CARRIED (II) PRESENTATIONS The Reeve and Council extended invitations to the various groups of athletes to bestow recognition to each for their achievements in track and field competitions and baseball. 1. Pranghorn Track Club - Mr. Donald Hopkins 2. Greenwood Pee Wee Softball League-Mr. S. Outhouse, Mr, O. Staley, and Darrell Staley (Captain). 3. Bay Ridges Bantam Softball League - Mrs. R. Snetsinger, Mr. Craig See file for list of Athletes. l!!I_l DEP ATIO__NS 1. Mr. Irv Campbell, representing Bell & Gouinlock, Picketing Township Fiscal Ag,ents, appeared before Council with respect to the placing of ~49,1,~000.00 of Picketing Township debentures on the market at 9-3/4%. Mr. Campbell explained to Council the status of the present market and recommended that the Council accept the offer for this issue made by the Sun Life Assurance Company. See Resolution ~317/69. (.1~.) ,,_ INFOm~ATION. 1. The Ontario Municipal Board forwards approval dated November 12, 1969, of the borrowing of the sum of ~100,000.00 to aid in the construction of tile, stone or timber drains. 2. James A. Taylor, Township Solicitor, advises that the sale of the 5.172 acre parcel of land on the west side of Brock Road to Marb-O-Matic Corporation Limited, Part Lot 19, Range 3, is now complete. 3. The Ontario Municipal Board forwards Order P.9921-69 re appeal by Comsa Holdings Ltd. against a decision of the Committee of Adjustment of the Township of Picketing, dated June 23, 1969, dismissing an application by Kelly Motors (Danforth) Ltd. - 2 - 30/69 Mr. Don Patterson, Planning Co-ordinator of O.P.A.D.S. has requested a meeting with the members of Council for the night of December 12 at8 p.m., at the Township Municipal Building to review with Council, both the new and old members, the progress that has been made in the Oshawa Region Study Program. The purpose of the meeting is to bring the present members of Council up to date and to inform those new members of what has transpired since the study began. 5. The Department of Energy and Resources Management, Air Manage- ment Branch, confirms by letter, permission to burn 9t the present disposal site is extended to December 31, 1969. 6. The Central Ontario Regional Development Council advises of a Fall Seminar and Workshops - 9:30 a.m., November 22, 1969. REPORTS 1. Building Department Report for the month of October, 1969. RESOL ONS Resolution ~317/69 MOVED by Councillor Mason, seconded by Councillor Kruger, that the Council of the Township of Pickering accept.the recommendation of its Fiscal Agents (Bell, Gouinlock & Company} by accepting the offer for ~491,000.O0 of Township debentures at the interest rate of 92% subject to the approval of the various authorities. Kitchen, seconded by Councillor R. Mason, that whereas the 'Department of Highways of Ontario is acquiring widenings for the future improvement of Highway ~2; AND WHEREAS the Department of Highways has submitted an Offer of Sale for lands owned by the Township of Picketing in Part Lot 18, Concession 1, and Part Lot 20, Concession 1; AND WHEREAS the Township Engineer has examined said Offers; BE IT THEREFORE ENACTED that the said Offers be accepted by the Council of the Township of Picketing and that the Reeve and Clerk be authorized to execute said Offers. CARRIED Resolution #319/69 MOVED by Councillor V. Rudik, seconded by Councillor Mason, that whereas the Council of the Corporation of the Township of Picketing has reviewed the Metro Executive Report on Picketing Landfill Sites recommending amendments to Clauses 10 and 15 of said Report; AND WHEREAS Clauses 10 and 15 of the Metro Executive Report were amended by Pickering Township Council; AND ~tEREAS the amendment in relation to Clause 10 was considered acceptable and so recommended and adopted by Metro Executive; AND WHEREAS the amendment to Clause 15 as requested by the Picketing Township Council was not acceptable to the Metro Executive and an alternative amendment mutually suitable to both Picketing Township and the Metro Toronto Corporation is proposed by the Metro Corporation and said amendment reads as follows: "In the event that Picketing becomes a part of Metropolitan Toronto, the tonnage payment referred to in Clause 8 and the charges in Clause 13 will be cancelled, it being clearly understood that ~etro would assume all costs on the same basis and in the same manner as applied to the Beare Road operations in the Borough of Scarborough." AND WHEREAS the Township Engineer has reviewed the amendment as proposed and adopted by the Metro Toronto Executive, and recommends acceptance by the Pickering Township Council; BE IT THEREFORE RESOLVED that the Council of the Corporation of of the Township of Pickering accept the alternative amendment so recom~ended by the Metropolitan Toronto Executive and authorize the finalization of the Sanitary Landfill Agreement. Councillor J. Kruger, seconded by Councillor V. Rudik, moves that the report of the Committee of the Whole on By-law Number 3724/69 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. (Raise $100,000.~00 to aid in the construction of tile, stone or timber drains.~ CARRIED - 4- 30/69 By-Law Number 3733/69 Councillor D. Kitchen, seconded by Councillor J. Kruger, moves for leave to introduce a By-law of the Township of Picketing to accept the municipal services constructed by Consolidated Build- ing Corporation on Plans M-Ii to M-20 inclusive and that same now be read a first time. Councillor D. Kitchen, seconded by Councillor R. Mason, moves that By-law Number 3733/69 to accept the municipal services: constructed by Consolidated Building Corporation on Plans M-ii to M-20 inclusive be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-law as read. Councillor D. Kitchen, seconded by Councillor A. King, moves that the report of the Committee of the Whole on By-law Number 3733/69 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. Kitchen, moves for leave to introduce a By-law of the Township of Pickering to provide for places for receiving the votes of the electorate and to name Deputy Returning Officers who will act for the 1969 Municipal Election, and to set per diem rates for persons appointed to assist with the said election, and that same now be read a first time. Councillor R. Mason, seconded by Councillor J. Kruger, moves that By-law Number 3734/69 to provide for places for receiVing the votes of the electorate and to name Deputy Returning Officers who will act for the 1969 i~municipal Election, and to set per diem rates for persons appointed to assist with the} said election be now read a second time, and that Council ge into Committee of the Whole thereon. Mason, moves for leave to introduce a By-law of the Township of Picketing to' confirm the proceedings of the Township of Picketing at its meetings held on the lOth and 17th days of November, 1969, and that same now be read a first time. Councillor V. Rudik, seconded by Councillor J. Kruger, moves that By-law Number 3735/69 to confirm the proceedings of the Township of Picketing at its meetings held on the 10th and i7th days of November, 1969, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-law as read. Councillor V. Rudik, seconded by Councillor D.
