Kitchen, Seconded by Reeve Williau THAT the minutes 8/71 of a meeting held on Monday, November 8th and the minutes 1/72 of a meeting held on Tuesday, January 25th. be adopted as presented. CARRIED. 2. BUSINESS ARISING FROM THE MINUTES .. The Parks and Recreation Commdttee Chairman stated tha~ there were two items deferred from the previous meeting which would be tabled until the March 1972 meeting. a) Payment of the Taxes for the Claremont Lawn Bowline League. b) Service Contract from CIMCO Refrigeration Limited. 3. JOINT MEETING BETW~EN THE PICKERING TOWNSHIP TEE. CEWTRB BOARD OF DIRECTORS AND THE TOWNSHIP COUNCIL The members of the Board of Directors present at this _e'tinc are as follows: Mr. 8èrnard Smith - Chairman Mr. Allen Madden - President of Teén Council Mr. Ted Wilson Mr. Spencer Coles Mr. Colin Robinson Miss Diane Beamish Mr. Bernard Smith outlined the problems that the Board of J)irectors were experiencing in the operation of the Teen Centre. Søecifically: 1. Janitorial services are needed to operate the centre effectively 2. Supervision- It was felt that the Committee should hire a full time supervisor to serve as manager :~f the bUilding. 3. Can the Board rent or lease the building? 4. What are the terms of reference of the Board of Director.? 5. The Board of Directors is unable to find suitable methods of raising funds for the operation of the facility eg. Janitorial services, supervision, and programs. -2- The Parks and Recreation Committee stated that the Board of Directors had full authority for the everyday operation and rentals of the building, but major leasing of this facility must be approved by the Township Council. That Council £ust be responsible for the : hiring, firing, and direct supervision of any employee hi~d by Council. The Teen Centre Board of Directors must look after the everyday operation of the Centre, and that the Township will pay the heat, hydro, water and other repair work along the lines of the work that is being done for other Community Centres within the Township. Council suggested that the Board of Directors re-consider whether a full time supervisor was required, and if the Board still felt that a supervisor would benefit the community, then a further meeting will be arranged upon receiving a request from the Board of Directors by Council. Motion 7/72 MOVED by Reeve Williams, Seconded by Deputy Reeve G. SECOND ICE PAD The Direc~or of Parks and Recreation presented a detailed report to the Committee with regards to the proposed Second Ice Pad for information. Two changes were made in the report: a) Report page 2 to read $88,500.00 not $82,500.00 b) Estimated Debenture page 3 $25,000.00 5. RECOMMENDED FORMAT FO~SFRING AND SUMMER NEWSLETTER Mrs. C. Quibe1l presented a format of the 1972 Spring and Summer Newsletter. Council indicated that the forma~ was an improvement over previous Newsletters, but was concerned about the cost. The Parks and Recreation Department was instructed to secure positive prices on the Newsletters, and t9 present these costs, along with mailing costs, at a future Parks and Recreation meeting. 6. REPORT 2ND. ANNUAL HOCKE): JAMBORßE The Format for the 2nd. Annual Hockey Jamboree was presented to the Committee and the Committee gave their approval for the operation of the Hockey Jamboree from March 20th. to March 24th., 1972. 7. WEST ROUGE GOLF CLUB CLUB HOUSE Deferred until the next meeting 8. .FURTHER BUSINESS (a) HANDICAPPED CH¡LDREN Reeve Williams inquired as to whether ramps were going to be installed in the New Indoor Pool to accommodate a progra. for Handicapped Children. The Director of Parks and Recreation stated that he had been in conversation with Mrs. Cook of the Red Cross Society with regards to a program for the Handicapped Children and that he was looking into the cost factor with regards to the ramps necessary for this program. (b) MARTIN'S SUBDIVISION The Director stated that he had received a petition from the residents of Martin's Subdivision with regards to the need for a park site in Martin's subdivision. The Committee instructed the Director of Parks and Recreation to look into the possibility of acquiring øpen space from the Ontario Hydro to accommodate the needs of the citizens in this area of the Township. 9.
