PART OF LOT 3. CONCESSION 7 1. An explanation of Information Report McCarthy, Planner I. the No. application, as 17/92, was given outlined in by Jennifer 2. There were no comments in favour of or opposed to the rezoning by-law amendment application. .'-' (II) ZONING BY-LAW AMENDMENT APPLICATION A 16/92 BENOTOR INVESTMENT LIMITED (ARCON NON - PROFIT HOUSING CORP. PART OF BLOCK Y. PLAN M-16 1. An explanation of Information Report Senior Planner. the application, as outlined in No. 18/92, was given by Chris Wong, 2. Paul Johnston, Planning Consultant with Arcon Non-Profit Housing introduced four Board Members of the Church of the Nazarene who will oversee this development. Mr. Johnston stated that at meetings held with P.E.S.C.A., residents and Town staff concerns were outlined and in an effort to address some of these concerns Benotor have made alterations to their proposal. These changes were outlined and he stated his desire that this proposal be acceptable to all concerned. ..... 3. W' 4. 5. '-" 6. 7. '-' 8. 9. '-" =- - 2 - Tom Mohr, representing Pickering East Shore Community Association stated that this Association does not approve of this proposal even considering the changes. They feel this development would have a detrimental affect on the ravine. They are also concerned with the increased traffic on Bayly Street and the possible dangers relating to vehicles entering and exiting the plaza. The plaza is very busy now, adding a driveway would create increased possibilities of accidents. They also stated their concern with overcrowding to the schools and other facilities in the area. Further development is proposed for the area increasing the density which in the associations opinion is already to high. Doug Lockrey, a resident of the area stated his deep concern with the amount of people who will be walking in the ravine, disturbing the wildlife. He also asked for clarification of the proposed roadway from the development to St. Martins Drive. Paul Johnston, Planning Consultant stated that the Town could develop a management technique to deal with the concerns relating to the ravine. He reported that the Ministry of Natural Resources had been approached and that they have no objection to this proposal. As for the overcrowding in the schools, the Boards were also approached and did not have obj ections. The proposal is two-thirds of what the Pickering District Plan allows and he did not feel the development would create hardship on the residents. Mr. Horning, Consultant for Arcon responded to the traffic concerns outlined by the residents. He reported that a study had been carried out and the results were available. This type of project would generate 35-40 vehicles in the morning and evening and would not create a problem. The proposal allows for sufficient parking on the property for both residents and visitors so there should be no overflow of parking off site. Paul Johnston, Planning Consultant stated that this development is located 350 metres from the Go station and this will generated revenue for the Town's Transportation Department. He also stated that there are numerous facilities in the area which will be good for the residents. This proposal will create significantly less density than what is allowed in the Pickering District Plan. Bob Phillips representing 1210 Radom Street stated the concerns of the residents regarding increased traffic. He also questioned how the access for emergency vehicles only through the plaza would be enforced. The residents feel the density in the area is already too high. Jim Hern, 690 Front Road representing Friends of Frenchman's Bay stated their objection to this development. He reported that at a meeting at the Town, Mr. Crombie stated that this was a unique area and should be preserved. He stated their concern that this development would create more traffic in the ravine causing more pollution to the creek and disturbing the wildlife. He requested Council to reject this proposal. - 3 - (III) PROPOSED ZONING BY-LAW NUMBER 4114/92(A 61/87) AGG AND OMELON PART OF LOT 29. RANGE 3. B.F.C. .... 1. An explanation of the application was given by Brendan Avery. 2. Anthony Biglieri representing Highland Investments stated that the plans meet all requirements. 3. Sylvia Spencer, resident, stated her concern regarding the sale of cigarettes and pornography in a drug store which would be located so close to Dunbarton High School and Woodlands Public School. She also is concerned with drugs being held overnight on the premises which could lead to vandalism.
