I oral. ilei, .I ConjernrticztAdv T CaMrr tE MINUTES A meeting of the Local Architectural Conservation Advisory Committee • was held on Wednesday, June 2, 1993 at 7:00 p.m. in Meeting Room #1, Pickering Civic Complex. PRESENT: • Anna Willson Frank Williamson Konrad Zeh Janice Waithe-Huberty Henry Gawman Enrico Pistritto Kim Thompson ABSENT: Brian Hern Celia Bronkhorst Janet Mehak Dave Pickles • VISITORS FROM WHITEVALE: Dave Marlowe Julia Hayes 1. Adoption of Minutes Minutes received and accepted. • • • I 0 - 2 - 2. Information from Minutes: Tim Sheffield advised Anna that LACAC was to ignore any requests from IWA for comments or information. Future requests from IWA should be run by Tim Sheffield prior to action. 3. Airport Lands Disposal Information public meeting cancelled. Will be rescheduled at a later date. 4. Halliday Kim Thompson received information on current situation from Mary Jarvis. Kim will check with Bruce Taylor regarding action required by LACAC, if any. 5. Mr. Codling Frank Williamson submitted a report regarding Post Cemetary, accompanied by a list of cemetary residents. At present, the project seems to be on hold. Mr. Codling will advise when any action resumes. 6. Letter to Rene Soetens Dave Pickles was not present. Deferred to next meeting. Check files. (Kim will contact Dave) 7. Report concerning 1345 Whitevale Road Janet Mehak not in attendance to update. 8. Report on Country Days May 29, Whitevale Many inquiries were received concerning the Bentley House, seems to be of great public interest. The display was successful and Heritage Pickering information was distributed. Anna Willson commended Frank Williamson on the display. 9. Summer Youth Program Consult Dave Pickles and Debbie Kearns at next meeting. 10. Storage Space Konrad Zeh submitted brief rationale for a facility for storage and meeting space for Heritage Pickering. Will also ask Judith, of jax LACAC, regarding utilizing history room at library. 11. 1345 Whitevale Road Probably constructed of recycled materials, not of any architectural significance and does not appear on any historical maps. Moved by Konrad Zeh Seconded by Kim Thompson That LACAC has no objection to the demolition of this property. 1 CARRIED 12. Whitevale Heritage Consery tion District Councillor Pistritto distributed a copy of the alternatives presented to Council in regards to Whitevale's Heritage Conservation District. Ojtion 3 was selected by the Executive Committee. Town staff are to prepare Heritage Designation Guidelines and Heritage Permit application process and forward to Council for adoption. Councillor Pistritto will advise Tim Moore of Public Works, to inform members of Whitevale Heritage Conservation Committee of outcome. Committee is in agreement with proposal to designate one LACAC member as resource person to handle routine applications in Heritage Conservation Disti'ict. 13. Official Plan Review Comments for the Official Plan Review will be submitted from the committee. 14. Seaton Lands Heritage and Cultural Study of Seaton Lands is on again. Will be prepared. 15. Green Door Alliance Distributed copies of Green Door Alliance information and proposal. 16. Grants Kim Thompson will request Debbie Kearns to contact the Ministry regarding availability of grants in 1993. 17. Signs Kim Thompson provided information for signs. Konrad will review and prepare proposals for signs. Next Meeting The next meeting is scheduled for Wednesday, July 7, 1993 at 7:00 p.m. in Meeting Room #1. Adjournment The meeting adjourned at 9:10 p.m. Report to Council L 48/93 May 12, 1993 ALTERNATIVES: 1. Make a resolution receiving this report (with attachments), decline to give third reading to By-law 4074/92 (with the schedule showing the proposed nine pockets of exempt properties), and allow By-law 3632/91 (with the schedule showing no exempt properties), as amended by By-law 4039/92,to proceed to the Ontario Municipal Board, (a) without having resolved the concerns of the landowners requesting exemption, nor the issues of the Heritage District Guidelines and the Heritage Permit application process,but (b) with the apparent support of the consultants, Heritage Pickering, and the Ministry. 2. Make a resolution receiving this report (with attachments), give third reading to By-law 4074/92 (with the schedule showing the proposed nine pockets of exempt properties and repealing By-laws 3632/91 and 4039/92), and allow the matter to proceed to the Ontario Municipal Board, (a) ' without having resolved the issues of the Heritage District Guidelines and the Heritage Permit application process, and • �.. (b) without the apparent support of the consultants, Heritage Pickering, or the Ministry. 3. Make a resolution receiving this report (with attachments), give third reading to By-law 4074/92 (with the schedule showing the proposed nine pockets of exempt properties and • repealing By-laws 3632/91 and 4039/92), and allow the matter to proceed to the Ontario Municipal Board,but direct that, (a) the issues of the Heritage District Guidelines and the Heritage Permit application process be addressed in a report prepared by the Town for Council's adoption prior to any O.M.B. hearing, and • (b) the support of the consultants, Heritage Pickering, and the Ministry be sought prior to any O.M.B. hearing through the process undertaken for the preparation and adoption of that report. 4. Make a resolution receiving this report (with attachments),decline to give third reading to By-law 4074/92 (with the schedule showing the proposed nine pockets of exempt properties), repeal By-law 3632/91 (with the schedule showing no exempt properties) and By-law 4039/92, and withdraw the Town's application to the Ontario Municipal Board, thereby ending the process for the designation of a Whitevale Heritage Conservation District. • ATTACHMENTS: 1.
