Welcome and Call To Order Shawna called the meeting to order and welcomed members and guests to the meeting. 2. Transport Canada Presentation Patricia Short-Galle' provided a background on the Federal Lands and the designation of the Bentley House at the corner of Hwy. 7 and Brock Road. She provided the following information: . the Bentley House, being the only federally designated building and property on the Federal lands, was upgraded by the GTAA at a cost of $500,000 . until the Bentley House was vacated it could not be accessed. . an outcry occurred due to the demolishing of structures on the Federal lands but it was determined that the structures in question had no federal heritage value . municipalities have been requested to identify a staff person to provide a list to Transport Canada of properties with local heritage value, the person identified - would be provided access to the buildings to determine their heritage value I . the buildings identified by the municipality would have to have the boarding removed from the windows at a cost Page 1 Item / Details & Discussion & Conclusion Action Items / Status flef# (summary of discussion) (include deadline as appropriate) - of $400 which each municipality would be responsible . Transport Canada are requesting that the list be broken down to reflect: )0. which houses to maintain )0. which houses to be boarded up and maintained )0. which houses are not to be maintained . once a list has been provided it will be up to Council to defend their findings to Transport Canada Kathi provided further information: . Kathi advised that a Federal Heritage Committee was formed . Transport Canada have identified 125 homes on site half of which have received the Federal Heritage Review Study . Transport Canada will be approach other municipalities to see if they will follow the lead of Markham and fund the board removal and reinstallation . the Winger House could be moved to the museum site at a cost of $40,000 to $200,000 John stated that the committee, which Kathi spoke of, has only - met once and should meet again to discuss solutions. Gordon questioned the difference between Transport Canada and Public Works. Transport Canada is the landlord and fully funds Public Works to maintain the properties on site. Comments were made concerning the lack of maintenance of the properties and Patricia commented as follows: . tenants will be offered the choice of staying on bottled water or using the water from the newly drilled well . Transport Canada is funding the review of their lease structure . plans are being made to market the properties at the best possible rent for the longest lease possible . there will be a clear understanding with tenants of the longevity of the lease . airport planning will provide some closure to some tenants . long term leases with renewal opportunity will provide for turnover to family members - I John stated that the Federal Government should participate in some way to show they are beinQ pro-active. He requested Page 2 Item / Details & Discussion & Conclusion Action Items / Status Ref # (summary of discussion) (include deadline as appropriate) - that the anger of the committee over the process and lack of acceptance of responsibility be passed along. John further stated that the Federal Government should fund restoration and the research of the sites, not the municipality, and that it is important that the homes not be boarded up, they will be maintained if tenanted. Special attention should be given to the Altona and Brougham areas. John advised that he intends to make a presentation to Council concerning the Federal/Airport Lands sometime in the fall. 3. Business Arising from the Minutes I nventorv John advised that the inventory is progressing very slowly as he and Gordon are attempting to speak to the tenant/owner of the properties concerning it's history. John advised that visiting the Registry Office in Whitby to acquire information is also a slow process as the microfiche is often hard to read and there are only six microfilm machines. ,- John will check to see if he and Gordon could visit the Toronto Archives to use the actual registry books. This would provide the full history of the property. DesiQnation Ceremony Nothing to advise. Hopefully the designation ceremonies will take place sometime in September. BudQet The budget was approved as submitted and a copy will be forwarded to each member. 4.
