NOTICE OF MOTION Moved by Councillor Holland Seconded by Councillor McLean 48-49 WHEREAS the City of Picketing represents approximately twenty percent of the assessment of the Regional Municipality of Durham; and WHERAS the Region of Durham should be accountable to the taxpayers of Picketing and ensure that over time the City of Picketing receives an equitable portion of Regional projects and services relative to its weighted assessment at the Region of Durham; and WHEREAS over the last seven years and in the forecast for the next five years, veo' few projects have been undertaken or are forecast to be done by the Region of Durham to address important needs within Picketing, and WHEREAS the Regional Official Plan recognizes the importance and regional significance of areas such as Pickering's downtown, Kingston Road and our waterfront but has not supported that recognition with any significant funding; and WHEREAS in terms of both population and assessment, Picketing is under-represented at Durham Region in terms of seat allocation and that this disparity will only grow over time; NOW THEREFORE the appropriate staff of the Corporation of the City of Picketing be directed to prepare an annual report on the activity of the Regional Municipality of Durham within the City of Picketing that will include but not necessarily be limited to capital roads projects, economic development and capital sewer and water servicing projects; and THAT the report will bench the activity of the Region against the dollar value of our portion of the Regional assessment and the needs of the municipality (where identified by Council) in the areas covered by the report; and THAT this report identify the last five year history and the next five year projections for capital roads projects and capital sewer and water servicing projects within the City of Picketing and bench this against Pickering's portion of the Regional assessment; and THAT the report further identify and track the Region's support of projects and areas of development deemed to be regionally significant within the Regional Official Plan within the City of Picketing; and THAT this report be brought to the first Committee of the Whole meeting in November of every year; and THAT the City of Pickering urge the Region of Durham to support the Regional Official Plan and partner financially with the City of Picketing in areas such as our downtown, Kingston Road and our waterfront; and THAT the City of Pickering further urges the Region of Durham to adopt a political representation model that properly represents Picketing and provides a model for balanced and equitable representation as the Region grows, and THAT this motion be circulated to: · Ail area Mayors and Chairs Council Meeting Agenda Monday, May 6, 2002 7:30 P.M. Moved by Councillor Holland Seconded by Councillor Johnson 50-51 WHEREAS the City of Pickering notified the Region of Durham that it would not to be a 'participating' municipality in the Region's acceptance of all waste management powers as the matter was under review; and WHEREAS the City of Pickering has undertaken a pilot project for the curb side collection of organics and expanded recyclables which has achieved a diversion rate of over 60% in the test community of Amberlea; and WHEREAS the Region of Durham stands to financially benefit from the diversion of waste from landfill as it will not have to pay to dispose of that waste; and WHEREAS the City of Pickering is currently contracting Miller Waste to provide waste collection services and the Region of Durham is proposing to use the same contractor for the provision of Regional waste services; and WHEREAS the Region of Durham can better achieve economies of scale in the contracting out of waste services: and WHEREAS it is highly desirable to achieve a high degree of waste diversion across the Region and not just in one or two municipalities; and WHEREAS the City of Picketing does not have the financial capacity to implement an organic curb side collection service or expand the current list of recyclable materials; and WHEREAS having two levels of government deliver waste services is confusing to the public and means that adoption of change is slow and conflicted by competing jurisdictions; NOW THEREFORE the Corporation of the City of Picketing advises the Region of Durham that it agrees in principal to being a 'participating' municipality in the Region's acceptance of all waste management powers subject to the following: 1. Pickering's participation is contingent upon the provision of curb side organic waste collection and expanded recyclables (similar to what is currently provided to the residents of Amberlea in the City of Pickering's waste diversion pilot project) effective upon the Region's assumption of all waste services. 2. A commitment to achieve a waste diversion ratio greater than 50% across the participating municipalities be made effective from the period of implementation. 3. Additional cost for the provision of new diversion efforts be fully' borne by the Region of Durham as it will have offsetting cost decreases from reduced disposal costs. 4. The City of Pickering have input into the process and practices the Region of Durham will employ in the delivery, of waste management services both through meetings with staff, council and the broader public before agreeing to forfeit its jurisdiction over waste; and FURTHER THAT the appropriate staff of the City of Picketing work with staff of the Region of Durham with the goal of successfully negotiating the conditions set out in this resolution; and FURTHER THAT this motion be circulated to the other municipalities within the Region of Durham and that they be encouraged to pass similar motions to effect positive change across the Region. The installation of this equipment is required to replace existing playground equipment that is in poor condition or to provide play opportunities in parks that currently do not have equipment. The terms of the contract allow the City of Picketing to purchase additional identical structures and swing sets at the established unit prices if required. It is recommended that one additional play structure for installation at Sir John A. Macdonald P.S. (added during budget deliberations) and an additional swing set for installation at the new Summerpark Park, be purchased through this RFP contract at the established unit prices. T-11-2002 involves the construction of playground areas and pathways in various City of Pickering parks, including approximately $60,000.00 for the development of the Western Waterfront Trail in Bruce Hanscombe Park. Park construction items typically include the development of concrete curbed play areas, concrete bench and waste receptacle pads, the installation of asphalt pathways and related park items that may be required such as drainage structures, trees, topsoil, sod, and seed. The terms of the contract allow the City of Pickering to draw on the contract unit prices to complete additional park construction works as required. It is recommended that the construction of a playground area at Sir John A. Macdonald P.S. be approved for completion under the terms of this contract. GENERAL PROVISIONS No building, land or part thereof shall hereafter be used, occupied, erected, moved or structurally altered except in conformity with the provisions of this Bydaw. 4. Kingston Road and our x~aterti'ont: and THAT the (Tity of Pickering further urges thc Region of Durham to adopt a political representation model that properl) represents Picketing and provides a nlodel tbr balanced and equitable representation as thc Region gro~,, s. und THAT this motion be circulated to: · :\11 area Nlavors and ('hairs (fARRIED: Notices el' Motion:l>,cgiorl of [ )u rJlam MAYOR NOTICE OF MOTION DATE: MAY 6, 2002 MOVED BY: COUNCILLOR HOLLAND SECONDED BY: COUNCILLOR JOHNSON WHEREAS the City of Pickering notified the Region of Durham that it would not to be a 'participating' municipality in the Region's acceptance of all waste management powers as the matter was under review'; and WHEREAS the City of Pickering has undertaken a pilot project tbr the curbside collection of organics and expanded recyclables which has achieved a diversion rate of over 60% in the test community of Amberlea: and WHEREAS the Region of Durham stands to financially benefit from the diversion of waste from landfill as it will not have to pay to dispose of that waste; and WHEREAS the City of Pickering is currently using Miller Waste and the Region of Durham is proposing to use the same contractor; and WHEREAS the Region of Durham can better achieve economies of scale in the contracting out of waste services; and WHEREAS it is highly desirable to achieve a high degree of waste diversion across the Region and not just in one or two municipalities; and WHEREAS the City of Pickering does not have the financial capacity to implement an organic curbside collection service or expand the current list ofrecyclable materials; and WHEREAS having two levels of government deliver waste services is confusing to the public and means that adoption of change is slow and conflicted by competing jurisdictions; and NOW THEREFORE the Corporation of the City of Pickering advises the Region of Durham that it agrees in principal to being a 'participating' municipality in the Region's acceptance of all waste management powers subject to the following; 1.
