Kevi n Tunney, representi ng Hunter Farms, spoke in support
of a cluster review. He stated that the vast majority of
residents in Kinsa1e approve development potential. He
requested deferral of his client's application until the
cluster review is completed.
Lorne Chee 1 er, Lot 2, Concess ion 5, spoke in support of a
cluster review.
Cornelius Van Der Vecht, 3965 Kinsa1e Road, stated a study
is long overdue.
Robert Lennox, 3880 Kinsa1e Road, spoke in favour of a
hamlet study.
Hubert Schwartz, Kinsa1e Road, spoke in favour of a hamlet
study.
Reggie Osborne, 3895 Kinsa1e Road, spoke in favour of a
c1 uster revi ew and hoped that the small town f1 avour wi 11
not be lost.

Bill Swallow, 3370 No.7 Highway, asked if Kinsa1e was ever
a hamlet. He stated his support of a hamlet study.

In Planning Report 65/89, it is recommended that the
official plan amendment, draft plan of subdivision and
rezoning application submitted by Robert Hunter Farms Ltd.
to allow an extension to the Cluster of Kinsale in order to
permit the creation of nine lots for detached dwellings be
tabled.
Deferred until completion of cluster review
John Ward, Kinsale, stated that at a public meeting, over
50% of the residents were in favour of the proposal
submitted by Hunter Farms. He added that he has no
objection to the application if it enhances Kinsale as long
as all individual concerns are addressed.

Club, stated the facility will be used for weddings and
spoke in support of the Staff Recommended Plan.

November 14, 1989, present its fourth report to Council and
recommends:
1. TERMS OF REFERENCE FOR
THE KINSALE IHAr~LET" STUDY

Kinsale "Hamlet" Study as set out in Appendix No. I to
Town Planning Report No. 67/89, and decide not to proceed
with the Study; and
That a cluster review be undertaken to include public
meetings, boundaries, lot sizes and frontages; and
That the cluster review be completed by March 31, 1990.

- Rural Agricultural zone to an appropriate residential
zone to permi t severance of the subject property into
four lots providing minimum frontages of 12.0 metres on a
new section of road which will complete Laurier Crescent
by APPROVED, subject to the following conditions:
1. That prior to forwarding of an implementing zoning
by-law to Town Council, the owner enter into an
appropri ate development agreement wi th and to the
satisfaction of the Town of Pickering, which shall
include but not necessarily be limited to
requirements respecting:

to the satisfaction of the Director of Public

c) the conveyance to the Town of Pi ckeri ng of a
0.3-metre reserve across the Rosebank Road
frontage of the subject property;
d) the sati sfacti on of the Region of Durham and
the Town of Pi ckeri ng respecti ng the provi si on
of municipal sanitary sewer service and
municipal water supply prior to the issuance of
any building permits for the subject property;

e) the construction of Laurier Crescent across the
subject property to full muni ci pal standards,
and its dedication to the Town of Pickering;
f) the construction of a sidewalk on the east side
of Lauri er Crescent to the sati sfacti on of the
Director of Public Works;
g) the provision of all services required by the
Town of Pickering, and the satisfactory
arrangement with the appropriate authorities
regarding the provision of underground wiring,
street lighting, cable television, and other
similar services;
h) the removal or demolition of all existing
structures on the subject property;

i) the payment of appropriate lot development fees
