RECOMMENDATION:
That the letter from the Minister of Municipal Affairs and Housing dated December 22, 1998
regarding the Greater Toronto Services Board be received; and
That the Acting Mayor be chosen as the alternate representative to Mayor Wayne Arthurs on the
GTSB; and
That the Greater Toronto Services Board be so notified.

BACKGROUND:
Attached is a letter from the Minister of Municipal Affairs and Housing dated December 22, 1998
to Mayor Arthurs advising the Mayor of the first meeting of the Greater Toronto Services Board
and urging each municipality to appoint alternate representatives.
The purpose of this Report is to recommend the appointment of the Acting Mayor to be the
alternate representative to Mayor Arthurs on the GTSB. If this recommendation is adopted, the
GTSB will be notified of Council's decision and I will advise them of the names of the Acting
Mayors who have been appointed to the end of this Council term.

•To the Heads of Council of GTA municipalities and Hamilton-Wentworth:
Bill 56 —the Greater Toronto Services'Board Act— is now law. It was passed in the Legislature
on December 10, and received Royal Assent on December 18.
This legislation creates a Greater Toronto Services Board to promote better coordination and
integration of municipal services within the Greater Toronto Area(GTA). This coordination will
lead to better service delivery at lower cost to taxpayers. The board will also manage GO Transit,
through an authority to be called GT Transit. The board will officially come into being on
January 1, 1999.
The first meeting of the Greater Toronto Services Board will be held on the morning of January
22, 1999. Ministry staff will contact you early in the new year with the location and exact time.
With that in mind, I urge those of you who will have more than one representative on the board to
choose those additional representatives. Every member municipality should also choose alternate
representatives. If you are unable to schedule a council meeting for that purpose before January
22, the legislation permits the head of council to appoint the additional member(s) and alternates
for the first meeting. The purpose of the first meeting will be to elect a chair, and then to make
arrangements for the second meeting.
The establishment of the Greater Toronto Services Board represents a great step forward for the
Greater Toronto Area. It will provide the coordination of services that people such as Anne
Golden and David Crombie have said was lacking. I would like to take this opportunity to thank
you for your input on this important legislation. [ look forward to working with you as you begin
this important venture.
