Policy Objective
Information Technology (IT) plays an important rot ii he Corporation of the City of
Pickering's (the "City") operations. It is also a key enabler i forming the business of
government. Technology is an essential component of the government's strategy to
address challenges of increasing productivity and enhancing services to the public for the
benefit of residents, businesses, taxpayers, and employees.
Policy Awareness
Users of the City's technology are expected to be aware of and comply with City
computer and communication procedures. This is a City-wide policy that pertains to both
ethical and legal use of computer and communication technologies and services, and to
the resources these technologies make available in support of the City. It applies to all
computing, communications, and networking resources connected to City facilities.
This policy is applicable to any user of the City's hardware, software, networking, or
communication facilities.
Security
Each user of information technology, services, and facilities acknowledges that the
computer and communication systems are the property of the City of Pickering and may
be accessed only by authorized users. Unauthorized use of these systems is strictly
prohibited and may subject the user to disciplinary action, penalties, and legal
prosecution. The City may monitor any activity or communication, and retrieve any
information stored within the stated systems. Users should have no expectation of
ownership or privacy with respect to any communication or information stored or having
been stored within the City's computer and communication systems.
Mobile Communication
The City acknowledges that mobile communication technologies, particularly mobile
communication devices, are an integral part of life in the modern world. City
communication procedures are meant to provide direction and guidance to employees for
the management of mobile communication devices and related services. Services
include cell phones, personal digital assistants (PDAs), air cards, Blackberry devices, and
associated accessories. It is the policy of the City that all City provided mobile
communications devices are used primarily for official City business and in a safe, cost
effective manner consistent with applicable laws and regulations. The City desires to
promote an environment where good communication is valued, particularly between
employees and with residents.
