McPherson, seconded by Mr. Wank, that Minutes of meet1ng held June 21, 1962, be approved. CARRIED The following CORRESPONDENCE was considered: 1. Mrs. Levi Annis stated she owned a lot on Lake Ontario 240 feet long c~enc~ng at Port Union Road, and as the assessment had increased substantially, she would sell to the Township. Upon inspection it is found that the depth now is from 8 feet to 20 feet. AGREED Council view on Road Inspection. A ~etition of four property owners who abut Township sideline be ween Lots 8 and 9 in Concession 5 request the sideline be re- opened. Our Road Superintendent is taking gravel from this rpad allowance - there is a face of about 12 feet. Road has been closed 2 years, while gravel is being removed. 2. 3. Department of HithWays of Ontario advises that the cost of illum- ~nating'~ntersec 10n at H~ghway 2 and White Road would be paid 50% by them and 50% by the Township, with Township paying 100% of maintenance. They will prepare costs if Township agrees to pay their share. 4~ Mrs. Helen E. McTag~art applies for a Kennel Licence opposite the puþpet Theatre 1n Kinsale on No. 7 Highway on 10 acres land. This confo~s to zoning and has been approved by Mr. H. Ashton. See Resolution No. 190/62. 5. Mrs. J. Livin,ston, Secretary Pickering Youth Trumpet Band, asks cóhnc~l 0 donate them an official Township flag for their colour guard. As the Township has no official flag, Council took no action. 6. A Hi~h School bus driver has asked for information re a cross- waIR on ~o. 2 H~ghway at Rougemount Road. Department of Highways says its status on cross-walks in areas like this is uncertain, but it will mark school cross walks if the Department can be guaranteed that there will be an adult guard or school patrol system operated during times children are going to or coming from school. 7. Mr. Jacobs, of White Road, has asked for a lesser speed limit thàn &0 miles per hour on White Road from Highway 2 to Concession 2. In this 7,581 feet there are 34 homes, 1 garage, and 1 High School. See Resolution No. 197/62. Six ratepa~ers in Concession 6, Lot 14, object to naming sideline between to s 14-15, Con. 6 "Cherry Downs Koad". 8. 2 9. Reeve Scott submitted _ letters to the Clerk for distribution to Department Beads advising that under no circumstances are such Heads to make any Municipal purchases from Arthur Mitchell Limited because of Clause A, Subsection 3 of Section 35, Municipal Act, relative to "Confliction of Interest". Similar letters were mailed by the Clerk to all School Boards and other Township Boards and to employees of Arthur Mitchell Limited. 10. Building Inspector's Report - June, 1962. 70 Permits issued at estimated value of $ 744,950.00 1962 to date - estimated value of $ 3,673,050.00 11. P~umbing Inspector's Report - June, 1962. June inspections - 187 Plumbing permits - 218 issued to date in 1962 Drain permits - 100 issued to date in 1962 Number of licensed plumbers, etc. - 101 The following PERSONS were heard: 1. MOVED by Mrs. McPherson, seconded by Mr. Greening, that Mr. Williams of Bay Ridges Ratepayers' Association be heard. CARRIED Mr. Williarns,asked for (a) A sidewalk on Liverpool Road from No. 2 Highway to new Separate School. (b) A speed limit of not more than 15 miles per hour in Bay ·Ridges. (c) A study of through streets with traffic on other streets required to stop. (d) Cross walks at schools. (e) Consideration be given to the formation of a Volunteer Fire Brigade at Bay Ridges. Reeve Scott stated that the subdividor would lay 43,000 feet of sidewalk in the subdivision and that the Road Committee would atudy the proper location for sidewalks, through streets and cross walks, and the Clerk was directed to prepare a by-law to limit speed in Bay Ridges to 20 miles per hour. It was pointed out that the Fire Department located at East Woodlands could serve any part of Bay Ridges in 4 minutes. This full time personnel would be better than a Volunteer Brigade in Bay Ridges. Clerk submit a copy of study report on through streets to Mr. Williams. 2. On MOTION of Mr. Deakin, seconded by Mr. Wank, Mr. Kenneth Cooper was heard. Mr. coo~er spoke for a delegation of 8 gravel pit operators who objecte to the proposed Township gravel pit By-law and in partic- ular to the regulation that would require a link fence around their gravel pits and that which would require them to keep 150 feet from the centre line of any road. Mr. Cooper felt that a standard wire fence was sufficient and that 50 feet from the centre of road would be sufficient. Council agreed to reconsider. 3. MOVED by Mrs. McPherson, seconded by Mr. Mowbray, that Mr. Andrew Dand be beard. CARRIED 3 3. (Continued) Mr. Dand again objected to the Township dumping fill on school grounds. He stated that it was agreed by representatives from Ontario Water Resources Commission, the contractor and himself that it would be better not to proceed with the sewer main through his golf course until November, 1962, but Council felt it desirable to proceed as fast as possible. Mr. Dand finally asked for a Township vote on the sale of alcoholic beverages in the Township. See Resolution No. 193/62. 4. On MOTION of Mrs. McPherson, Mr. Frank Hibbert was heard. Mr. Hibbert asked that he be permitted to erect a directional ~11um~nated sign 5 feet by 8 feet on the Township 5 acres at Liverpool, giving direction to his Grand Valley Park. See Resolution No. 195/62. RESOLUTION NUMBER 190/62 MOVLD by Mr. Mowbray, seconded by Mr. Deakin, that Mrs. Helen E. McTaggart of North Half Lot 2, Con. 5, be granted a Kennel License. CARRIED RESOLUTION NUMBER 191/62 MOVLD by Mrs.~Mcpfierson, seconded by Mr. Wank, that except in cases of emergency the Volkswagen in the Welfare Department is to be used by the Assistant Welfare Officer as well as the Welfare Officer. CARRIED RESOLUTION NUMBER 192/62 MOVED cy ~r. Greening, seconded by Mr. Mowbray, that Mr. Johnston be requested to write a memorandum to all Township Department Heads setting out that they are not to promise to do things outside the normal scope of their duties for individual Township residents without approval and notice from Council. CARRIED RESOLUTION NUMBER 193/62 MOVLb by ~r. Wank, seconded by Mr. Greening, that Council pass a by-law to hold a plebiscite concerning the sale of alcoholic beverages. CARRIED YEA: Messrs. Mowbray, Spang and Mrs. McPherson RESOLUTION NUMBER 194/62 Movtu by Mr. Deak~n, seconded by Mr. Greening, that a by-law prepared to govern the speed limit in the Bay Ridges Area to per hour. be 20 miles CARRIED RESOLUTION NUMBER 196/62 MOVED by Mrs. ~cPherson, seconded by Mr. Greening, that Mr. Hibbert be granted permission to erect a 5' x 8' sign on the Township property adjacent to the easterly fence, Liverpool and No. 2 Highway, to advertise his park at Grand Valley, for a fee of Ten Dollars per year. This agreement to terminate by either parties on 60 days notice but not prior to December 31st, 1962. CARRIED RESOLUTION NUMBER 196/62 MOVED by Mrs. McPherson, seconded by Mr. Mowbray, that Mr. Poul Poulsson be appointed Township Engineer at a salary of $8,333.33 per annum, effective August 1st, 1962, with annual increments of $333.33 per year commencing 1 January 1963, to a maximum salary of $9,000.00.
