Taylor - Deputy Cl erk - Director of Planning - Manager - Current Operations Division - Manager - Policy and Information Division - Planning Technician - Planner - Planner ABSENT: Councillors Johnson and Mitchell (I) DRAFT PLAN OF SUBDIVISION 18T-89119 AND REZONING APPLICATION A58/89 SUBr1ITTED BY LANDFORD-DIXIE SOUTH LTD. ON THE EAST SIDE OF DIXIE ROAD, NORTH OF FINCH AVENUE 1. An explanation of the application, as outlined in Information Report No. 28/90, was given by Lisa Goodman, Planning Technician. 2. Don Given, on behalf of the applicant was in attendance to answer any questions. 3. Mr. A. Neave, 1106 Maple Gate Road who backs onto Lots 28 to 36, asked what the square footage of the houses will be on that strip and if a tree preservation plan has been submitted. -'w 4. Mr. A. Haisell, 1126 Maple Gate Road, asked how long residents will have the inconveniences of noise, dust and pollution while the land is serviced and the houses and built. 5. Nigel O'Neill, Landford/Dixie, explained the time frame for servicing the property. (II) OFFICIAL PLAN AMENDMENT 89-123/D SUBMITTED BY C. DE GRAAUW AT THE SOUTHWEST CORNER OF WESTNEY ROAD AND CONCESSION 9 ROAD 1. An explanation of the application, as outlined in Information Report No. 29/90, was given by Catherine Rose, Planner. 2. Mr. C. De Graauw, applicant, was in attendance to answer any questions. "-" 2 3. Sue Stattes, who resides east of the subject property, spoke in opposition to the proposal. She stated that roads in the area are in poor condition and will not be able to handle the increased traffic, there could be problems with drinking and driving and that 47 objections have been submitted. ~ 4. Greg Hoy, who resides on the west side of the subject property, stated his concern with respect to stray golf balls and trespassers on his property and the traffic hazard and pedestrian risk if they land on Westney Road or Concession 9. He also questioned why this matter is being reconsidered when a past decision to refuse has been passed. 5. John Veale, R.R. #1, Claremont, stated the Official Plan designates the subject property as Permanent Agriculture and does not permit a golf course. He stated his opposition to the proposal and submitted photographs to Planning Staff showing what works have been undertaken. 6. '-' Harry Vandelinde, R.R. #2, Claremont, stated the zoning by-law does not permit a golf course on the subject property and that the applicant should be showing good cause for the proposal. He added that the staff report indicates concern that the land may not be appropriate. 7. Morris Huff, R.R. #1, Claremont, asked four questions: how many acres are included in a special golf course; how many acres are normal for a 9-hole golf course; will the Planning Staff identify the various land uses on the surrounding properties; and why is the matter being considered when policy guidelines have not been completed. 8. Fred Beer, 4945 Westney Road, stated the site is too small for a golf course despite the fact that the residential component has been removed from the proposal. He questioned the definition of the quality of agricultural lands and added that notification of planning matters in rural areas should be more than 120 metres. 9. Liz Lounsbury, Lot 11, Concession 9, asked when site approval occurs in the process and submitted photographs showing regrading on the land and altered watercourses. She stated that the sign on the property shows an incorrect application number and added that some residents were not notified.
