OFFICIAL PLAN AMENDMENT 87-83/D DRAFT PLAN OF SUBDIVISION 18T-87082(R) AND REZONING APPLICATION A68/87 SUBMITTED BY CLAREMONT ESTATES ONTARIO INC. IN CLAREMONT FILE NUMBER - B 2310 - OPA 87-83/D FILE NUMBER - B 4100 - 18T-87082(R) FILE NUMBER - B 2310 - A 68/87 ~ In Pl anni ng Recommendati on Report 16/91, it is recommended that the Official Plan Amendment, draft plan of subdivision and rezoning application submitted by Claremont Estates Ontario Inc. to permit residential development in Claremont be deferred. Application Approved with the Director of Planning to provide conditions of approval to Councll on June 24, 1991 See Recommendations #1, #2, #3 and #4 continued - 4/91 9 '-' Michael Clark, Box 394, Claremont, spoke in support of the Staff recommendation for deferral. He stated that residents are in favour of moderate growth in phases in the hamlet and that the lot sizes of 0.3 hectare is appropriate. He added that the application is outside the hamlet boundaries and that the only access to the site is through the hamlet. Fred Beer, Pickering Rural Association, spoke in support of the Staff recommendation for deferral. Lorelei Jones, Walker, Wright, Young, on behalf of the applicant, stated the application is a minor extension to the hamlet and that additional growth is welcomed by local facilities. The soil is Class 6 Agricultural and not a high priority for farming. The revised plan provides for 20 acres of open space and the applicant is willing to provide a walkway in the valley lands. "-" Brian Whitehead, hydrogeological consultant, stated that the Ministry of the Environment and the Health Department are assured that the creek and septic systems will not be contaminated and that nitrates will not enter wells, however, they are waiting for comments on the storm water pond. Berming will assist current water flow and provide noise abatement adjacent to the railway line. Karsten Smith, applicant, stated the proposal is a small infill project, that he has hired professional consultants and engineers to ensure appropriate development and that he is willing to construct and fund a hiking pathway to link with the Oak Ridges Morraine Trail. Ted Durnford, President, Claremont and District Community Association, stated support of the proposal. 2. OFFICIAL PLAN AMENDMENT 90-100/P AND REZONING APPLICATION A32/90 SUBMITTED BY J.F. COUGHLAN AT THE SOUTHWEST CORNER OF BROCK ROAD AND FINCH AVENUE FILE NUMBER - B 2310 - OPA 90-100/P FILE NUMBER - B 2310 - A 32/90 '-'" In Planning Recommendation Report 15/91, it is recommended that the Official Plan Amendment submitted by J.F. Coughlan to permit mixed use development at the southwest corner of Brock Road and Finch Avenue be approved and that the rezoning application be deferred. Approved See Recommendations #5, #6, and #7 Robert Powell, 1985 Guild Road, submitted a petition of residents in opposition to the application. He stated that their lifestyle, community nature and property values will be adversely affected by the proposal, that traffic will increase and that the residents will lose their privacy as a result of the high rise buildings and shadowing will affect them. He questioned the demand or need for a hotel, if the flow and drainage of Duffins Creek will be affected and added that schools are already overcrowded. continued \. 4/91 10 ~ Ruth Gri ffi n, 1647 Fi nch Avenue, obj ected to townhouses on Royal Road. She requested that the density be reduced and that trees be preserved. Ian Brockhurst, 1639 Finch Avenue, requested more specific information on the application. Edith Powell, 1985 Guild Road, stated her concern with respect to water quality. Wayne Griffi n, 1647 Fi nch Avenue, stated that he is concerned his will be affected. Adrien Hawco, 1990 Royal Road, spoke in opposition to the proposed high rise apartment building, the Royal Road entrance to the proposed townhouses and stated the trees must be preserved. ~ Diane Zidar, 1986 Royal Road, stated the high rise building on Brock Road should be reduced in height. She understood that the lower heights would be at Royal Road with heights increasing easterly but is concerned with the entrance into the development from Royal Road. Mrs. Shultz, 1988 Guild Road, stated the development is not needed. She asked if the water table will be disrupted and stated that tree roots will be exposed during construction causi ng death. She requested i nformati on on the shadowi ng effect, a traffic study and a drainage plan. Murray Stroud, on behalf of the applicant, showed a revised layout of the proposal as a result of discussions with area residents which addresses their concerns. The revised layout includes a senior citizens building of four to six storeys with access from Royal Road and other bui 1 di ngs with heights increasing easterly. He added that a traffic study has been done whi ch reports that area resi dents wi 11 not be adversely affected, and that except for the one entrance on Royal Road for the seni ors bui 1 di ng, access will be from Brock Road.
