5. New Business
5.1 Durham Region Encampment Strategy
E. Knox provided a brief overview of the Regional Municipality of Durham Report and that the Report was endorsed by the Regional Council in March.
E. Knox noted that the Durham Region Encampment Strategy
provided a framework that lower tier municipalities could follow, providing unity and cohesion in their approach to homeless encampments. E. Knox noted that the strategy emphasized a human rights-based approach, looking at outreach and
engagement over enforcement.
5.2 Homelessness Subcommittee Update
C. Paxton provided that the Homelessness Subcommittee recommends that continued collaboration with DARS on the Homeless Day Event and with Animal Services on the
Whiskers and Wellness event for 2025.
C. Paxton solicited members of the Committee for other event suggestions that the Homelessness Subcommittee could consider supporting in 2025 to raise awareness.

1. That the Community Safety and Well-Being Advisory Committee endorse the Homelessness Subcommittee ‘s collaboration with Dedicated Advocacy Resource Support (DARS), Community Development Council Durham (CDCD), and GAP Committee in the planning of the
October 10 World Homeless Day event 2025; and,
2. That Community Safety and Well-Being Advisory Committee endorse the Homelessness Subcommittee’s collaboration with Animal Services in the planning and support of a Free Vet Clinic for people experiencing
housing insecurity. Carried
E. Knox noted that the Homelessness Subcommittee continues working with the GAP Committee, planning the screening of

the documentary ‘Us and Them’ and would circulate more
information as it became available.
Discussion between Committee Members ensued regarding an evening screening time, held outside of regular work hours to accommodate public attendance.
5.3 Upcoming Training
E. Knox provided a brief overview of the following upcoming training events:
1. Human Trafficking: Lunch and Learn held April 16 and facilitated by Victim Services Durham Region;
2. Indigenous Cultural Awareness Training held in June 2025
led by three Indigenous presenters, the first of three phases;
3. 2nd year of STEP Training: Professional De-Escalation and Mental Health held in June and September; and,
4. Intimate Partner Violence and Gender Based Violence:
Lunch and Learn held in June and September and facilitated by Herizon House.
5.4 Community Safety and Well Being Events & Programs
E. Knox provided a brief overview of several Community Safety and Well Being led events including the Coldest Night Of The
Year event, the Safety Self Defense and Walking Home Workshop, and the Jack Talk, Vibe Check Youth Mental Health event.
E. Knox provided a brief overview of upcoming events including the Durham Region Police Services Online Safety
session and the Durham Pride Parade.
E. Knox noted that the Community Safety and Well Being Advisory Committee’s Terms of Reference mandate changes and the 2024 Annual Report and 2025 Work Plan would be going to the April 29, 2025, Council Meeting for endorsement.
