SUBJECT: Appointment of By-law Enforcement Officers to enforce the Parking By-law at
726 Kingston Road and 580 Eyer Drive, DCC 52, in Pickering.
RECOMMENDATION:
That Report #CL 30-98 be received; and
That the draft by-law to appoint four persons to enforce the Parking By-law at 726 Kingston Road and thirteen persons to enforce the Parking By-law at 580 Eyer Drive, DCC 52, be forwarded
to Council for enactment.
ORIGIN: Letters dated July 15 and July 17, 1998.
AUTHORITY: Section 15(I) of the Police Services Act. R.S.O. 1990, c. P. 15

BACKGROUND:
Correspondence has been received from Citiguard Security Services Inc. requesting the appointment of By-law Enforcement Officers for the purpose of enforcing the Parking By-law at 726
Kingston Road. Correspondence has also been received from Durham Condominium Corporation #52 requesting the appointment of By-law Enforcement Officers employed by Primary Response Inc.
to enforce the Parking By-law at 580 Eyer Dr., DCC #52.

THE CORPORATION OF THE TOWN OF PICKERING
BY-LAW NO.
Being a by-law to appoint By-law Enforcement Officers for certain purposes (Parking Regulation - 726 Kingston Road and 580 Eyer Drive, DCC #52)
WHEREAS pursuant to section 15(1) of the Police Services Act., R.S.O. 1990, c. P. 15, as amended, a municipal council may appoint persons to enforce the by-laws of the municipality;
and
WHEREAS pursuant to section 15(2) of the said Act, municipal by-law enforcement officers are peace officers for the purpose of enforcing municipal by-laws;
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF PICKERING HEREBY ENACTS AS FOLLOWS:
1. The following persons be hereby appointed as municipal law enforcement officers in and for the Town of Pickering in order to ascertain whether the provisions of By-law 2359/87 are
obeyed and to enforce or carry into effect the said By-law and is hereby authorized to enter at all reasonable times upon lands municipally known as 726 Kingston Road:
a) Steve Grieve Pargat Mudher
Mompoint Jacques Copeland Cleghorn
and lands municipally known as 580 Eyer Drive:
b) Chris Roberts Errol Henriques
Jonathon Osborne Robert Barlow
Stacey English Mark Wilson
Scott Gorry Kevin Jeffrey
Jeff Dewar Chris Sensicle
Bruno Amaro Sean Chef Dit Berger
Dan Brown
2. The authority granted in section 1 hereto is specifically limited to that set out in section 1, and shall not be deemed, at any time, to exceed the authority set out in section 1.
3. These appointments shall expire upon the persons listed in group (a) appointed in section 1 hereof ceasing to be employees of Citiguard Security Services Inc., or upon Citiguard Security
Services Inc. ceasing to be an authorized agent of 726 Kingston Road, or upon the persons listed in group (b) appointed in section 1 hereof ceasing to be employees of Primary Response
Inc., or upon Primary Response Inc. ceasing to be an authorized agent of Durham Condominium #52, 580 Eyer Drive., whichever shall occur first.
4. By-laws 3962/92, 4312/93, 4330/93, 4506/94, 4576/95, 4739/96, 5162/97, 5204/98 are amended by deleting all reference to 580 Eyer Drive, DCC #52.
BY-LAW read a first, second and third time and finally passed this 4th day of August, 1998.
