SUBJECT: West Rouge Cance Club
Request for Extension of Leasc Agreement with
Toronto and Region Conservation Authority
for Paddling Faciliry on West Spit of Frenchmen's Bay
RECOMMENDATION:
That the request of the West Rouge Cance Club to extend its lease agreement with the Toronto
and Region Conservation Authority for the period November 1, 1999 to October 31, 2000, to
accommodate a temporary compound on ihe west spit of Frenchman's Bay for thc storage, within
trailers, of cances end kayaks associeted with the club's paddling facility, bc supported by
Council.
ORIGIN:
Request for Lease Extensiou from the West Rouge Canoc Club to the Taronto nnd Region
Conservation Authority dated October 12, 1999.
AUTHORITY:
No Statutory Authority.
FINANCIAL IMPLICATIONS:
No direct costs to the City are anticipated av a result of the lease extension.
BACKdROUND:
In April, 1994, the West Rouge Canoe Club (WRCC), established a pnddling facility on the west
spit of Frenchman's Bay on lands owned by the Toronto and Region Conservation Authority
('fRCA). 'Che "facility" comprises two trnilers on wheels for the temporary storage of canoes
and kayaks, and a parking area for Uvee to five cars (see Attachmcnt N1). The facility was
introduced with thc permission of TRCA, nnd the concurrence of City Cowcil. Extensions to
that approval t�ave been granted by Pickering Councit and TRCA nn a yearly basis from 1995
through 1999. The present le�se agreement expired on October 31, 1999. 'fhe City's epprovul
for this tcmporary accommodatinn is required due to the current "R4" zoning of thc lunri, which
permita only residential use of the property.
The WRCC have requested that TRCA cxtend thcir lcase agmment (see Attachment N2).
TRCA staff have no objection to the request, and advise that they will be reporting to their
Executive Committee latar this Spring (sec Attachtnent #3).

con�istrnt with the environmeutelly-friendly rocrc.etion acUvides which are suitable for 1he Bay,
and with the curtent park opetations.
The Dircctor of Operadons end Emergency Services hes no objecdon to the leave exknsion
request and hes indicated there should be no conflicts betwan waterfront trail consWcUon this
year and operation of the paddling facility.
