Procedure Objective
The objective of this procedure is to provide a guideline outlining personal protective
equipment requirements for all employees of the City of Pickering.

01 Definitions
01.01 Personal Protective Equipment (PPE) — Clothing, equipment or
devices necessary to protect the personal health and safety of an
individual employee.
01.02 Supervisor - A person with authority to control or direct other
workers as to the manner in which work is to be performed. A
supervisor may include a Director, manager, immediate supervisor,
foreperson, coordinator, or any person with authority to control or
direct other workers.

02.01 Supervisor's General Responsibilities
The supervisor is responsible for issuing the necessary equipment,
training the employee in the proper use and maintenance and
ensuring that every employee under the supervisor's supervision,
and every employee within any work area or work location where
that supervisor may witness the employee at work, uses such
personal protective equipment that is required by law or is
necessary for the protection of the employee from hazards.
02.02 Employee's General Responsibilities
The. employee is responsible for the proper use, care and
maintenance of any personal protective equipment assigned to him
or her and for using such PPE as may be required by law or that
are necessary to protect the employee from hazards. An employee
is also responsible for following every direction from his or her
supervisor, or from any other supervisor, respecting the use, care
and maintenance of his or her PPE.
02.03 Approved PPE
Only PPE approved by the appropriate safety associations, such as
the Canadian Standards Association (CSA), the US National
Institute for Occupational Health & Safety (NIOHS), or the National
Fire Protection Association (NFPA), will be used.
02.04 PPE Identified for Each Workplace and Activity
Specific PPE needs will be identified at each workplace, in
accordance with accepted industry practices and standards. Each
facility or site must develop site specific personal protective
equipment procedures as appropriate, and warning signs
identifying the hazards and specific requirements must be posted in
the workplace.
02.05 Training
An employee will be provided with training in the use and
maintenance of any PPE required in the performance of his or her
work. An employee who has not been trained in the use or
maintenance of specific PPE must discuss the use and
maintenance of that PPE with his or her supervisor for the purpose
of receiving sufficient instruction.

02.06 Head Protection
Hard hats are required by all workers on construction sites and
where there is any danger of injury from falling objects, or from
striking the head on overhead objects. Hard hats must not be
drilled, painted or worn reversed. Other protective headgear may
be assigned to protect individuals from long term exposure to the
sun, elements, or other hazards as determined by the supervisor or
the job task.
02.07 Eye Protection
Where an employee is exposed to the hazard of eye injury, which
includes chipping, cutting, drilling, exposure to corrosive or toxic
chemicals, dusty or heavy dirt conditions, sandblasting, sawing,
spray painting, welding, and biohazardous areas, he or she must
wear eye protection appropriate for the circumstances.
02.08 Hearing Protection
a) employees shall wear hearing protection in areas where the
sound level exceeds the Regional standard of 85 dBA;
b) supervisors shall ensure that hearing protection issued is
suitable to reduce the sound levels to below 85 dBA;
c) warning signs shall be posted at the approaches to an area, or
on equipment, where the sound level is more than 85 dBA; and
d) supervisors shall ensure that appropriate noise level testing is
conducted, as required.
02.09 Respiratory Equipment
a) regular exposure to biological/chemical/physical agents shall be
identified and assessed, and air quality tests, as appropriate,
shall be conducted to ensure levels are below established
legislated levels, where applicable. Should results exceed the
legislated levels, or the assessment indicates a risk, engineering
controls will be implemented wherever possible and interim
measures of mandatory respiratory protection shall be
implemented;
b) respiratory equipment shall be used as interim protection for
occasional exposure to biological/chemical/physical agents; and

c) fit testing of respiratory equipment shall be performed as
required.
02.10 Gloves, Aprons and Other Protective Clothing
Gloves
a) employees must wear the appropriate hand protection for
exposure to biological/chemical/physical hazards; and
b) reference to the Material Safety Data Sheet, supplier glove
charts; or other resources shall be conducted to ensure
appropriate protection.
Aprons
Employees must wear the appropriate protective apron for
exposure to biological/chemical/physical hazards, as required.
Other Protective Clothing
a) reflective fluorescent vests or other approved apparel are
required by all employees involved in construction, and all other
roadway or traffic operations;
b) change of clothing, additional clothing or specialized disposable
clothing shall be provided upon request where there is a proven
personal hygiene or safety hazard; and
c) where rainwear is required based on job -specific or traffic
hazards the following options shall be available:
1. yellow rainwear and safety vest; or
2. high visibility rainwear with orange stripe.
02.11 Foot Protection
a) where an employee is exposed to the hazard of foot injury he or
she must wear foot protection appropriate in the circumstances,
either boots or shoes;
b) protective footwear must be Grade 1 steel toed boots or shoes
with puncture resistant soles;

c) lace -type footwear must be laced to provide support and
prevent accidents;
d) employees will be supplied green patch rubber boots for
working in areas where there is water or other liquid hazards, as
appropriate;
e) in winter or cold weather conditions, employees who are
required to work outside should wear appropriate winter boots
with rubber soles suitable for traction in snow or on ice; and
f) employees who are required to operate a chain saw must wear
ballistic footwear.
02.15 Fall Protection
For appropriate fall protection equipment such as fall arrest
equipment, fall restraining equipment, lifelines, and lanyards, see
City Procedure HUR 130-012 Working at Heights.
02.16 Personal Floatation Devices
An employee working near or in a liquid of sufficient depth to cause
drowning shall be provided with and must wear a fitted personal
flotation device.
Note: This does not apply to areas that have restricted access by
guardrails and the employee remains on the safe side of the rails
and there are no forces which could sway him/her into the flow.
These areas should be supplied with accessible rescue buoys.
Except for lifeguards or instructors who may be required to enter
pool waters, employees working in or near pool areas should
remain a safe distance from the edge of the pool (marked by a
yellow line). Where a pool area employee is required to work
alone, he or she should avoid approaching the edge of pools. If
this is not possible as a nature of the work to be performed, the
employee should wear a fitted flotation device.
