review R.Perera - Deputy Clerk 1.Call to Order Councillor Butt, Chair, called the meeting to order and gave an overview of the requirements for a Statutory Public Meeting under the Planning Act. Councillor Butt outlined the order of matters under the Statutory Public Meeting section, as well as the notification process procedures and noted that if a specified person or public body as defined by the Planning Act, or the owner of land to which the Proposed Official Plan Amendment or Zoning By-law Amendment would apply, does not make oral or written submissions to the City before the By-law is passed, that person, public body, or owner of land would not be entitled to appeal the decision of City Council to the Ontario Land Tribunal (OLT). 2.Information Reports 2.1 Information Report 05-25 Official Plan Amendment OPA 24-003/P Zoning By-law Amendment A 05/24 705 Kingston Road Ltd. 705 Kingston Road A.Dunn, Principal Planner, Development Review, appeared via electronic Statutory Public Meeting under the Planning Act Minutes May 13, 2025 2 connection to speak to Zoning By-law Amendment Application A 02/24. Through the aid of a PowerPoint presentation, A. Dunn advised that the purpose of the application was to facilitate the redevelopment of the subject lands for a two- phased, mixed-use high-density residential development proposing approximately 1,748 residential units and 3,922 square metres of commercial space. A. Dunn provided information on the subject lands, conceptual plan, policy framework, requested zoning amendments, public and staff comments, and next steps in the process. 2.1.2 James Blair, Pickering Resident J. Blair, Pickering Resident, appeared via electronic connection to speak to Zoning By-law Amendment Application A 02/24. Through the aid of a PowerPoint presentation, J. Blair noted concerns regarding the heights of the buildings and asked when the first building would be built, adding that several buildings that were previously approved for development were not yet constructed. J. Blair stated that although the area would be a gateway to Pickering there were also concerns of a bottleneck being created for the area. J. Blair further stated that there was currently no demand for office units and questioned the affordability of the units stating that more affordable units were available in Toronto. J. Blair further inquired whether the proposed development could take a long period of time to be built. 2.1.1 Ornella Richichi, Resident Inc., Nik Papapetrou, Resident Inc., Kieran Marok, Resident Inc., Mallory Nievas, The Biglieri Group, Yasir Amr, BDP Quadrangle, Steven Kwan, BA Consulting Group Ltd. O. Richichi, Resident Inc., N. Papapetrou, Resident Inc., K. Marok, Resident Inc., M. Nievas, The Biglieri Group, Y. Amr, BDP Quadrangle, S. Kwan, BA Consulting Group Ltd., appeared via electronic connection to speak to Zoning By-law Amendment Application A 02/24. Through the aid of a PowerPoint presentation, Y. Amir provided information on the subject lands, proposed retail space on the site, number of residential units, on- site parking spaces, and parkland dedication. Y. Amir further highlighted several planning and urban design considerations including that the proposed heights and densities aligned with policies aimed at creating a gateway to the community at the intersection of Kingston Road and Whites Road. Statutory Public Meeting under the Planning Act Minutes May 13, 2025 3 The applicant responded to comments from the delegate regarding: •the construction timelines for the proposed development being uncertain due to the current market conditions; •phase one of the proposed buildings being aimed to begin in 2027 or 2028; and, •the housing market being expected to slow down across the Region in the coming years. 3.Adjournment The meeting adjourned at 7:30 p.m. Dated this 13th day of May, 2025.
