General Business 6.1 – Public Art Award – Lest We Forget Remembrance Crosswalks – for endorsement J. St Amant provided a brief overview based on the Directive from November 25, 2024, Resolution #616/24 to consult with the Royal Canadian Legion Branches #606 and #483 to discuss the suitability of the design and installation of the “Lest We Forget” crosswalks, funded from the Public Art Reserve. After reviewing with the Public Art Jury on March 6, 2025 – applicable changes to the banners have been submitted to the Artist to include in the artwork. As per the Jury Feedback, this feedback include: •Remove poppies •Add maple leaf to both designs with a white boarder around maple leaf •Re-order Images (top-maple leaf, middle-text, bottom-soldier(s) •Duplicate and flip so design is visible from both directions of crosswalk •Change brown background on both designs and explore alternatives: - 2 - Page 3 of 7 Item/ Ref # Details, Discussion & Conclusion (summary of discussion) Action Items/Status (include deadline as appropriate) 1) weathered/vintage red brick texture 2) solid red, requiring white boarder around red text, and maple leaf 3) traditional longitudinal crosswalk bars in a combination of white and red M.McFarland inquired if this installation will be displayed year-round. J. St. Amant stated the installation will be up all year – wrapped and protected. J. St. Amant is seeking endorsement from the Cultural Advisory Committee. Moved by D. Davis. All in favour. Carried. 6.2 – Public Art Award – Permanent Art Panels at Beachfront Park – for endorsement S.Barakov provided a brief overview regarding a request for proposals (RFP) for the Permanent Art Panels at Beachfront Park issued on January 14, 2025 to March 3, 2025 – to those who are Indigenous to Turtle Island. After deliberation, the Public Art Jury decided to award the opportunity to the following artists: •Tessa Shank •Emily Clairoux •Koren Smoke •Dee Barsy •Nyle Miigizi Johnstone In early April 2025, the selected artists concepts will be shared with the community, providing an opportunity for public engagement, learning, and feedback. Carried. 6.3 – Shortlist PHCC (Front of Building) – for endorsement S.Barakov provided a brief overview regarding the Call to Artists – Expression of Interest (EOI) Public Art Commission, Pickering Heritage Community Center- Front of Building issued on December 13, 2024. 35 Submissions were collected, 26 advanced to the Public Art Jury stage. D.Thompson proposes the question regarding the budget. S. Barakov states that the budget reflect our policies due to this artwork being permanent – to be landmarked for more than 10 years. S.Roumatar proposes the question to how the artist will decide on the materials used for the artwork. S. Barakov states that the artists will provide a list of materials suited for the art piece, prior to installation. The community will also be able to vote on their favored artwork design during ArtFest in May. Moved by J. Dushanthi. All in favour. There were no additional questions. Carried. 6.4 – Shortlist Celebration of Ernie Coombs – for endorsement S. Barakov provided a brief overview Based on the Call to Artists – Expression of Interest (EOI) Public Art Commission: Celebration of Ernie Coombs (Attachment 1), issued on December 6, 2024, - 4 - Page 5 of 7 Item/ Ref # Details, Discussion & Conclusion (summary of discussion) Action Items/Status (include deadline as appropriate) Cultural Services received a total of 20 submissions from artists and artist collectives worldwide. The Call was open from December 6, 2024, to February 13, 2025. The shortlist artists are: • Anaisa and David • Kseniya Tsoy • Linfeng Zhou J. Dushanthi inquires if there was additional feedback from the Public Art Jury. S. Barakov responds, stating the Public Art Jury were extremely impressed with all of the applicants and received positive feedback. Moved by M. McFarland. All in favour. There were no additional questions. Carried. 6.5 – Pickering Museum Village – Update V. Karakian provided a brief update regarding the Pickering Museum Village and their upcoming travel exhibit that will take place at different locations such as – Shops at Pickering City Center, Chestnut Hill Developments Recreation Complex, Pickering Public Library and more to be determined. V. Karakian provided a brief overview regarding Program Highlights to come and return for the upcoming season. Some returning programs include – Mother’s Day Tea, Blacksmith and Woodworking Workshops, Fairy Tours, and more. New additions include – Fairy Tours After Dark, Little Sprouts, and Discovery Packs. V. Karakian states the Redman House Project us wrapping up. McFarland provided an update regarding the PACE Committees meeting. As per the previous Cultural Advisory Committee Meeting – the PACE Committee has proposed distributing the survey as reviewed to the 29 cultural organizations for their feedback. Additionally, M. McFarland brought forth discussion with ideas regarding correlating the 25th Anniversary of Pickering into Cultural Fusion. C. Farrell advises that he connect with the Event Lead for their input. C. Farrel also advises in the coming weeks to have a Cultural Advisory Representative and/or PACE representative to attend the Cultural Fusion Event meeting to provide their input. Moved by S. Ramoutar. All in favour. There were no additional questions. Carried. 6.7 – Delegation to Council to present CAC 2024 Year End Report and 2025 Work Plan J. St. Amant advised the Cultural Advisory Committee of the Council meeting that will be held on May 26, 2025, where they will present and review the CAC 2024 Year End Report and 2025 Work Plan. J. St. Amant advises if any of our Cultural Advisory Members would like to delegate – to connect with D. Thompson. There were no additional questions. Ramoutar provided a brief overview regarding the event that was hosted by herself that was dedicated to spreading awareness of chronic illnesses within women. During the event she hosted vendors included – holistic practitioners, activities for children, spa activities, and more. Women were able to share stories and feedback that helped with navigating their journeys. S. Ramoutar hopes to host another event and searches for sponsors/grants to do so. 7. Meeting Adjourned: 8:38 pm Copy: Director, Community Services - 7 - Memo To: Cultural Advisory Committee April 8, 2025 From: Jesse St. Amant Coordinator, Cultural Services Copy: Director, Community Services Manager, Cultural Services Supervisor, Cultural Services Subject: Public Art – Lest We Forget Remembrance Crosswalks: Final Design -For Endorsement Background: Based on the Directive from November 25, 2024, Resolution #616/24, Council directed through the Office of the CAO, that City staff consult with the Royal Canadian Legion Branches #606 and #483 on the suitability and design to be used for the installation of two “Lest We Forget” crosswalks, funded from the Public Art Reserve As per Section 10.01 of the Public Art Policy (CUL 130), an Open Call was selected as the Method of Acquisition. A Call to Artists – Request for Proposals was issued on February 3, 2025. The Call to Artists resulted in the receipt of 20 proposals. As per Section 09.01 of the Policy, a Public Art Jury was formed and met on March 6, 2025 to review the 20 proposals. As a result of that meeting, the Public Art Jury is recommending that the commission of this public art project be awarded to Verna - Jia Lin & Alex Vongsavath of Paintint Inc. Funding: The artists will be awarded $4,000.00 plus HST for the two unique designs. There is $33,000.00 including HST total available for this project funded by Public Art Reserve. An IFQ for the supply and installation of the two crosswalks has been initiated to select the contractor for the work with the remaining project funds. Next steps: The selected artists have completed the final design (Attachment 1). Pending CAC endorsement of the completed designs, a Report to Council will be presented during the June 2025 Executive Committee Meeting for final endorsement. Discussion: - 8 - April 8, 2025 Page 2 of 2 Public Art – Lest We Forget Remembrance Crosswalks: Public Art Commission Community Services is seeking endorsement of the final designs by artists: Verna - Jia Lin & Alex Vongsavath of Paintint Inc. Attachment 1: Pickering Crosswalks - version 3.0 - 9 - - 10 - Memo To: Cultural Advisory Committee April 8, 2025 From: Jesse St. Amant Coordinator, Cultural Services Copy: Director, Community Services Manager, Cultural Services Supervisor, Cultural Services Subject: Community Banner Series – Expression of Interest - For Review File: S-1000-013 Public Art Background: The Community Banner Series builds on the success of the original Community Banner Program that has received and archived artwork from a range of artists and artistic practices since 2018. Each year, these banners have contributed to colourful, vibrant, and city-proud civic spaces in the City Centre. The Community Banner Series call for expression of interest (attachment 1) will invite artists starting on April 25, 2025, to identify their intent to design street banners that will animate and transform the streetscape into welcoming and engaging spaces. Artists will be asked to include a resume/CV, references, brief artist statement outlining interest in project, showing relevant experience, ability, and general artistic approach, and a maximum of 10 images of past work. Design proposals will not be included at this stage. The City invites artists to respond to this call by May 30, 2025. The Public Art Jury will review the submissions and identified a top 5 short-list. Next Steps: The top 5 short-list selected artists as determined by the Public Art Jury will be invited to participate in stage 1. As part of stage 1, the short-listed artists will be notified on June 18, 2025 and invited to submit a conceptual design proposal for the series of seven (7) banners. Short- listed artists will be paid a fee of $1,500.00 (+HST) for their submission of the conceptual design banner series due by August 11, 2025. - 11 - April 8, 2025 Page 2 of 2 Community Banner Series – Expression of Interest The top 3 artists selected at the end of stage 1 by the Public Art Jury will proceed to stage 2 where they will complete their final designs for fabricated and installed on Kingston Road and Valley Farm Road in December 2025. These banners will be on display for 2 years. Decisions of the Public Art Jury are reviewed by the Cultural Advisory Committee and are final, pending approval of the Director, Community Services as per the Community Banner Policy CUL 140. /jsa Attachments - Call to Artists - Community Banner Series (EOI) 2025 - 12 - 1 Call to Artists – Expression of Interest (EOI) Community Banner Series Deadline: May 30, 2025, at 4 pm EDT. Artist Opportunity The City of Pickering invites artists to respond to the Call for Artists to create a series of seven (7) street banners digitally, to be fabricated and installed by the City onto seven (7) City street light poles. This call is open to individual artists (emerging to established), artist teams or collectives. As per the Public Art Policy (CUL 130) an artist is defined as the designer/creator of an artistic work and can include, but is not limited to, a professional artist, graphic designer, collaborative team, architect, or landscape designer. The Community Banner Series call for expression of interest (EOI) seeks artists to propose street banner designs that will animate and transform the street scape into welcoming and engaging spaces. Artwork is to be created digitally and will be recreated onto vinyl street banners. The artwork will be located within the City of Pickering. The fabrication of the vinyl banners required for the project, and installation will be the responsibility of the City of Pickering. The City will also be responsible for site prep and permits. The costs of all other materials required will be the artists’ responsibility. Designs, artwork, and plans are subject to final approval by the City as per the Community Banner Policy (CUL 140). - 13 - 2 Project Brief The City of Pickering’s Cultural Strategic Plan (2014) outlines the City’s commitment to collaborate with the community to celebrate our cultural diversity, heritage and the arts; to sustain our natural environment; to foster a creative economy; and to strengthen our vibrant neighborhoods. The Community Banner Series will build on the success of the original Community Banner Program that has received and archived artwork from a range of artists and artistic practices since 2018. Each year, these banners have contributed to colorful, vibrant, and City proud civic spaces in the City Centre. Banner artwork is intended, but not limited to; engage Pickering’s diverse local communities, celebrate the city’s natural, social and built environment, be aesthetically pleasing, bring colour, beauty, pride and enjoyment to city streets, and gateways, and/or encourage community engagement. Banners will be installed in series on city light poles at various locations including but not limited to Kingston Road, Valley Farm Road, and Pickering Parkway. Light poles have single-armed hardware. Artists should be aware that the artwork may be subject to damage by the elements. Banners will be on display for approximately two (2) years. The Community Banner Series schedule, duration and location of the banner series installation is subject to change at the discretion of the City of Pickering. In recognition of the environmental effects of excessive plastic production, this project will include an opportunity to repurpose, refurbish and reuse retired banners for future displays, promotions, or re-created into new temporary public art piece, or re-usable options. Selection Process Call to Artists – Expression of Interest (EOI) Community Services Staff and the Public Art Jury will review EOI submissions and identify a short-list (Stage 1) based on artistic excellence and demonstrated or perceived ability to create and execute an innovative, engaging public artwork banner that is complementary to the overall design scheme and community context. Decisions of the Public Art Jury are reviewed by the Cultural Advisory Committee and are final, pending approval of the Director, Community Services as per the Community Banner Policy CUL 140. - 14 - 3 Budget Stage 1: Short-listed artists will be paid a fee of $1,500.00 (+HST) for their submission of the conceptual design proposal. Short-listed artists will be provided a Terms of Reference with additional information about the project and may be required to attend a virtual public consultation and present their proposals. Stage 2: The budget for the final selected artists designs for the creation of seven banners, including artist fees is $2,750.00 (+HST). A total of three artists banner series will be selected from the short-listed artists for Stage 2. You can submit a written document (1-page max). • CV/Portfolio of past work: Examples of relevant work. You may include multiple images per project on 1 page of a maximum to 10 projects (10- pages). Add tittle, year, scope, budget and a short description. • References: A list of at least two professional references familiar with your work and working methods. The list must include name, title, complete e- mail addresses and telephone numbers. The target audience is Pickering residents and is intended to promote civic pride through familiarization with interesting figures with a connecting to Pickering. This will coincide with the outdoor 25th Anniversary public art banners at City Hall and Chestnut Hill Developments Recreation Complex, to be installed in April. Exhibit Information & Facts: • This exhibit will explore 9 figures of interest with a connection to Pickering • Brief introduction to figure and their connection to Pickering with an image (40-70 words each). • Figures were selected based on the following criteria: o 3 early history figures (c.1800s) o 3 recent history figures (c.1950s-1990s) o 3 modern figures (c. 2000’s) o Connection to pop culture and/or unexpected connection to Pickering o Inspires local pride for the City of Pickering o 9 figures include diverse representation • Final figures selected: o Peter Matthews, historical figure and rebellion leader o George Chapman, early black settler o Rogers Family, first member of the Rogers family of Rogers Communications o Ernie Coombs, Mr. Dressup, pop culture icon o John Diefenbaker, Prime Minister 1957-1963 o Neil Young, pop culture icon o Perdita Felicien, Olympian and athlete - 18 - April 8, 2025 Page 2 of 2 Pickering Museum Village – Museum Updates o Shawn Mendes, pop culture icon o Mary Berg, celebrity chef and first female winner of MasterChef Canada. The first exhibit banner will include the three early history figures, Peter Matthews, George Chapman, and the Rogers Family. The second banner will include the three recent history figure, Ernie Coombs, John Diefenbaker, and Neil Young. The third banner will include the three modern figures, Perdita Felicien, Shawn Mendez, and Mary Berg. These three banners will be installed in a triangle formation to allow the exhibit to be seen from all sides. - 19 -
