(III) OTHER BUSINESS
1. Mayor Arthurs noted that the spectacular Christimas light displays on both Eyre Drive and Vicki
Drive were mentioned on the 6:00 p.m. news on Global.
2. Councillor McLean commended staff on the exceptional Winterfest event held on December 7th
3. Councillor Johnson reported that the 39th Annual Claremont Lions Christmas Concert, which
was held on December 8th, was a great success.

4. Councillor Johnson advised that the Central Lake Ontario Conservation Authority Watershed
Awards event will be held on December 11th in Oshawa, at Camp Samac.
5. The following matters were discussed prior to the regular meeting:
(a) Mayor Arthurs requested the City Clerk to investigate the most appropriate course of action
to collect an outstanding judgement owing to the City.
(IV) ADJOURNMENT
The meeting adjourned at 8:20 p.m.

COW-2001-15
That the Committee of the Whole of the City of Pickering having met on December 10, 2001, presents
its fifteenth report to Council and recommends:
1. CHIEF ADMINISTRATIVE OFFICER REPORT CAO 10-01
NUCLEAR EMERGENCY PUBLIC ALERTING
DUKE ENGINEERING—PRELIMINARY DESIGN REPORTS
1. That Report to Council CAO 10-01, concerning the Preliminary Design Reports by Duke
Engineering for the 3 km Contiguous Zone and the 3-10 km Primary Zone around the
Pickering Nuclear Generating Station(PNGS), be received; and
2. That Council reaffirm its commitment to public alerting throughout the entire 10 km
Primary Zone around PNGS; and
3. That Council endorse the Preliminary Design Report for the 3 km Contiguous Zone as the
basis for implementing a public alerting system within this zone; and
4. That Council endorse the Preliminary Design Report for the 3-10 km Primary Zone as the
basis for implementing a public alerting system within this zone, and that on the basis of the
Duke Engineering Report, Council advise that it is open to other options for alerting within
the Primary Zone so long as the intent of alerting within this zone is met and that funding no
fall to the Region or the City; and
5. That a copy of this Report be forwarded to the Solicitor General and Minister of
Correctional Services, and that the Province be urged to:
a) accept the Duke Engineering Preliminary Design Report for the 3 km Contiguous Zone
so that implementation can begin immediately; and
b) amend the Interim Provincial Nuclear Emergency Plan to require public alerting to
extend to the entire 10 km Primary Zone; and
c) accept the Duke Engineering Preliminary Design Report for the 3-10 km Primary Zone
or propose an alternate solution so that public alerting can be extended to this zone.

WOODRUFF-MACKENZIE HOUSE DESIGNATION (STONECROFT)

1. That Report CL 49-01 regarding the designation of the Woodruff-Mackenzie House, 2935
Brock Road, Concession 4, Lot 18, be received; and
2. That the designation of the Woodruff-Mackenzie House be APPROVED.
