In Planning Report #40/86, it is recommended that the
application for rezoning submitted by M. and N. Eick-
meier to permit a day care facility on the southwest co-
rner of Twyn Rivers Drive and Woodview Drive be
approved.

Mr. Louie Nuspl, 140 Woodview Drive, stated that he is
opposed to the proposed day care centre. There are
sufficient day care centres at present which have vacan-
cies or buildings where the applicant could establish
her day care centre. The Woodlands Community Plan
states that all proposed development must conform to the
surrounding area but this application would not conform
to the surrounding residential area because it will
require a large parking lot. He stated that the Town's
Director of Public Works and the Region's Commissioner
of Social Services noted important concerns about the
development of the subject lands. Many letters of
objection were sent to the Town about this application
and some of the objectors had pre-school children. The
entrance to the day care centre is too close to Twyn
Rivers Drive and the proposed parking lot is not large
enough for staff members let alone the parents.

Mrs. Terry Nuspl, 140 Woodview Drive, stated that the
proposed day care centre is not needed because Angelica
Day Care on Altona Road has room to accommodate more
children. The new church being constructed at the south
end of Altona Road will be providing day care for
180-200 children.

Mr. Peter Goodwin, 134 Twyn Rivers Drive, stated that he
surveyed 350 households in the Woodlands Community and
only one person objected to well planned day care
centres. However, 80% objected to older homes being
converted to day care centres when there was no need.
Present and planned day care facilities are adequate to
service the present and growing population.

Mr. Ernest Evans, 1849 Woodview Avenue, stated that he
signed a petition in support of the proposed day care
centre without any pertinent facts but now objects to it
because of the number of children to be accommodated.
Mr. Kevin Taylor, 174 Twyn Rivers Drive, stated that a
day care centre is not needed in this community. He
felt that the Eickmeiers gave false information when
seeking support for the day care centre in the neigh-
bourhood.

Mrs. Robin Nason, 132 Woodview Drive, objected to the
proposed day care centre because of the traffic conges-
tion it would cause. Twyn Rivers Drive is only a minor
collector road and traffic will be put onto Woodview
Drive and will have to compete with the school buses and
Pickering Transit. She felt the day care centre will
not be a compatible use with the store on the corner of
Woodview Drive and Twyn Rivers Drive as stated in the
Planning Report.

Mr. Murray Stroud, representing the applicants, stated
that the Official Plan and District Plan allow day care
centres in residential areas. The Ministry of Social
Services also licenses day care centres in residential
areas. The development agreement required as a condi-
tion of rezoning will control the site in such areas as
parking and landscaping. The survey taken by the
objectors asked leading questions which led to the
negative response to the proposed day care centre. The
applicants will be providing personalized service for
the children and presently have 27 people on a waiting
list. Traffic will be minimal because pickups of
children will be staggered.

Mr. Don Given, representing the applicant, stated that a
day care centre is an appropriate use of the property.
Residential properties abut the subject lands on only
the south and west sides. The present property will be
modified for the day care centre by fencing, landscap-
ing, etc. The property will not have ground water be-
cause fill will be put in. with a waiting list of 27
and 180 lots planned for the area, the need for day care
is apparent. The amount of vehicles using the day care
centre will be insignificant. The subject land will be
connected to municipal services and will have no impact
on surrounding property values.

Mrs. Joanne Briden, 1063 Moorelands Crescent, stated
that there are very few facilities that provide infant
care like the Eickmeiers. If there are openings in
other day care centres, it could be because the quality
of care is not good.
Mrs. Linda Hahn, 1845 Shadybrook Drive, stated that she
has a three month old child and requires a day care
facility that has infant care like the Eickmeiers.
Mrs. Lynn Heintzman, 482 Toynevale Road, stated that the
Eickmeiers give her 13 month old child personalized
service.

Mrs. Marsha Domingo, 535 Rougemount Drive, stated that
she operates a day care centre on Rougemount Drive and
supports this application. Small day care centres are
required in order to provide personalized service for
small children.

Mrs. Kathy Gregoire, 1229 Fawndale Road, stated that she
has a son in a day care centre that has 60 children and
only three parking spaces. She would like to use the
Eickmeiers day care centre because of the personalized
service.
Mr. Graeme Stirrett, 1207 Fawndale Road, stated that he
has two children in the Eickmeiers day care centre and
they get good personalized attention.

Mr. and Mrs. M. Eickmeier, 149 Twyn Rivers Drive, stated
that they provide personalized day care and there is no
other small day care in the area. They would not be
investing in renovations to the property unless the
parents were satisfied with the service. There will
only be about ten cars corning to the property and would
be staggered over two hour periods in the morning and
the evening.

In Planning Report #41/86, it is recommended that the
application for rezoning and draft plan of subdivision
submitted by Antonovich and Russell (Earnbridge Invest-
ors Inc.) to permit the development of 76 semi-detached
residential dwelling units and 74 townhouse units on the
southeast corner of Finch Avenue and Liverpool Road be
approved.

Mr. Peter Yaneff, 1355 Everton Street, stated that he
objects to the staff recommended plan because he does
not want Everton Street to be connected to this plan.
He supports the developers revised plan.
Mr. Bob Mowforth, 1390 Everton Street, stated that he
supports the applicants plan because it does not provide
for a road connection to Everton Street.
Mr. John Murray, 1376 Everton Street, stated that if two
exits from the proposed subdivision are needed, they
should be onto Liverpool Road and Finch Avenue.
Mr. Barry Whiteside, representing the applicant, stated
that he supports the staff recommended plan with the
exception of the road connection to Everton Street.

x 4.5 m)), and to permit the continuance of an existing
