That the attached draft by-law be enacted to amend Schedule “2”, No Parking, and Schedule “9”, Speed Limits, to By-law 6604/05 to provide for the regulation of parking and speed on highways or parts of highways under the jurisdiction of The Corporation of the City of Pickering. The amendment specifically provides for the inclusion of parking restrictions on curves on Braeburn Crescent and on Annland Street, and to reduce the speed limit on Paddock Road from 50 km/h to 40 km/h; and, 2. That the appropriate officials of the City of Pickering be authorized to take the necessary actions as indicated in this report. Executive Summary: In response to concerns from area residents, and to promote traffic safety, Engineering Services staff are proposing the following m odifications to Traffic and Parking By-law 6604/05. a) The curve on Braeburn Crescent is difficult to navigate when vehicles are parked on both sides of the road. Within the limits of the curve, there is also a pathway that comes out of the park onto Braeburn Crescent to provide access to the park from the road. Currently, temporary parking restrictions are placed around the curve. After review, it is recommended that parking should be restricted at all times on both sides of the curve to improve vehicle flow, and improve sightlines for patrons entering and exiting the park. b) The curve on Annland Street where it meets Front Road is difficult to navigate when vehicles are parked along the inner curve due to its geometry and being on a hill. Currently, parking restrictions are present along the outer curve. After review, it is recommended that the temporary parking restrictions that were placed along the inner curve during the summer months be made permanent to restrict parking at all times to improve vehicle flow, and sightlines for all users of the road. c) Resident concerns were received by Engineering Services staff with respect to the speed of vehicles on Paddock Road. Engineering Services staff investigated the speeding concern and recommends a reduction of the speed limit from 50 km/h to 40 km/h on both the north and south sections of Paddock Road, based on frequent pedestrian and cyclist use due to it being part of the Trans Canada Trail, the lack of sidewalks, and the presence of hills in some sections along the road. -C¾of- p](KERJNG ENG 10-20 October 5, 2020 Subject: Amendment to Traffic and Parking By-law 6604/05 Page 2 Financial Implications: The installation of all posts and signs can be accommodated within the Roads Current Budget. Discussion: In response to concerns from area residents, and to promote traffic safety, Engineering Services staff are proposing the following modifications to Traffic and Parking By-law 6604/05. Parking Restrictions are Proposed on Braeburn Crescent at Amberlea Park Concerns from area residents were received by Engineering Services with respect to parking on the curve on Braeburn Crescent by Amberlea Park. The main concern is that the road is difficult to navigate when vehicles are parked on both sides of the curve in the vicinity of the park. At this location, there is also a pathway that comes out of the park onto Braeburn Crescent, and it is in the vicinity of the splashpad, making it a more popular location for patrons to park. Engineering Services staff investigated this concern and determined that parking should be restricted at all times on both sides of the curve to improve vehicle flow, and improve sightlines for patrons entering and exiting the park. As a result, temporary parking restrictions on both sides of the curve were placed this summer. These temporary parking restrictions are recommended to be made permanent. The proposed parking restrictions on Braeburn Crescent are shown graphically in Attachment 1. The draft by-law amendment to Schedule “2”, No Parking, is presented in Attachment 4. Parking Restrictions are Proposed on Annland Street along the inner curve at Progress Frenchman’s Bay East Park Due to congestion and parking concerns in the summer months at Beachfront Park and Millennium Square, and at Progress Frenchman’s Bay East Park, temporary parking restrictions were installed along the inner curve at Annland Street where it meets Front Road. There are already permanent parking restrictions along the outer curve at this location. The temporary parking restrictions along the inner curve were installed after motorists were found parking along the curve and blocking part of the travelled lane. The curve on Annland Street where it meets Front Road is difficult to navigate when vehicles are park ed along the inner curve due to it being on a hill, which restricts sightlines. It is recommended by Engineering Services staff that the temporary parking restrictions that were placed over the summer months on the inner curve be made permanent to restrict parking at all times. ENG 10-20 October 5, 2020 Subject: Amendment to Traffic and Parking By-law 6604/05 Page 3 Reducing the Posted Speed Limit on Paddock Road from 50 km/h to 40 km/h is Recommended Resident concerns were received by Engineering Services staff with respect to the spee d of vehicles on Paddock Road. Before the Highway 407 East extension, Paddock Road was a continuous road from Highway 7 to Seventh Concession Road. W ith the extension of Highway 407 East, Paddock Road is no longer a continuous road and is divided into two sections by the highway, with a pedestrian trail connection under the Highway 407 East bridge. The north section is from Seventh Concession Road to just north of Highway 407 East, and the south section is from Highway 7 to just south of Highway 407 East. This has eliminated vehicular through traffic and has reduced traffic volumes, making both sections of Paddock Road more attractive for pedestrians and cyclists to use. Engineering Services staff investigated the speeding concern and recommends a reduction of the speed limit on both the north and south sections of Paddock Road from 50 km/h to 40 km/h based on the following information:  Paddock Road is part of the Trans Canada Trail and is regularly used by pedestrians and cyclists of all ages. Pedestrians and cyclists on Paddock Road can travel underneath the Highway 407 East bridge using the trail connection that was provided as part of the highway construction.  Paddock Road is mostly residential with a few businesses that operate on the northern section of Paddock Road.  There are no sidewalks on Paddock Road and users of the street must walk/cycle on the road.  Paddock Road has hills in some spots that make it difficult for motorists to see pedestrians using the road.  There are a number of larger trucks that travel from businesses that operate on the northern section of Paddock Road. The draft by-law amendment to Schedule “9”, Speed Limits for the reduction in the speed limit on Paddock Road from 50 km/h to 40 km/h, is presented in Attachment 4. Attachments: 1. Whereas By-law 6604/05, as amended, provides for the regulating of traffic and parking on highways, private property and municipal property within the City of Pickering; and Whereas, it is deemed expedient to amend Schedule 2, and Schedule 9, to By-law 6604/05 to provide for the regulation of parking and speed on highways or parts of highways under the jurisdiction of the Corporation of the City of Pickering.
