That Report CS 30-12 of the Director, Community Services regarding the Roof Replacement at East Shore Community Centre be received; 2. That Tender No. T-13-2012 submitted by Triumph Aluminum and Sheet Metal Inc. in the amount of $154,737.68 (HST included) and a net cost of$139,346.07 (net of HST rebate) be accepted; 3. That the total gross project cost of$171,688 (HST included), including the tender amount and other associated costs, and the total net project cost of$154,610 (net of HST rebate), be approved; 4. That Council authorize the Director, Corporate Services & Treasurer to finance the project by transferring $154,610 from the Federal Gas Tax Reserve Fund; and 5. That the appropriate City of Pickering officials be authorized to take necessary action to give effect thereto. Executive Summary: The Roof Replacement at East Shore Community Centre was approved in the 2012 Capital Budget ($156,000). The steel roof is past its life expectancy and is showing signs of deterioration and corrosion. Persistent leaks are staining and affecting the integrity of the tectum decking. Moisture is entering the roof system and building and causing damage to the insulation and reducing its insulating properties. The replacement of the existing steel roof section will eliminate leaking and increase energy efficiency and improve insulation. The low bid submitted by Triumph Aluminum and Sheet Metal Inc. in the amount of $154,737.68 (HST included) is recommended for approval. The total gross project cost is estimated at $171,688 and the total net project cost is estimated at $154,610 (net of HST rebate). The roof replacement at the East Shore Community Centre project approved in the 2012 Capital Budget at $156,000 was intended to be the final phase of the entire roof replacement project. The various segments of the roof replacement project are being treated as one complete project with the Federal Gas Tax reporting requirement. The existing west sloping metal roof over the Seniors Activity Centre at East Shore Community Centre is experiencing deterioration and corrosion. Persistent leaks are compromising the integrity of the tectum decking. The company will install a pre- formed metal roofing system complete with clips, perimeter and penetration flashing, and closures. The work will also include the installation of four roof drains. The replacement of the existing steel roof will eliminate leaking, improve roof efficiency and reduce energy costs in the building. Bids have been received to the tendering call, which closed on Wednesday, May 9, 2012 for the Roof Replacement at East Shore Community Centre. A mandatory site visit was held on Thursday, April 26, 2012 at 10:00 a.m. and 12 bidders attended of which 4 bidders submitted a tender for this project. The low bid was submitted by Triumph Aluminum and Sheet Metal Inc. This company's references have been checked and are deemed acceptable. The Health and Safety Policy, a current WSIB Workplace Injury Summary Report, Clearance Certificate issued by Workplace Safety and Insurance Board (WSIB) as submitted by Triumph Aluminum and Sheet Metal Inc. have been reviewed by the CORP0227-07/01 revised Report CS 30-12 July 3, 2012 % f! In conjunction with staffs review of the contractor's previous work experience, check of references and bonding available on this project, the tender is deemed acceptable. Upon careful examination of all tenders and relevant documents received, the Community Services Department, Culture & Recreation Division recommends the acceptance of the low bid submitted by Triumph Aluminum and Sheet Metal Inc. for Tender No. T-13-2012 in the amount of$154,737.68 (HST included) and that the total net project cost of$154,610 be approved. An advertisement was placed in the Daily Commercial News and on the City's website inviting companies to download the tendering documents for the above mentioned tender. A mandatory site visit was held on Thursday, April 26, 2012 and twelve (12) bidders attended of which four (4) bidders responded and submitted a tender for this project. • A copy of the Record of Tenders Opened and Checked used at the public tender opening is attached. Tenders shall be irrevocable for 60 days after the official closing date and time.
