Kitchen, seconded by Councillor R. Mason that the minutes of Council meetings held on July ? and l& respectively be approved as presented. CARRIED (II) DELEGATIONS 1. Moved by Councillor J. Kruger, seconded by Councillor D. Kitchen that Mr. James Skura, 2001-2005 Maple Drive be heard. Mr. Skura appeared before Council to obtain clarification on the status of Conmara Road, as to whether it is a public street maintained at public expense. Mr. Skura had previously appeared before the Committee of Adjustment making application for a building permit to extend his dwelling by a further 836 sq.ft, tO an existin~ non-conform- ing residence located on a non-conforming parcel of land. After considerable deliberation by all members ~f Council, it was agreed that Conmara was a Township maintained road which left Mr. Skura to deal with the Committee of Adjustment with respect to the lot area, which requires 15,000 sq.ft. He has only 10,961. Mr. Skura was directed back to the Committee of Adjustment. AccouNTs See Resolution #168/69. lIV~ NOTICE OF MOTION 1. Councillor D. Kitchen k_V) CORRESPONDENCE 1. Mr. William Newman, M.P.P., Ontario South, regarding the proposed swimming pool in the Township of Picketing and the problems in getting proper authority to go ahead with the pool, suggests that the most direct approach w~mld be an amendment to the School Administration Act, which would go through the Department of Education. Clerk to contact Mr. William Newman, M.P.P. with respect to soliciting his assistance in negotiating an amendment to the School Administration Act whereby the Township could erect a swimming pool on lands owned by the School Board. - 2 - 20/69 2. Pickering Township Hockey Association advises they have secured ice in Cannington for the 1969-70 hockey season, as the Township arena will not likely be completed for this season. They request a meeting with Council to discuss additional financial assistance to carry on a hockey program for this fall season before a con- tract is drawn up. Clerk to arrange to have Mr. David R. King, President, Pickering Township Hockey Association, present at the Committee of the Whole meeting on August 18, 1969. 3. The United Community Fund of Greater Toronto advises, with respect to Council's request to include the Township of Pickering in their campaign, it is too late to do so for this October's campaign for 1970 financing. They suggest the best procedure is to bring the matter to the attention of the Area-wide Council for the Co-ordination and Expansion of Social Services (ACCESS) at their next meeting after the Autumn Campaigns are over. A pre- liminary meeting between United Community Fund officers, representatives of ACCESS and Council can be arranged for mid-November. Clerk to arrange a meeting date. 1. Mr. W. G. Duncan advises he will be moving away from Pickering Township and consequently will be unable to continue as a member of the Pickering Township Library Board for the remainder of the term. 2. Mr. James A. Taylor, Q. C. forwards copy of the Ontario Municipal Board Order dated July 23, 1969, dismissing the appeal of Waldemar Grawert against a decision of the Committee of Adjustment. 3. ~ntario Mt~icipal ~ard Order dated Ju~y 25, 1969, re ~rOject C.A.-48, a Project for the Acquisition and Development of the Frenchman's Bay Conservation Area, has been received, approving this project. Clerk to confirm with the Metropolitan T~onto and Region Conservation Authority as to whether the Yacht Club and the West Shore Glen Park will continue to be made available to the local residents after the acquisition of the Frenchman's Bay Area by them. 4. The Canadian Institute on Pollution Control extends an invitation to have this municipality represented at the 36th annual con- ference of CIPC October' 26 to 29, 1969. 5. The Ontario Municipal Board forwards notification of approval granted on the 29th day of July, 1969, of the sanitary sewers, roads and watermains on Dillingham Road and Quigley Street in the industrial land area. 6. Mr. A, F. W. Plumptre, Principal, Scarborough College, University of Toronto, acknowledges receipt of Township of Picketing cheque in the amount of $1,000.O0 in favour of the Scarborough College Foster Alumni Association. 7, Mr., J, S. Darrington requests the parking problem on Essa Crescent re entrance to West Shore Glen Park be corrected. Referred to the Roads Committee. Deputy Reeve R. Chatten suggested that parking of cars should be permitted within the park itself, using the present entrance to the park. - 3 - 20/69 iVII) REPORTS 1. Deputy Reeve R. Chatten, who attended ameeting to discuss possible changing of County boundaries with respect to York and Ontario Counties, became involved in a discussion which covered the possibility of a future ~malgamation of the Townships of Vaughan, ~arkham and Pickering to form a regional government. Deputy Reeve Chatten had discussed this further with Deputy Reeve Anthony Roman of Markham Township, agreeing that there were matters of prime concern to be discussed between their two municipalities. Councillor Mason suggested that Council investigate the possibility of a joint venture with the Town of Ajax, Pickering Village and the Tc~nship be looked into. Mr. Craig had been previously instructed by the By-law Committee to prepare a report. 5. Planning Reports #158, #158-1 and #158-2 - A 5/69 Sorbara Real Estate, Part Lot 29, Range 3. Copies to Council. Council refused to endorse a recommendation of Planning Board for a change in zoning to permit an application by Sorbara Real Estate for an amendment to the zoning by-law of Part lot 29, Concession I from Residential "R3" to General Commercial to permit a lumber business. ~!II ) BY-LAWS By-Law 3690/69 Councillor J. Mason, moves for leave to introduce a By-law of the Township of Picketing to authorize the execution of an agreement between Consolidated Building Corporation Limited and the Corporation of the Township of Picketing dated the 1st day of May, 1969, and that same now be read a first time. Mason, that the Township take steps to implement the Homemakers and Nurses Services Act within the Township, and that The Township enter into an agreement valid until December 31st, 1969, with the Victorian Order of Nurses, as provided in the Homemakers and Nurses Service Act, and that in the event that the total payments under the foregoing provision during each calendar year do not amount to $1,5OO.OO, then the Township agrees to pay to the Order such additional funds as may be necessary to make up the total of $1,5OO.OO in this calendar year, and that - s- ao/69 The Welfare Commissioner be instructed to take the necessary steps to implement this resolution, as recommended by the Standing Committee of the Whole Council dated July 14, 1969. Mason, that the United Appeal of the Metropolitan Toronto area be requested to expand its jurisdiction to include the Bickering Township area, because of Bickering Township's close association with Metropolitan Toronto with regard to payroll deductions in Metro by Bickering residents, and other reasons, as recommended by the Standing Committee of the Whole Council, July 14, 1969. Mason, that the Council of the Township of Picketing support the proposal made by the Brougham Citizens League and prepare the necessary by-law to change the name of the Brougham Community Park from the 'Brougham Community Bark' to read 'The Donald Beer Memorial Bark', and further, that the Council participate in the cost of providing an appropriate plaque in commemoration of Mr. Beer's contribution to the sports and civic matters of the Municipality, as recommended by the Standing Committee of the Whole Council, July 14, 1969. Mason, that the Council of the Township of Picketing enter a notice of inten$ to ~ppeal the County Of Ontario's By-law 2721 dated June 27~h, 19~9, a by-law to _eq~altme' the aeeesmeat of r~al property of the several Towns, Village~ and Townships in the County of Ontario as provided under Section 96, subsection 2 of the Assessment Act and further, should a hearing be necessary, that such hearing be heard before the Ontario Municipal Board, and further, that the other Municipalities which underwent a re-assessment be advised of the Township's intention, as recommended by the Standing Committee of the Whole Council July 14, 1969. CARRIED Amendment to Resolution #182/69 MOVED by Councillor Kruger, seconded by Councillor Rudik that the grant to the. Ajax-Pickering Minor Soccer Association be changed to read $125.00. CARRIED Resolution #183/69 MOVED by Councillor V. Rudik, seconded by Councillor R. Mason, that the Township of Picketing enter into an Agreement of Purchase and Sale of 3.5 acres of Township lands with Scott Laboratories Inc. similar to the conditions as set out in the Agreement with Marb-O-Matic, giving Scott Laboratories a 60 day option with a $2,000.00 deposit to be forfeited if the transaction is not closed within the prescribed period; and further, that the Agreement of Purchase and Sale be subject to the adequate drainage being provided to the lands, all to the satisfaction of the Township Engineer, as recommended by the Standing Committee of the Whole Council, July lB, 1969. Kitchen, that the Treasurer be authorized to fund $4,000.00 to the Rouge Hills Community Centre Board for the purchase of a prefab building for the purpose of a community hall, from the General Fund, with it being recorded that ~his is an advance on future grants to the Rouge Nills Co,unity Centre ~ard until the account is paid i~ full, as ~eco!endedbythe ~anding Cosmi~tee o~ Finance, August 7, 1969. Kitchen, that the Agreement of Purchase and Sale for 5.172 acres of Township industrial land. as submitted by the Township Solicitor be recommended to Council for acceptance and execution by the Reeve and Clerk and that the necessary authorizing by-law be repared, as recommended by the Standing Committee on Finance, ugust 7, 1969. Mason, that the Clerk be instructed to arrange a meeting with the Council of the Township of Markham at the earliest convenient date to be held in the Pickering Township Municipal Building to discuss items of mutual interest. Suggested items for the agenda would be sewer and water services, regional government, amalgamation with Metropolitan Toronto. CARRIED Moved by Councillor J. Kruger, seconded by Councillor V. Rudik, that the resolution be amended to include the Councils of the Village of Pickering and the Town of Ajax, to be invited to this meeting. CARRIED Resolution #191/69 MOV~D by Deputy Reeve R. P~Adik, that the Clerk be instructed to arrange a meeting with the following municipalities -- - ll - 20/69 Vaughan Township Markham Township Town of Woodbridge Town of Richmond Hill Village of Markham Village of Stouffville Village of Picketing Town of Ajax On a date to be arranged by mutual consent for the purpose of informally discussing the possibility of amalgamation as a region under the criteria of a regional government as laid down by the Ontario Department of Municipal Affairs.
