1. Call to Order
Councillor Brenner, Chair, called the meeting to order and gave an overview of the
requirements for a Statutory Public Meeting under the Planning Act. Councillor Brenner outlined the order of matters under the Statutory Public Meeting section, as well as the notification process procedures and noted that if a specified person or public body as defined by the Planning Act, or the owner of land to which the Proposed Official Plan
Amendment or Zoning By-law Amendment would apply, does not make oral or written
submissions to the City before the By-law is passed, that person, public body, or owner of land would not be entitled to appeal the decision of City Council to the Ontario Land Tribunal (OLT). 2. Information Reports 2.1 Information Report 03-25 Official Plan Amendment Application OPA 24-002/P
Zoning By-law Amendment Application A 02/24

connection to speak to Zoning By-law Amendment Application A 02/24. Through
the aid of a PowerPoint presentation, A. Dunn advised that the purpose of the application was to facilitate a muti-phased, high-density, mixed-use residential development and provided information on the subject lands, conceptual plan, policy framework, requested zoning amendments, public and staff comments, and
next steps in the process. M. Testaguzza, Tribute (Brookdale) Limited, appeared via electronic connection to speak to Zoning By-law Amendment Application A 02/24. Through the aid of a

PDF presentation, M. Testaguzza provided details of the various elements included in the proposed development such as commercial space, parkland,
parking spaces, design elements of the residential buildings, and the different
phases of the proposed development. D. Bell, Pickering Resident, appeared via electronic connection to speak to Zoning By-law Amendment Application A 02/24. D. Bell spoke about several recent traffic
events that had occurred near the subject lands which had caused traffic delays. D. Bell further read comments made on social media platforms regarding the proposed development expressing concern over increased traffic, increased crime, residents preferring local shops over branded retail stores, sightings of wildlife in
streets, and increased taxes. D. Bell noted that when the City opposes a planning
application, the developers typically appeal to the Ontario Land Tribunal (OLT) where the decision of Council is usually overturned by the OLT. D. Bell said that residents feel unheard and urged Council to seek the support of other municipalities to eliminate the role of the OLT and expressed the community’s
disagreement with the proposed development. C. Bamford, Pickering Resident, appeared via electronic connection to speak to Zoning By-law Amendment Application A 02/24. C. Bamford requested a list of the sections of OPA 38 that the applicant is currently appealing to the OLT to understand the implications of the proposed development. C. Bamford stated that
successful planning involves communication with the community and respect for the neighbourhood character adding that the community was currently involved in the Pickering Forward process. C. Bamford asked the applicant to withdraw all appeals of OPA 38 as a first step towards working with the residential community, business community, and the landowners. C. Bamford stated that the community
was under the assumption that a comprehensive rezoning process would follow OPA 38. C. Bamford also added that a school was needed for the area and the need to assess the capacity of the subject lands and the need to understand all the costs at the outset of servicing to ensure that development charges were able to absorb these costs. C. Bamford concluded the delegation by stating the need to
review Five Ways Home by the Alliance for a Liveable Ontario and the need for everyone to work together. Chair Brenner summarized the comments made by the delegates and asked for a
response from M. Testaguzza.
M. Testaguzza responded to comments regarding:
• providing for passive surveillance of public and semi-public spaces to reduce crime;

• studies relating to service, traffic, transportation, and other elements being
continuously developed as the project moves through its phases;
• the applicant conforming to OPA 38 and the appeals made by their clients being for the same reasons of others who had also appealed OPA 38;
• the proposed development exploring ways to offer affordable units;
• the various studies related to the proposed development being available on the City’s website; and,
• the applicant being involved in the Pickering Forward Official Plan Review
process and their willingness to work with the City. City Staff responded to comments regarding:
• the planning process that was already undertaken in relation to the
application and the next steps in the process;
• the various agencies being contacted for comment regarding various aspects of the proposed development such as servicing, traffic, and school
capacity;
• clarification that OPA 38 was in force and effect;
• exploring ways to best engage the community on the application and staff
working with the Ward Councillors to communicate to residents;
• the need to analyze the financial impact this proposed development would have on the City; and,
• the City issuing its fifth discussion paper as it pertains to the Pickering Forward Official Plan Review process and working in concert with recent OLT decisions. 2.2 Information Report 04-25

L. Crawford, Planner II, appeared via electronic connection to speak to Zoning By-law Amendment Application A 01/25. Through the aid of a PowerPoint presentation, L. Crawford advised that the purpose of the application was to facilitate a residential development and provided information on the subject lands, conceptual plan, policy framework, requested zoning amendments, staff
comments, and next steps in the process. C. Ratelle, Korsiak Urban Planning and V. Figliomeni, Taccgate Developments Inc, appeared via electronic connection and stated that they would work with staff on the proposed development.

There were no delegations from the public.
A brief question and answer period ensued between Chair Brenner and C. Ratelle regarding the timelines for the commercial site being completed in the summer of 2025 and the proposed community park being completed in 2026.
3. Adjournment The statutory public meeting adjourned at 8:13 p.m.
