STATUTORY PUBLIC INFORlfATION MEETING MINUTES
A Statutory Public Information Meeting was held on Tuesday, August 3, 1993 at

Prior to the Statutory Public Information Meeting, a presentation from
~ representatives of the Cherry Downs Development corporation regarding a
proposed development of the Cherry Downs Golf Club was given to Members of
Council. Councillor Van Kempen declared an interest in this item and did not
participate in any discussions regarding it.
(I) ZONING BY-LAW AMENDMENT APPLICATION A 33/92

No. 22/93, was given by Chris Wong, Senior Planner.

An explanation of the application, as outlined in Information Report
No. 23/93, was given by Chris Wong, Senior Planner.

Brian Halverson, representing the Altona West Community Association,
stated that the Association was first shown this proposal in May of
1993 and on May 10, 1993, the Association supported the proposal in
principle subject to some concerns. This revised proposal
incorpora tes the Associa tion ' s concerns and they now support the
application.

Calvin Whalen, representing the applicant, was present to answer any
questions about the application.

ZONING BY-LAW AlfENDlfENT APPLICATION A 2/93 (R)

LOTS 38-43, PLAN 40lf-1507
An explanation of the application, as outlined in Information Report
No. 21/93, was given by Heather Gardiner, Planner I.
Brian Halverson, representing the Altona West Community Association,
stated that he does not support this application because the existing
homes on Valley View Road and Senator Street have 45 to fifty foot
frontages with two car garages. The proposed development will not be
in character with the existing neighbourhood because the lot
frontages will be much smaller and some homes will not have two car
garages. He is willing to work to reach a reasonable compromise with
the developer and noted this in a letter to the Town dated June 18,
1993.
David Baffa, Tunney Planning, representing the applicant, stated that
there are twelve metre lots in the application that can support a two
car garage and the quadraplexes will be in character with the
quadraplexes to be built to the north and west of the subject lands.
The houses will be subject to architectural control and the applicant
is willing to meet with the residents.

An explanation of the application, as outlined in Information Report
No. 20/93, was given by Heather Gardiner, Planner I.
Harold Webster, 510 Pine Ridge Road, stated that he has a petition
objecting to this application. He asked if the Rosebank Development
Plan has been approved by Council and was informed that it was
approved but that a Development Plan is not a zoning by-law or
Official Plan. He asked what bearing the Design Precinct in the
Development Plan has on this application and was informed that
proposals must conform to the Design Precinct. He asked if the
zoning will be changed contrary to the wishes of the residents and
was informed that the staff have no comment on this. He noted that
staff has commented that consideration should be given to changing
the zoning from R3 to R4 and that this is contrary to the wishes of
the residents. He was only recently informed that lands to the north
of the subject lands have been zoned R4 but he was not informed of
this and will be looking into it. He noted that people who support
this application are not affected by the zoning change.
Ann Wood, 461 Rougemount Drive, stated that she lives to the south of
the subject lands and cannot comment on this application until she
knows how the land will be severed.
Agnes Ruzsa, representing the applicant, stated that she wants to
live in the neighbourhood on one of the proposed severed lots. If
this zoning is approved, it will provide for frontage of 54 1/2 feet
for the two lots which is only 5 1/2 feet less than what is allowed
by the present zoning. She noted that opposition to this proposal
comes from some people who are currently living on 50 foot lots.
This application will not set a precedent because a precedent has
already been set. She noted that applications that have been refused
in the past were on the west side of Rougemount Drive or Pine Ridge
Road next to the ravine. She is proposing to construct a typical
house of 2,500 to 3,000 square feet on each lot and the setback would
be in character with the present neighbourhood.

Ann Bridge, representing the Rosebank Ratepayers Association, stated
that although thee is some support for this application, the
supporters are not impacted by the proposal. The lot frontages and
housing character on both sides of the street should be the same.
Neighbourhood change character from the building of houses because
trees are removed and any building can impact on the quality of life
of the neighbourhood. The area residents want the character of the
neighbourhood protected.
Don Go un dry , 482 Rougemount Drive, asked if the residents will have
input into the recommendation report and he was informed that he will
be informed when the report is ready.
Ann Wood, 461 Rougemount Drive, stated that the intersection of
Woodgrange Avenue and Rougemount Drive should be looked at to
determine the character of the neighbourhood.
Agnes Ruzsa, representing the applicant, stated that most people who
support the application are the immediate neighbours and the people
opposing it live further away. She stated that she could build a
house on the present lot that is the same as one built on a 54 foot
lot. She noted that a land owner across from may divide his property
into three 60 foot lots.
Harold Webster, 510 Pine Ridge Road, stated that the people who want
to sever their property do so for monetary purposes. People are
waiting to see what will happen with this application and asked staff
to note that this is a unique area.

Sylvia Spencer, 771 Sheppard Avenue, asked if landowners are required
to keep coming to the Town for approval to have a day nursery. She
also asked if this proposal will affect homeowners on Sheppard Avenue
with respect to parking and if thee is to be any change to the ratio
of residential to commercial. She was informed that day nurseries
are looked at on a site specific basis and are not transferrable.
The Medical Centre at Whites Road and Sheppard Avenue and the
proposed Dunfair Medical Centre must provide its own parking and the
ratio of residential to commercial will not be changed.
