(I) ADOPTION OF MINUTES
Regular Meeting of August 6, 1991
(II) PRESENTATION
Steve Upton and other representatives of Tridel made a
presentation regarding a new development proposal for
their remaining lands in the Town Centre Community,
between Kingston Road. More particularly, the
proposal involved replacing one of the proposed high
rise apartment buildings with low rise garden
apartments.

In Planning Recommendation Report 14/92, it is
recommended that the applications to amend the
Official Plan and the Zoning By-law submitted by J.
Swais Limited on the northeast corner of Oklahoma
Drive and Whites Road be approved.

John Brisimitzis, 777 Hampton Court, stated that he
lives to the rear of the subject lands and his house
is only fifty feet from the proposed car wash. He
asked how the car wash was considered an appropriate
development for these lands. The building was
constructed for the purpose of a car wash, not service
bays, and will be very noisy. The noise from the gas
pumps disturb him at present and he stated that he
would prefer the service bays to the car wash.
Richard Ward, R. R. #2, Blackstock, stated that a car
wash has already been constructed in contravention of
the zoning by-laws and noted that a car wash would not
be an appropriate use for the property because the
surrounding neighbourhood has changed.
Alice Brisimitzis, 777 Hampton Court, asked how noise
from the car wash will be lessened considering that
the landscaping buffer is below the second storey
windows of the surrounding houses. Lighting from the
present gas bar currently affects her.
Sandra Mills, 760 Hampton Court, asked why car washes
were omitted from the zoning by-laws. Residents must
conserve water but she inquired if the proposed car
wash will have the same restrictions. She asked if a
traffic study has been completed to determine the
impact of the car wash on neighbourhood traffic. If a
car wash is approved and is operating 24 hours per
day, it will create a lot of traffic and cause odours
and noise. If there were service bays, they would not
be operating at all times and the doors would be
facing onto Whites Road only.
Bob Mitchell, representing the applicant, stated that
there are five houses backing onto the subject
property and only two householders are objecting to
this proposal. He noted that the Blue Brand Plaza
operates until 11:00 p.m. and on the west side of
Whites Road there is an industrial complex. There are
approximately 6,000 people living in the West Shore
community and they are satisfied with this project.
The owner has installed landscaping that is valued at
$20,000 and the trees that he planted are of a higher
caliper than was required by the Town. All the
concerns of the area residents with respect to
landscaping have been addressed. If the operation of
a car wash is a problem, the applicant is willing to
discuss it with the residents. The residents in the
area do not want service bays and the local ratepayers
association has endorsed this project.
(IV) ADJOURNMENT
The meeting adjourned at 11:38 p.m. due to a lack of a
quorum.

wash operation as a permitted use within a residential area

District Plan, as outlined in Appendix No. I to
Recommendation Report No. 14/92.
