Subject: Amendments to the Traffic and Parking By-law 6604/05

Highview Road

Recommendation:
1. That the attached draft by-law be enacted to amend Schedule "1", No Stopping, to By-
law 6604/05 to provide for the regulation of stopping restrictions on highways or parts of
highways under the jurisdiction of The Corporation of the City of Pickering, specifically to
modify the hours of the stopping restrictions on Amberlea Road and Highview Road from
8:00 am to 4:00 pm, to 7:30 am to 4:30 pm to capture the existing school hours; and,
2. That the appropriate officials of the City of Pickering be authorized to take the necessary
actions as indicated in this report.
Executive Summary: The Durham Catholic District School Board modified the start and
dismissal times of St. Mary Catholic Secondary School to 10:00 am and 4:00 pm respectively.
The existing stopping restrictions on the west side of Amberlea Road, and on both sides of
Highview Road, adjacent to the school, are currently from 8:00 am to 4:00 pm, Monday to
Friday, September to June. This results in vehicles parking on both sides of these roads
causing increased congestion, specifically at the school’s dismissal time. To alleviate this,
Engineering Services staff recommends that the stopping restrictions be revised to 7:30 am to
4:30 pm, Monday to Friday, September to June, which is similar to other schools in Pickering.
This will ensure there is reduced congestion from school traffic and parking on these streets.
Financial Implications: The replacement of No Stopping signs can be accommodated
within the 2022 Roads Current Budget.
Discussion: The Durham Catholic District School Board changed the school bell
start and dismissal times at St. Mary Catholic Secondary School from 9:00 am and 3:00 pm in
the 2020/2021 school year, to 10:00 am and 4:00 pm in the 2021/2022 school year.
Currently, the stopping restrictions on the west side of Amberlea Road, and on both sides of
Highview Road, adjacent to the school, are from 8:00 am to 4:00 pm, Monday to Friday,
September to June. These stopping restrictions, specifically in the afternoon, do not fully
capture the school dismissal time, resulting in vehicles parking on both sides of these roads
causing increased congestion, and subsequent complaints from the area residents, bus

drivers, and parents/guardians. These concerns came to the attention of Engineering Services
staff in February, when the travelled part of the road was narrowed due to the snowbanks, and
acceptable on-street parking was more difficult to find.
The No Stopping signs on the east side of Amberlea Road were previously removed to allow
for student pick-up and drop-off when St. Mary Catholic Secondary School designated the front
loop of the school, off of Whites Road, for buses only.
To alleviate the congestion on Amberlea Road and Highview Road, Engineering Services staff
recommends that the stopping restrictions be revised to 7:30 am to 4:30 pm, Monday to
Friday, September to June, which is similar to other schools in Pickering. This will ensure there
is reduced congestion from school traffic on these streets, and that any future modifications to
the bell times for St. Mary Catholic Secondary School will be captured within the proposed
restricted stopping times.
The stopping restrictions on Amberlea Road and Highview Road are shown graphically in
Attachment #1. The draft by-law amendment to Schedule “1”, Stopping Restrictions of By-law
6604/05 is provided in Attachment #2.

Being a by-law to amend By-law 6604/05
providing for the regulating of traffic and
parking, standing and stopping on highways or
parts of highways under the jurisdiction of the
City of Pickering and on private and municipal
property.
Whereas By-law 6604/05, as amended, provides for the regulating of traffic and parking
on highways, private property and municipal property within the City of Pickering; and
Whereas, it is deemed expedient to amend Schedule 1, to By-law 6604/05 to provide for
the regulation of stopping and parking on highways or parts of highways under the
jurisdiction of the Corporation of the City of Pickering. Specifically this by-law is to
modify the hours of the stopping restrictions on Amberlea Road and Highview Road
from 8:00 am to 4:00 pm, to 7:30 am to 4:30 pm to capture the existing school hours.
Now therefore the Council of The Corporation of the City of Pickering hereby enacts as
follows:
1.Schedule 1 to By-law 6604/05, as amended, is hereby further amended thereto
by the following:
