Holborn DATE: September I, 2000 Division Head Municipal Property & Engineering REPORT NUMBER: OES 013 -00 SUBJECT: Parking By -law Amendment Glenanna Road between Kingston Road and Liverpool Road RECOMMENDATION: I. That a by -law be enacted to amend Schedule 'B' of By -law 2359/87 regulating parking restrictions and prohibitions on certain highways. ORIGIN: Staff review of on- street parking problems. AUTHORITY: Afunicipal Acr, R.S.O. 1990, chapter M.45, section 210.123 FINANCIAL IMPLICATIONS: The manufacture and installation of "no- parking" signs costing approximately $750.00 can be accommodated within the Roads Operating Budget, 2320 -2409, Highway Aids. EXECUTIVE SUMMARY: Not applicable. BACKGROUND: Glenanna Road between Kingston Road (Durham Regional Highway tt2) and Liverpool Road (Regional Road # 29) is classified as a Type 'C' Arterial Roadway within the City's Official Plan. In accordance with recognized design guidelines this type of facility is intended to carry large volumes of traffic of all types moving at medium to high speeds. Parking and off - loading of vehicles on these types of facilities is also often prohibited. Although Glenanna Road currently functions as a lower order Urban Collector Type Road, on- street parking can still affect the safe and efficient through movement of traffic along this facility. To protect against this situation, an earlier by -law was passed which currently prohibits the on- street parking of vehicles along both sides of Glenanna Road between Kingston Road and 150 metres north of Kingston Road. As growth continues in the area, however, on- strcel parking is becoming more frequent along Glenanna Road beyond the existing by -law limits. In fact, on- street parking is presently occurring through the sharp horizontal curve on Glenanna Road Report to Council OES 013 -00 Date: September 1, 2000 Subject: Parking — Glenanna Road between Kingston Road and Liverpool Road Page 2 47 between Kingston Road and Liverpool Road thereby creating sightline obstructions and potential collision hazards. In order to maintain the intended function of Glenanna Road in this area, it is recommended that the existing no- parking by -law limits be further extended. Given that a Pedestrian Crossover (P.X.0) device is located at the intersection of Fieldlight Boulevard at Glenanna Road, it is recommended that on- street parking be prohibited along both sides of Glenanna Road for the entire length of Glenanna Road between Kingston Road and Liverpool Road. These changes will ensure adequate sightlines and the safe efficient movement of traffic along this facility. It should be noted, however, that in order for this by -law to be effective it must receive a minimum level of municipal law enforcement. ATTACHMENTS: L Draft By -law 2. Being a bylaw to amend By -lnrp 2359187 regulating parking, standing and stopping on highways and on private and municipal property. WHEREAS, pursuant to the Municipal Act, R.S.O. 1990, chapter M.45, sections 218.52, 210.73, 210.123 -126, 210.131, 310, 314.7 and 314.8, the Council of the Corporation of the City of Pickering enacted By -law 2359/87 regulating parking, standing and stopping on highways and on private and on municipal property; NOW THEREFORE, the Council of the Corporation of the City of Pickering HEREBY ENACTS AS FOLLOWS: 1. Schedule B to By -law 2359/87, as amended, is hereby amended by deleting therefrom the following items: Hiphway Side Between/And Prohibited Times and Days Glenanna Road East and West Kingston Road and 150 metres I north of Kingston Road See Note 1" 2. Schedule B to By -law 2359/87, as amended, is hereby amended by adding thereto the following items: Highway Side Betwccn/And Prohibited Times and Days Glenanna Road Both Kingston Road and Liverpool Road See Note t" " Unless otherwise specified, the parking prohibitions above shall be in effect twenty -four (24) hours per day, year round.
