In Planning Recommendation Report 15/92, it is recommended
that the application to amend the Zoning By-law Amendment
Application, Town Initiated, at the northwest corner of
Kingston Road and Steeple Hill BE APPROVED.

stated that she is in support of the Planning Report and
the recommendations contained in it.

In Planning Recommendation Report 16/92, it is recommended
that the applications to amend the Zoning By-law Amendment
Application A 2/92 and Draft Plan of Subdivision 18T-91019,
submitted by Bramalea Limited, on lands being Part of Lot 35,
Concession 1, BE APPROVED.
Approved as amended
as follows:

Lots 1 to 6 are to be reduced to 5 lots with 15 metre
frontages.
Lots 79-82 were deleted from the plan.
Lots 196-203 were reduced from semi-detached lots to
single family dwelling lots.

John Whitehead, representing Bramalea Limited, stated
that a plan was draft approved in 1983. He has
assembled a broad interdisciplinary team who have
prepared a new draft plan that makes the most efficient
use of the land and protects the environment. With
respect to transportation, representatives of the
Ministry of Transportation, the Region and the Town have
acknowledged that traffic movement in this area is poor
at present but will improve over the years after such
projects as the widening of Altona Road and Highway #401
and the Taunton-Steeles interconnection have been
completed. If this development is approved, it will
help to finance those road improvements needed in the
area through the payment of development charges. He
also noted that the Hogarth Street connection to this
development will alleviate traffic on Pinegrove Road.
Bramalea Limited has severed lands in the Altona Forest
for a separate school, however, if this severance is not
approved, they have made provision for a separate school
site in this plan. He does not agree with the Ministry
of Natural Resources that a 30 metre buffer strip is
required at the west end of the plan.
2. Dr. Cameron Kitchen, representing Bramalea Limited,
reviewed the environmental features of the plan.
3. Linda Taylor, Manager, Current Operations Division,
stated that staff have relied on the Ministry of Natural
Resources to define the boundaries of the Area of
Natural Scientific Interest (ANSI). The staff are
recommending that a 30 metre strip be preserved and that
no lots back on to it. The park at the northeast corner
of the plan will be a tot lot and the balance will be a
passive park. She noted that the lots on the east side
of the plan are 45 metres deep and include a ten foot
tree preservation strip.

Dieter Daues, 1842-1844 Pinegrove Avenue, stated that he
was speaking on behalf of some residents on Pinegrove
Avenue and Woodview Drive. He does not support this
plan because of the possibility of methane gas pockets
on the subject lands from the Beare Road landfill site.
He inquired into what was meant by the term
"accessability to the community" in the Planning Report
and asked if the owners of the 45 metre deep lots in the
draft plan would have the right to remove trees on the
proposed preservation strip.
5. John Sovonia, 1785 Pinegrove Avenue, stated that the
Pinegrove Forest is the main artery for water filtration
to the Rouge River and the development of the subject
lands would destroy this. The Rouge River must be
protected in order that clean water runs into Lake
Ontario.

Konrad Wanner, 1812 Pinegrove Avenue, stated that he
does not support the draft plan because it will create
traffic movement problems in the area. Emergency
vehicles may not be able to access this development
because of heavy traffic and parking in the area. He
stated that the Pinegrove Forest must be preserved.
7. Adrian Ammoury, 1819 Pinegrove Avenue, stated that
construction traffic to the draft plan will be required
to travel on Pinegrove Avenue. Before this draft plan
is approved, Pinegrove Avenue should be widened and have
sidewalks installed.
8. Pavel Krejcik, 1753 Woodview Avenue, stated that he is
concerned about excess traffic from this draft plan. He
will be affected if Hogarth Avenue is opened. Other
developers in the area have cut down trees and make no
effort to preserve them and he was concerned this would
happen in the draft plan. He noted that methane gas was
found between Pinegrove Avenue and Woodview Avenue.
This draft plan should not be approved until the traffic
problems are solved.

Jill Smith, 1822 Pinegrove Avenue, stated that there
were about 50 to 60 people at the meeting with Bramalea
Limited on September 1, 1992 and most of those residents
did not agree with this draft plan. Residents have been
evacuated from their houses because of pockets of
methane gas. She noted that the poss~ble school site
would be on a methane gas pocket.
10. Crystal Garrick, 1851 Pinegrove Avenue, asked if Council
was aware of the concerns of the residents as stated at
the meeting with Bramalea Limited on September 1, 1992.
She felt that the density of the plan was too high and
that it is not a good site for houses because of the
environment.

18/92 be APPROVED to permit the development of an
approximate 1300 square metre neighbourhood plaza, on lands
being Part of Block 56, Plan 40M-1480, Town of pickering,
as set out in the zoning by-law contained in Appendix No. I
to Recommendation Report No. 15/92.

specifically addressing the treatment of flankage

management measures, and revisions to the
water management pond design necessary to

of the stormwater management pond;

includes a ten metre undisturbed preservation
zone at the rear of Lots 6 to 14 and Lots 199 to
229; and shall not remove any trees until such
time as this programme has been approved by the
Town, except as authorized by the Director of
Community Services and Facilities;
e) satisfy the Director of Public Works respecting
the submission and approval of a detailed soils
analysis report;
f) satisfy the Town respecting an appropriate
contribution to the cost of installing automatic
traffic control gates at the Woodview Drive level
crossing of the Canadian National Railway

to implement development as proposed by Staff Recommended
Draft Plan of Subdivision 18T-91019 subject to the
following conditions:

necessarily be limited to, the following provisions:
