STATUTORY PUBLIC INFORMATION MEETING MINUTES

A Statutory Public Information Meeting was held on Thursday, September 19, 1996 at
7:00 p.m in the Council Chambers.

(I) OFFICIAL PLAN AMENDMENT APPLICATION 96-001/P
ZONING BY-LAW AMENDMENT APPLICATION A 11/96
NAUTICA HOLDINGS INC. AND 1184311 ONTARIO INC.
PART OF LOT 3, PLAN 228
(NORTH SIDE OF KINGSTON ROAD. WEST OF ROUGEMOUNT DRIVE)

1. An explanation of the application, as outlined in Information Report #15/96, was
given by Valerie Rodrigues, Senior Planner.
2. Ed Hashie, applicant, stated that he does not want any misunderstanding of how
the property will be developed and indicated that there is no designated user for
this property at this time.

John Thoms, 10 14 Dalewood Drive, stated that 40 parking spaces are shown on
the conceptual plan and this will provide for a large facility that will likely be open
24 hours per day. There does not appear to be any landscaping at the rear of the
property adjacent to the residential area and therefore car lights will shine on the
houses. Mr. Thoms noted that car lights already reflect off the windows of the
adjacent townhouse complex. There should be a twenty foot landscape buffer at
the rear of the property that is on top of a mound. The garbage enclosure is
shown at the rear of the property and this should be moved so that it is not
adjacent to a residential property. Mr. Thoms asked why the drive-thru needs to
start at the rear of the property. This development will aggravate an already bad
traffic problem on Kingston Road and could be a hangout for teens and thus lead
to vandalism

4. Enzo Girardi, representing the Dalewood Neighbourhood Association, stated that
he could not support a development that has a drive-thru on it. He spent the last
two years trying to resolve the traffic problems in the area and this development
will now encourage cars to travel Dalewood Drive and Brookridge Gate to get to
it. The design of the drive-thru is poor because it will cause noise and fumes to
adjacent homes. People expect to enjoy their homes and this will be an invasion of
their privacy and will affect the value of the adjacent homes. The garbage
container should be an enclosed extension of the building and should not abut a
residential property. The community spent much time to ensure that development
at the northeast comer of Altona Road and Kingston Road was appropriate but
this development is not in character with that.

Tom Fowle, representing Simcoe Engineering, noted that the Simcoe Engineering
building is across the road from the subject lands and he supports the application
because at present the property is unsightly. He asked that this property be
developed in an aesthetically pleasing way.

Giovanni Salvatore, 1006 Dalewood Drive, stated that it took two years to solve
the traffic problems on Dalewood Drive and Brookridge Gate and this
development will only bring those problems back. If the property is developed for
a 24 hour operation, cars will be idling and thus cause pollution.

7. Ann White, 1086 Rouge Valley Drive, stated that this property at present is an
eyesore and something should be done to ensure that it is cleared. If this property
is to be developed for a donut shop, she noted that there are already several donut
shops in the area and she does not want to be known as the "Donut Capital".
There is a large plaza planned for the Wagner property to the west and possibly a
donut shop could be located there.
8. Marty Perron, 1012 Dalewood Drive, stated that there should be a buffer zone
adjacent to the residential area that is topped by evergreens. He asked if this
application will set a precedent for other fast food outlets in the area and inquired
into the definition of mixed residential! commercial uses.

Roy Smee, 1010 Dalewood Drive, stated that his house is only 18 feet from the
rear of the subject property and he hopes that there will be a better use for the
property. He noted that he is concerned about noise, pollution, car lights and the
garbage container on the subject lands. He felt that property values will decrease
as a result of this development.

10. Ed Hashie, applicant, thanked the residents for their comments and stated that the
application is only conceptual and is not set in stone. He wants to work with the
residents on their concerns and with the Town on the facade of any future building
to ensure that it is pleasing.
(ll) ZONING BY-LAW AMENDMENT APPLICATION A 14/96
TOWN INITIATED
ZONING REVIEW: PARKING STALL SIZE
1. An explanation of the application, as outlined in Information Report #16/96, was
given by Lynda Taylor, Manager, Current Operations Division.

Chris Willens, RR #5, Claremont, stated that people are concerned about small
parking stall sizes because large cars, vans and trucks are being damaged by other
vehicles that are forced to park so close to them A smaller parking stall size
detracts from the quality of life that people expect. There is no need to shrink the
parking stall size any further nor has a need been expressed to shrink the size of
parking stalls.

TOWN INITIATED
ZONING REVIEW: HEIGHT AND LOCATION OF ACCESSORY BUILDINGS
1. An explanation of the application, as outlined in Information Report # 17/96, was
given by Lynda Taylor, Manager, Current Operations Division.
2. Chris Willens, RR #5, Claremont, stated that there are responsible people who
want to restore antique vehicles and he is concerned that that application may
affect this. He asked for a synopsis of the by-laws in Pickering that would affect
an antique car hobbyist.
