An In Camera meeting of the Committee has been scheduled in accordance with the provisions of Section 239 (2) of the Municipal Act and Procedural By-law 7665/18, in that the matters to be discussed relate to: b)personal matters about an identifiable individual, including municipal or local board employees; and, d) labour relations or employee negotiations. Page 1.Call to Order 2.Disclosure of Interest 3.Approval of Minutes – October 30, 2020 1 4.In Camera Matters 4.1 Review of Applications, Selection of Candidates for Interview and Preparation for Interview Process Confidential Attachments provided under separate cover 5.Adjournment Meeting Minutes Chief Administrative Officer (CAO) Recruitment Committee October 30, 2020 9:30 am Electronic Meeting Attendees: Mayor Ryan Councillor Cumming Councillor Pickles Jennifer Eddy, Director, Human Resources Susan Cassel, City Clerk Absent: Kartik Kumar, Legacy Partners Executive Search 1.Call to Order Mayor Ryan called the meeting to order. 2.Disclosure of Interest No disclosures of interest were noted. 3.Matters for Consideration 3.1 Review and Approval of CAO Position Profile and Recruitment Advertisement Mayor Ryan advised that the draft CAO Position Profile and recruitment advertisement had been circulated to all Members of Council and the Committee for input which had been included in the revised attachment to the agenda. Mayor Ryan asked whether the Committee had any further amendments, noting there was nothing further. Mayor Ryan provided an overview of the position profile document noting that the position summary had been based on the new CAO By-law 7780/20, which had been adopted at the September 28, 2020 Meeting of Council. He noted that the description of the ideal candidate had been comprised of input received by the Executive Recruiter from every Member of Council and the Senior Management Team. Mayor Ryan advised that following today’s Committee meeting, the Recruiter would be placing advertisements in various publications accessed by municipal professionals and that the ad would be posted until the end of November. He added that the Recruiter would also use their database of contacts from other executive searches that had been conducted for other municipalities noting this was one of the key reasons that an external recruiter had been engaged. Mayor Ryan advised that the external recruiter was Legacy Partners Executive Search and that it was intended to have the CAO selection completed by the end of 2020, with a start date of early January 2021. - 1 - Meeting Minutes Chief Administrative Officer (CAO) Recruitment Committee October 30, 2020 9:30 am Electronic Meeting Mayor Ryan stated that next steps included: – a review of the applications by the Recruiter with a short list of 8 to 10 candidates being provided to the Recruitment Committee; and, – the conduct of in person or virtual interviews by the Committee which would then serve to assist with the selection of the top 3 candidates which would be presented to Council as a whole for review, with the Committee’s preferred candidate being recommended, noting that Council would make the final determination of the successful candidate. A brief question and answer period ensued regarding the impacts of Covid-19 and whether this would modify the process or work of the external recruiter. J. Eddy, Director, Human Resources, advised that aside from some of the aspects being conducted virtually, the advertisements and approach would be consistent with normal practices. Moved by Councillor Pickles That the draft CAO Position Profile and Recruitment Advertisement be approved in order that the recruitment process can be commenced. Carried 4.
