ADOPTION OF MINUTES
Regular Meeting of January 11, 1999.
(II) DELEGA TIONS
1. Brad Ashmore, 2534 Parkdale Street addressed the Committee concerning
installing a set of lights at Rosefield Road and Finch Avenue. He stated that
crossing protection is required at this intersection. Increasing lanes from two to
four on Finch Ave. will only increase the traffic problem. He questioned whether
or not the lights at Valley Farm Road and Finch Avenue and Liverpool Road and
Finch Avenue could be programmed to slow down the traffic flow.

1. DRAFT PLAN OF SUBDIVISION 18T-98005
ZONING BY-LAW AMENDMENT APPLICATION A 10/98

(NORTH SIDE OF TOYNEV ALE ROAD, EAST OF ROUGEMOUNT DRIVE)

In Planning Recommendation Report #1-99, it is recommended that Council
recommend to the Region of Durham, that Draft Plan of Subdivision 18T -98005
submitted by Broder Devo Inc., on lands known as Part of Lots 127 and 128, Plan
350, be APPROVED AS REVISED and that Zoning By-law Amendment
Application A 10/98, to implement Draft Plan of Subdivision 18T -98005 as
revised, be APPROVED.
DEFER TO THE MARCH 8TH EXECUTIVE COMMITTEE MEETING
WITH DIRECTION THAT PRIOR TO THIS MEETING, A WORKING
GROUP MEETING BE HELD WITH THE COMMUNITY AND STAFF
Les Steemson, 661 Rougemount Drive stated that this application is premature.
The developer has not kept in touch with the residents and not answered numerous
questions raised. The development has mixed housing, which lots have which type
of house.

Mina Walker, 412 Toynevale Road, advised that two meetings were held and a
number of issues were not addressed. Drainage reports and tree studies were not
done. Have traffic studies been carried out in the area and, if so, when and where?
There are a number of empty homes in other developments, why is another
development required? Parks in the area are overcrowded, more are needed. She
also asked if the bridge on Rosebank Road is safe for vehicular traffic.
A representative of Broder Devco Inc. advised that it was the intention of this
developer to provide lots allowed in the by-law, but some modifications were
requested. They have attempted to address the concerns outlined by the residents.
They concur with staff recommendations.

In Planning Report #1-99, it is recommended that the request of Margarete Otto to
permit the division of the subject property, being Part of Lot 18, Concession 2
(1774 Finch Avenue), into two lots through Land Severance rather than by draft
plan of subdivision, be APPROVED.

recommending Regional Road construction priorities within the Town of
Pickering, be received, adopted and forwarded to the Regional Municipality of
Durham requesting that its recommendations be considered in the 1999 Budget
process

INDEPENDENT CONSULTANT TO MONITOR
ONT ARlO HYDRO ECONOMIC IMPACT STUDY

In Clerk's Report CL 6-99, it is recommended that the proposal submitted by Jack
Gartley Consulting dated January 18, 1999 to act as the Independent Consultant
for the Town to monitor the Economic Impact Study of the Pickering and
Darlington Nuclear Generating Stations by Ontario Hydro be accepted.

10.
APPOINTMENT OF BY-LAW ENFORCEMENT OFFICERS
TO ENFORCE PARKING BY-LAW AT DCC#145,
1635 PICKERING PARKWAY

In Clerk's Report CL 05-99, it is recommended that a draft by-law to appoint
sixteen persons to enforce the Parking By-law at DCC #145, 1635 Pickering
Parkway, be forwarded to Council for enactment.

(IV) OTHER BUSINESS
1. Councillor Pickles congratulated Councillor Johnson on his re-election as Chair of
the Central Lake Ontario Conservation Authority.
2. Councillor Holland also congratulated Councillor Johnson.
3. Councillor Holland congratulated Sandy Cameron, C.E.O. of the Library, on
receiving Librarian of the Year Award.
4. Councillor Dickerson echoed Councillor Hollands comments and on behalf of the
Library Board also congratulated Sandy Cameron.
5.
Councillor Dickerson requested a report in three weeks ITom the Director of
Public Works on snow blowers for use in Pickering, in particular the Mennonite 60
hp. snowblower/skidderlbucket unit.

Mayor Arthurs congratulated Councillor Johnson.

The following matters were discussed prior to the regular meeting:
a. The c.A.O. distributed and commented on a letter signed by himself and
the c.A.O. of Ajax concerning 'Shared Services Between the Towns of
Ajax and Pickering'. He also distributed and commented on a letter to
Grant Yeo, Director of Education for the Durham District School Board
concerning Woodlands Centennial Elementary School.
b. The Director of Planning advised that an application has been received
rrom Miller Waste to amend the Certificate of Approval.
c. The Director of Public Works advised that the pedestrian/bicycle bridge
has been replaced over the Vistula Ravine.
d. Mayor Arthurs commented on the commentary made by D. Smythe
concerning the Town of Pickering.
e. Mayor Arthurs advised that the $10,000 grant received rrom the Ontario
Film Development Corporation will be divided between the Brougham
Youth Centre and the Food Bank.

That the Executive Committee of the Town of Pickering having met on January 25, 1999,
presents its second report to Council and recommends:
1.
LAND SEVERANCE APPLICATION LD 266/98
MARGARETE OTTO
PART OF LOT 18, CONCESSION 2 (1774 FINCH AVENUE)
FILE NUMBER - B 2310
1. That the request of Margarete Otto, to permit the division of the subject
property, being Part of Lot 18, Concession 2 (also known as 1774 Finch
Avenue), into two lots through Land Severance Application LD 266/98,
rather than by draft plan of subdivision, be APPROVED.
2. That Town Council advise the Durham Land Division Committee and the
owner of the subject property that no further severance's of the subject
lands will be supported by the Town unless a detailed review of the future
development potential of the area reveals that further severance's are
appropriate.

REGIONAL MUNICIPALITY OF DURHAM'S
1997 COLLISION SUMMARY
FILE NUMBER - E 4000

That Town Council receive for information Report to Council PW 01-99
discussing the statistics of the Regional Municipality of Durham's 1997 Collision
Summary; and
That based on the statistics, Town Council request that the Region of Durham
formally investigate the cause(s) of the high collision rates for the intersection of
Kingston Road at Whites Road and for the mid-block location on Brock Road
between Dillingham Road and Bayly Street, and report back to the Town.

ROADS WITHIN THE TOWN OF PICKERING

That report PW 02-99 recommending Regional Road construction priorities within
the Town of Pickering be received, adopted and forwarded to the Regional
