In Planning Report 35/87, it is recommended that the
rezoning application submitted by Southland Canada Inc. on
beha 1 f of She 11 Canada Products L td. to permit a
convenience store in association with the existing
automobile service station on the southeast corner of
Liverpool Road and Bayly Street be refused.

Mr. Peter Fl ack, South 1 and Canada, requested approval of
the application to permit a 7-11 convenience store in
conjunction with the Shell gas bar. He stated there are no
such proposals available in the immediate area to serve
residents and that support has been received from the
Pickering East Shore Community Association. He also stated
that the market enalysis and traffic impact study conclude
that the area res idents wi 11 be served and traffic
congestion will not be increased. He added that parking on
site is sufficient, landscaping will be improved to provide
a buffer to the abutting residential area and garbage will
be disposed of throughout the day by staff.
Mr. Pau 1 Smith, Shell Canada, opposed the recommendat ion
for refusal. He stated the proposa 1 wi 11 not affect the
se 11 ing of gas because no more serv ice bays are proposed,
traffic will not increase and added that parking on site is
adequate.

Mr. Gary Rubenstein, 1319 Poprad Avenue, stated his support
of the recommendation for refusal. He felt there are a
sufficient number of convenience stores in the area and
objected to the prob lems he a lready has such as garbage,
odours and noise.
Mrs. Ga i 1 Matthews, 1325 Poprad Avenue, opposed the
proposed conven ience store. She stated there are enough
stores in the area and expressed her concerns regard ing
garbage, noise and off site parking problems that would
occur on Poprad Avenue.

plan of subdivision and rezoning appl ication submitted by
Runnymede Developments Corporation Limited to permit a
max imum of 34 dwe 11 ing un its on the northeast corner of
Kingston Road and Dixie Road be approved.
Deferred to August 4, 1987
Mr. Paul Wagner, 1134 Kingston Road, objected to the
proposa 1. He stated the proposed townhouse un its are not
compatible within the area and felt this would decrease the
value of his property. He also felt his privacy was in
jeopardy because the elevation is higher than his property.
Mr. Murray Stroud, on behalf of Marie and Don Lynde, 1122
Kingston Road, spoke in oppos it ion to the recommendat ion.
He requested a deferral in order to meet with Runnymede to
discuss concerns such as loss of privacy, buffering,
density and the quality of construction. He also asked
that a fence be erected on the proposed road to prohibit
parking.

Mr. Mario Serafico, 1128 Kingston Road, opposed the
development and stated his concerns regarding drainage and
the value of his property being decreased.
Lucy Stocco, Runnymede Developments, stated she has met
with Mr. Stroud and the Lyndes and feels a compromise can
be made regarding a privacy buffer adjacent to the Lynde's
property. She stated the density conforms to the Official
Plan and requested that condition #13 be amended to require
frontages of 6 metres and condition #14 be amended in order
to develop the entire land holdings at the same time.

end of the school year;

that is offered in the early morning and late
afternoon for ch i 1 dren aged 6 - 9 years that
attend Y.M.C.A. day camps during the summer
months; and
(c) 5 ch i 1 dren for the ha If day preschool program
for developmentally handicapped children aged
2- 5 years operating from Monday to Friday on a
continuous basis.

(3) That the owner submit a revised site plan
satisfactory to the Town illustrating a designated
bus loading area, prior to the consideration of an
implementing zoning by-law by Town Council.
