Approval of Minutes -April 24, 2019 Moved by A. Khan That the minutes of the April 24, 2019 meeting of the Heritage Pickering Advisory Committee be approved. Carried 5. New Business 6.1 Kingston Road Corridor and Specialty Retailing Node Intensification Study D. Jacobs, Principal Planner — Policy, appeared before the Committee to provide members with an overview of the Kingston Road Corridor and Specialty Retailing Node Intensification Study. He provided background information on the study which began in 2017 with approvals from Council to have consultants prepare a land use and urban design study. Through the aid of a Power Point presentation, the key steps and elements was outlined as well as the location of the lands. He noted that through a community survey conducted, the Kingston Road Corridor was identified as a major connector road and priority area for intensification. The study area was outlined, which is divided into 4 precincts, identified as Rougemount, Whites, Dunbarton/Liverpool, and Brock. Mr. Jacobs noted that the first phase looked at existing conditions, servicing and built form, noting it was predominately retail, not very walkable, with a lack of greenspace. He noted this process culminated in the creation of the background report, beginning with the vision and objectives, with Phase 2 developing different development scenarios. Mr. Jacobs noted that four properties had been identified as having historical significance within the study area; 301 Kingston Road, 1 Evelyn Lane, St. Pauls Anglican Church, and Post Manor. Mr. Jacobs continued his presentation by outinling the vision statement and key inputs, which included the expectations of developers and looking at vacant and underutilized sites for redevelopment. He indicated the key features of Connectivity as well as Place -Making, noting this was a critical element in Page 2 of 7 Item/ Ref # Details & Discussion & Conclusion (summary of discussion) Action Items/Status (include deadline as appropriate) order to create a sense of community. He also outlined Land Use and Built form, explaining building heights. He also indicated that a public consultation and open house had been conducted in 2018, with two scenarios being developed. The 4 precincts were outlined as follows: Rougemount • Consists of many small parcels • Gateways of Altona Road & Rougemount • Will have less of an impact to the north Whites • Transit corridors converge — capitalize here • Ideal opportunity for future office development • Higher building heights can be considered along south side • Better connectivity created through blocks • Residents indicated a desire for additional open space and parks Dunbarton/Liverpool • Narrower section • New public road being proposed by Home Depot • Outlined future connection to Liverpool Road • Identified Regional flood plain area which is prone to flooding and will require further analysis Brock • Current landowners have submitted plans and are looking at concepts • Proposed huge central park • Heights taper down to established neighbourhoods • Area consists of big box stores with long term leases, redevelopment to be done in phases Also outlined in the presentation of each of the four precincts, was the proposed ratio of people to jobs. Page 3 of 7 Item/ Ref # Details & Discussion & Conclusion (summary of discussion) Action Items/Status (include deadline as appropriate) In closing, Mr. Jacobs outlined the next steps which would involve the consultant's preparation of urban design guidelines and an intensification plan. He stated that a further open house would be conducted later this year, and if endorsed by Council, the City could proceed with OPA and Zoning By-law amendments. A question period ensued as follows; • What is the proposed total ratio of people to jobs? • Are formal comments required at this time from Committee members? • What is the heritage status of the four properties indicated within the study area? • What is the intent with respect to the Manor House, would it be kept intact? • Would the study include a section to deal with heritage properties? • Would the need for hospital/school/seniors be considered? E. Martelluzzi to action D. Jacobs noted he would confirm future dates and stated that members could contact him with any inquiries, providing his contact information. D. Jacobs to action E. Martelluzzi indicated any future materials would be circulated to members. E. Martelluzzi to action 6.2 1294 Kingston Road E. Martelluzzi provided members with a handout of the Notice of Complete Application submitted by Altona Group for property located at the northwest corner of Kingston Road and Liverpool Road. She stated the application has just been deemed complete, and stated that no formal comments from the Committee were required at this time. She noted that this development comprises the Old Liverpool House, which currently has no heritage status. Martelluzzi outlined the proposal for a mixed use development consisting of two buildings having heights of 25 and 12 storeys, and retention and restoration of the Old Liverpool House. She noted the current zoning of the property allows for 15 storeys E. Martelluzzi provided information to members on how to access the Heritage Impact Assessment as well as supporting documents related to this application on the City's website, encouraging them to view it over the summer months. She also noted they could subscribe to the online development page which would provide them with any future updates. She outlined the next steps noting that a formal comment stage will follow at a later date, and provided information with respect to the public consultation process and requirements under the Planning Act. A discussion period ensued with members comments being noted as follows: • How will underground parking be accommodated • No consideration being given to job creation, only concentration seems to be on residential • Timeline for moving forward with the designation process • Options of listing on the Heritage Register vs. designation • Need to determine what the Committee's main concern is with respect to this property It was the consensus of the Committee members present to move forward with listing the property on the Heritage Register. Moved by C. Sopher That staff pursue listing the Liverpool House, located at 1294 Kingston Road, in accordance with Section Page 5 of 7 Item/ Ref # Details & Discussion & Conclusion (summary of discussion) Action Items/Status (include deadline as appropriate) 27 of the Ontario Heritage Act, on the Heritage Register. Carried 6.3 Site Visits E. Martelluzzi encouraged members to conduct site visits whenever specific properties are noted on the agenda. She advised Members to let her know in advance in order for her to reach out to the owner for access to the property. Otherwise, she requested that members view the property from the sidewalk or road. Discussion also took place with respect to ordering name tags in order to identify members when making site visits. Martelluzzi advised that there were no updates on 1690 Whitevale Road at this time. 8.2 Discussion on the heritage status on properties along the Kingston Road Corridor which were identified as having heritage value. A discussion ensued with respect to these properties. E. Martelluzzi advised that only Post Manor was designated. 301 Kingston Road is identified on the Heritage Inventory, but not protected. St. Pauls Anglican Church and 1 Evelyn Lane have no heritage protection currently. Members questioned the delay in pursuing designations on these properties, and noted it was critical to take action. C. Sopher questioned protection of viewscapes. S. Croteau questioned whether cemeteries and native burial grounds had been identified within the E.
