RECOMMENDATION:
The Report CS 15-00 of tho Director, Corporata Secvices & Treasurer be received and that:
1. as provided for in Section 16 of By-I.aw 5546/99, the Development Charges referted to in
Sections 6 and l l af that by-law bc increased by 3.85 per cent bcing the nnnual increase in
the Construction Price Statistics us reported by Slatistics Canada for the yeaz ended March
31,2000;and,
2, the approprinte officinls of the Ciry of Pickcring bc given uuthoriry to give efTect therelo.

Development Charges Act, 1997, as amendcd, and Regulations thereunder.
FINANCIAL IMPLICATIONS:
Increasing the Development Charges by 3.85 per cent will assist in keeping the revenues
generated thereunder in line with current costs. The residenlial development charges for single
and semi detached units will increase by approximately $243, other residential charges will
increase similarly and the commerciaUindustrial chazge will increase by approximately $0.42 per
square mehe
EXECUTNE SUMMARY:
Adoption of the recommendetions of this report will put into effect for the period July 2000 lo
June 2001 incroeses ihat are provided fur in the Provinciei Legislation and, By Law 5546J99 and
are needed to finsnce construction cosls under the Ciry's Developmrnt Charge Study adopted by
Council in Auguat 1999. Thia is en annual adjustment needed to kcep revenucs cumnt with
coste,

As provided for in the Provincial Legislation and in the City's By Law 554G/99, each year the
development charges chnrged by the City for all types of development may be increased.
Adoption of the recommendntions contained in this repoR will allow that increasc to take ellect
thereby assisting in keeping our revenucs it� line with the costs that davelopment charges go
towards.
Statistics Canadn indicates the increase in the Construction Price Statistics for lhe most reccntly
available annual period ending March 31, 2000 of 3.85 per cent for non-residentiei construction
cost index (an indicator of our costs of construction) for the Toronto nrea.
Attached is our revised brochure which will be availablc throughout the building. The main
changes are to update the wnounts to reflect recommendations contnineJ in this report and to
rellect the change from Town to Ciry status.
