CARRIED Gerald Parker – Beyond Ability Presentation GP Gerald Parker, from Beyond Ability appeared before the Committee to discuss parking considerations for the City of Pickering. Gerald gave his presentation, focusing particularly on engaging the municipality to provide adequate accessible parking to sports field users. In Gerald’s opinion, the City’s accessible parking in relation to various sports fields is not consistent with new laws and standards (i.e. AODA – Accessibility for Ontarians with Disabilities Act). Recommends putting up signs with a fine amount for disabled parking spots to discourage illegal parking. He believes the provision of accessible parking should be incorporated into the City’s annual Accessibility Plan. Kim provided an overview of the current efforts being made by the By-law section in regards to accessibility enforcement. The City’s officers do proactively inspect site plans for compliance and handicapped parking spots that are not signed or painted. If the Committee has comments, or notices locations that require enforcement, they should feel free to contact By-law Enforcement services. Kim to also provide the number of tickets issued for handicapped parking for the Committee. Stephen Little also questioned the winter plowing issues. Is there active enforcement for having owners comply with not putting snow in front of signs? Kim stated that by-law does actively enforce this. All contractors (including snow plow operators) to be trained on the AODA standards by January 2010. Kim also agreed with his concerns with parking at sports fields in the City of Pickering.
