ON LANDS AT THE REAR OF PINE GROVE AVENUE 1 . An expl anati on of the proposed by-l aw was gi ven by Jeff Cole, Pl anner. 2. Greg Spieren, representing Bramalea Limited, stated that he supports the draft by-law and urged Council to enact it. This draft plan of subdivision was first approved in 1983. ..... Katherine Murray, representing the Rougemount Drive Ratepayers Associ ati on, requested that the draft by-l aw be referred back to staff to address the concerns of the Ministry of Natural Resources and the Rouge Valley Park Advisory Committee. 4. Lloyd Thomas, Whitevale, stated that the draft by-law rai ses an envi ronmental concern because the subject 1 ands are on a tableland that provides a buffer to the valley. The subject lands are in an area of natural and scientific interest and storm runoff is a concern. New Provincial rules on the environment should be considered and he requested that the by-law be referred back to staff for further consideration of the environment. 3. 5. Julia Schembri, Whitevale, stated that there will be no school in the area for the future children who will live in thi s draft pl an because St. Moni ca I s Separate School is overcrowded at present. 6. Glen Debaeremacker, representing the Rouge Valley Community Association, requested that the draft by-law be referred back to staff to consult with other interested organizations. The by-law is not appropriate or in the publ i c interest and the Town can and shoul d protect the forest on the subject lands because it is environmentally sensitive. ....... ....Continued Page 2 - - 2 - - ~ 7. Eric Wanner, 1812 Pine Grove Avenue, stated that the subject lands are a special area and should be protected. 8. An uni dentifi ed woman asked what the Town wi 11 do about access roads because all the streets in the area are busy during rush hours. 9. Jim Garrett, representi ng the Save the Rouge, stated that the subject lands are forest tableland with a high water tabl e and is therefore an important recharge and di scharge area for the Rouge Ri ver. There are rare trees on the property and the 1 ands are used by herds of deer. The subject lands link the area to the Rouge system and is a buffer to development to the east. He requested that the dra ft by-l aw be referred back to s ta ff for further study and comment. 10. Greg Spieren, representing Bramalea Limited, stated that the terms of reference for the Rouge Valley Pa rk Advi sory Commi ttee do not i ncl ude the subject 1 ands. There is a road allowance, MTRCA tablelands and a railroad right-of-way between the subject lands and the Rouge Valley. He pointed out that the draft plan of subdivision has been approved and that only the zoning by-law is before Council. He also noted that the draft by-law has satisfied the concerns of commenting agencies. ~ (II) ADJOURNMENT OF STATUTORY PUBLIC MEETING The Meeting adjourned at 8:00 p.m. ....
