A meeting of the Pickering Township
Council was held on MONDAY, the
22ND DAY OF JUNE, 1970, AT 9:20 P.M.

The tenders for the reconstructionaf'East Avenue were opened; the
Clerk advised Council that the tender of City Paving was received
after the hour set for closing, 12 noon, June 22, 1970; however,
Council agreed to accept the tender of City Paving.

McPherson, that the tender of ity Paving in ;the amount of
$60,607.50 be accepted for the reconstruction of East Avenue
between East Willow Gate and 400' South of Ridgewood Road,
Subje, ct to the approvål of the Department of Highways of
Ontario and the Township Engineer.

for the construction of sidewalks on Rosebank Road South,
Port Union Road and Krosno Boulevard.

that the Engineer be author~d to call tenders for supply and
laying approximately 3380 tons of hot-mi~ asphalt for application
to reconstructed streets.

that the Corporation of the Township of P1cker1Dg make use of
th$ Wallet Depository facilities of the Pickering Branch of
Canadian Imperial Bank of Commerce and that anyone of the
fo'llowing:

Are hereby authorized for and on behalf of the Corporation to
execute and deliver any and all agreements and other documents
required by the Bank in this connection and to appoint from
time to time such agents as they may consider desirable or
requisite for purposes of using the said facilities.
THAT this resolu~ion shall remain in force and bind the
Corporation until written notice to the contrary has been
received by the Manager or Acting Manager of the said Branch
of the Bank.

MOVED by Councillor V. Rudik, seconded by Councillor D. Kitchen
that whereas the Ontario Municipal Board on June 10, 1970,
upheld by decision an appeal by Donald Will for an Order
directing an amendment to By-law 2511 of the Township of
Pickering, and
WHEREAS the Council of the Township of Pickering considers
that the decision of the Ontario Municipal Board is contrary
to the overall intent of the zoning by-law to keep the area
in question at a high standard of industrial development;
BE IT THEREFORE RESOLVED that the Clerk and Township Solicitor
be instructed to file a petition with the Lieutenant Governor
in Council appealing t~e Order of the Ontario Municipal Board
on the above matter with respect to the Don Will appeal.

MOVED by Deputy Reeve G. Ashe, seconded by Councillor R. Chatten,
that the Engineer be authorized to call tenders for the recon-
struction of Sunrise Avenue between Breezy Drive and Chipmunk
Street including sanitary sewers, watermains, storm sewers,
service connections, curbs, asphalt pavement, etc.

By-Law Number 3829/70
Councillor D. Kitchen, seconded by Deputy Reeve G. Asha, moveS
for leave to introduce a By-law of the Township of Pickering
to execute a Licence Agreement with respect to the Encroach~
ment of 595 Annland Street on the road allowance, and that same
now be read a first time. (Hoff~ann)

Councillor D. Kitchen, seconded by Councillor R. Chattenl moves
that By-law Number 3829/70 to execute a Licence Agreeme~ with
respect to the Encroachment of 595 Annland St~eet on the road
allowance, be now read a second time, and that Council go into
Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-law as
read.
~uncillor D. Kitchen, seconded by Councillor V. Rudik, moves
that the report of the Committee of the Whole on By~law Number
3829/70 be adopted .änd that the said By-law be now read a
Third Time and PASSED, that the Reeve and Clerk sign the same,
and the Seal of the Corporation be affixed thereto.

S dewalk - Krosno Blvd
The construction of the sidewalk on Krosno Blvd. from the A.&P.
Plaza to Fanshaw was discussed and it was mentioned that as a
matter of principal the affected owners of property abutting
the impro~ement should be notified before the work commences.
It was further suggested that in any future projects where
residents are affected by Public Works, that these peopl$ be
n~ified prior to commencement of work.

Councillor Mrs. J. L. McPherson inquired from Council whether
the artesian well, located on the 5th Concession Road, could
be inproved in a manner that it could be used by the local
residents as a source of fresh water, by the installation of
a pipe.
The well, up to recent years, has always had a pipe connection
as a convenience to local residents who ran short of water
during the dry season. This pipe was either removed or
disintegrated, and in her opinion should be replaced by the
Township.
Instructions: P. Poulsson to prepare a report as to the
feasibility and cost in placing a pipe at this site.

Bill 162 - To Amend the Plannin~ Act
Councillor V. Rudik advised Council of Bill 162 which is before
the Legislature and which will amend the Planning Act to
incorporate the subdivision of land by the statute of uses or
the power of appointment, and will place the whole of the
Province under subdivision control.
He was of the opinion that it is Council's duty to attempt to
warn the people of this discrepancy in the Act and to ensure
that when they acquire land all regulations are complied with.

Councillor V. Rudik also advised Council of the a of the
Township which would be the minimum area accep a eas a
Borough within ~he Metro Toronto area - all t a area wast
of Ajax, Pickering Village, up the the
East Branch of the Duffin Creek to Highway #7 and westerly to
the Pickering-Markham townline. This area must be a viable
unit before Metro would consider it as a Borough, and further,
that it must be financed by the Province of Ontario.

Moved by Councillor D. Kitchen, seconded by Councillor
J. Kruger, that this Council meeting adjourn to move into
Committee of the Whole Council in closed session at 9:50 p.m.
