5. New Business
5.1 Review of Policy ADM 040 Updates &
Lobbyist Registry
A. MacGillivray and R. Perera provided an
overview of the City’s Lobbyist Registry and
recent changes to the Committees and Taskforces
of Council Policy ADM 040.
Discussion ensued with Committee Members
regarding:
• interactions with the public that Committee
Members may face that could be
considered lobbying activity;
• the importance of Committee Members
informing lobbyists they interact with about
the City’s Lobbyist Registry;
• concerns that the definition of lobbying is
vague;
• clarification that penalties associated with
the Lobbyist Registry are not being
enforced until November 1, 2023;
• the Education and Training Session
regarding the Lobbyist Registry taking
place on June 26, 2023 at 5:00 pm; and,
• whether “off the record” conversations
could be considered lobbying activity.
5.2 Heritage Permit Application
– 860 Whitevale Road
D. Nesbitt provided an overview of the Heritage
Permit Application at 860 Whitevale Road,
highlighting the property’s location with the
Whitevale Heritage Conservation District and that
the property is not identified as a heritage
property. A. Couturier provided an outline of the
various aspects of the project including the Class
Environmental Assessment, the Species at Risk
Assessment, the Phase 1 & 2 ESA’s, the Cultural

Heritage Evaluation, the Stage 1 & 2
Archaeological Assessment, and the Designated
Substance and Hazardous Materials Survey. J.
Crosbie provided an overview of the Cultural
Heritage Evaluation Report prepared for the
property and noted its conclusion that the property
does not meet criteria under the Ontario Heritage
Act O. Reg 9/06 (as amended) and O. Reg 10/06.
J. Crosbie concluded her remarks speaking to the
condition of the buildings on the property.
Discussion ensued with the Committee discussing:
• the thorough investigation of the site despite
not appearing significant;
• clarification as to why demolition is being
sought given there is no development
proposed for the site; and,
• clarification regarding the past ownership of
the property and whether or not the property
was expropriated from the past owners.
A. Couturier provided further information to the
Committee regarding the demolition plans and
removal of hazardous materials from the property.
Further discussion ensued with Members regarding:
• the requirement for the contractor to prepare a
tree protection plan and the minimal impact to
trees on the site;
• clarification regarding how hazardous
materials found on the site will be removed or
recovered;
• whether there are opportunities to salvage any
historically significant items that may be
discovered during the demolition process; and,
• clarification as to why the driveways will be left
in place on the site.

1. That the Heritage Pickering Advisory
Committee support the Heritage Permit
Application for the demolition of the existing
structures including the detached dwelling and
accessory buildings as requested;

2. That a copy of the final CHERR and inventory
sheets be filed with the Pickering Library &
Archives as a record of the property’s history
and documentation of changes; and,
3. That if there is the opportunity to salvage the
timbers for adaptive reuse or donation, should
their condition allow it, the applicant shall work
with staff to achieve that outcome.

B. Weiler informed the Committee that there will likely
be business to consider at the upcoming June 28,
2023 Meeting.
7. Next Meeting
The next meeting of the Heritage Pickering Advisory
Committee is scheduled for June 28, 2023.
