That Council receive for information, Report to Council MO 03-02 providing a status update on the GTAA's Pickering Advisory Committee Executive Summary: The Greater Toronto Airports Authority (GTAA) eady in 2002 established a "Pickering Advisory Committee" to provide advice on issues related to the GTAA's interim planning process for the federal lands in Pickering, Markham and Uxbridge. To date, the Advisory Committee has met on four occasions. This Report provides Council with a status update on these meetings. Financial Implications: Not Applicable Background: In April 2001, Transport Minister David Collenette authorized the GTAA to conduct an interim planning process for the federal lands in Pickering, Markham and Uxbridge. As part of this process, the GTAA established a "Pickering Advisory Committee" (PAC) to provide input and advice to the GTAA, to discuss issues as they arise, and to make recommendations were appropriate. The PAC was formed earlier this year, and is made up of representatives from the regional and municipal governments, as well as community and business interests. Technical support to PAC is also available from vadous agencies and levels of government. The membership and terms of reference for PAC are provided in Attachments No. 1 and 2. Pickering is represented through the Mayor's Office, and by Mr. Stephen Frederick (as a community representative). The Division Head, Corporate Projects & Policy, is the City's staff resource person for PAC. PAC meetings are not public.meetings. However, the GTAA makes summaries of all meetings available to all interested stakeholders. The GTAA is also committed to a community outreach program, details of which are still being finalized, but includes a website, circulation of brochures and information material, and a series of open houses (commencing later this year). The site office is open to the public, and can be reached by a toll free number (1-866-430-4822). The inaugural meeting of the PAC occurred on February 7th, 2002. Subsequent meetings were held on April 11th, May 23rd and June 23"d. To date, the focus of the meetings has been on familiarizing members with the GTAA's planning process, identifying key issues that members would like to see addressed during the process, and providing background information to members on various required studies, including a Financial Assessment Analysis, a Runway Siting Study, and a Groundside Transportation Study. To support the work of PAC, .the GTAA has established two working groups, a Community Communications Working Group and a Govemment Affairs Working Group. The Community Communications Working Group was established to provide a forum for the development and implementation of the GTAA's community outreach efforts. Key tasks of this Working Group include providing advice on the methods and tools used to share information, and providing important input and feedback from the community. The purpose of the Government Affairs Working Group is to provide a forum for detailed discussion regarding municipal and provincial initiatives that could be impacted by or have an impact on the planning of a possible airport. Some of the issues for discussion will include transportation and access, as well as the provision of hard and soft services. The next PAC meeting is scheduled for September 18th, 2002. At that meeting it is anticipated that the GTAA will be in a position to review with the Committee some preliminary results from the Financial Assessment Analysis. Attachments: 1. The committee will also facilitate a forum to discuss these issues for interested stakeholders and key representatives from the aviation industry. The Committee will be an advisory body for the GTAA Chief Executive Officer. Mandate The April 5, 2001 announcement and directive by Transport Minister David Collenette, stated: "The GTAA has been asked to conduct, on behalf of Transport Canada, interim planning which is required before the Government decides whether to proceed with an airport on the Picketing Lands." Pursuant to this announcement, the GTAA will prepare the components of the planning process, required by the Federal Government, which include but are not limited to the following: Examination of the region's aviation supply and demand. · The social and environmental impacts of a POssible airport on the Picketing lands. · The economic viability of a possible airport on the Picketing lands. · The full range of alternatives. The Pickering Advisory Committee (PAC) will discuss pertinent issues as they arise and will be asked to provide input and advice to the GTAA, and make recommendatiOns where appropriate. The PAC will also provide advice on the public communication plan prepared by the GTAA, which will ensure the work of the PAC is shared with the broader community. The GTAA Chief Executive Officer, or his designate will chair the PAC. Continuity and regular attendance is important and will be reviewed by the Committee if there is an on-going lack of attendance. Membership terms will be three (3) years, with the opportunity for re-appointment at the end of the completed term. If a member is unable to complete the full 3-year term, the constituent group will be asked to put forward the name of an individual who will serve the remainder of the term. When the Federal government makes a decision with respect to the development of an airport on the Picketing lands, the mandate, purpose and membership of the PAC will be re-evaluated. In the interim, these Terms of Reference will be reviewed and updated on an annual basis to ensure that the committee mandate and membership remain current and appropriate. Procedures PAC meetings will be held at least quarterly, with other meetings scheduled as necessary. The Committee will establish the format for meetings and define opportunities for public input. Agendas will be developed by the GTAA in consultation with the PAC as required, and will be distributed in advance of meetings. Items for the agenda should be submitted to the GTAA three weeks before the meeting. Minutes will be circulated to committee members as early as possible after each meeting. Meetings will be held at the GTAA Site Office located in Brougham, or at other locations as necessary. Administration support, committee coordination, records and minutes will be provided by the GTAA. Being a by-law to appoint By-law Enforcement Officers for certain purposes (Parking Regulation - 905 Bayly St., 1915 Denmar Rd., 1310 Fieldlight Blvd. and 1345 Altona Road) WHEREAS pursuant to section 15(I) of the Police Services Act., R.S.O. 1990, c.P.15, as amended, a municipal council may appoint persons to enforce the by-laws of the municipality and WHEREAS pursuant to section 15(2) of the said Act, municipal by-law enforcement officers are peace officers for the purpose of enforcing municipal by-laws; NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE CITY OF PICKERING HEREBY ENACTS AS FOLLOWS: 1. We are encouraged by Government changes and current pornography laws and have been instrumental in effecflng these changes. This year's W.R.A.P. (White Ribbon Against Pornography) campaign will be running Oct.20-27, 2002. We are looking for volunteers to help in organizing this event. This year we will be focusing on lobbying for change in the Age of Consent Law. We partner with national groups like C.A.S.E.(Canadians Addressing Sexual Exploitation) which gives us a strong voice in Canada. The work and benefits of being involved with the Terry Fox Run are extremely fulfilling. So many of us have been touched in some way by Cancer. We have lost family, friends and even pets to this disease. This year we are determined to do our utmost in honour of those we have lost and those that are still fighting. We are also thrilled to get a jump start on our fund raising on August 24th and 25th, 2002. This year we have been given the space in front of the Wal-mart Pickering store to host a BBQ extraordinaire! Amongst several other festivities, including a Harry Potter contest, we will be having a wondedul guest of honour come to our community, "Darrell Fox". We are in the process of organizing a large press conference for his visit on August 24th at 12:15 p.m. It would be a great honour if you would give an official "Pickering welcome" and introduce Darrell to our community. SUNDAY, SEPTEMBER 1 S, 2,002 We are privileged to have some extraordinary volunteers on board working behind the scenes to make Terry's dream come true. Your presence last year at the Terry Fox Run day was a tremendous contribution to the efforts of the Pickering Community. "Together" we raised $45,145.00 compared with $22,000,00 in 2000, toward finding the cure to cancer through research and education.
