The Manager, Development Review, provided an overview of the requirements of the
Planning Act and the Ontario Municipal Board respecting this meeting and matters
under consideration there at.

Tyler Barnett, Site Planner, provided an overview of property location,
applicant's proposal and City's Official Plan policies pertaining to this site, as
outlined in Information Report #08/05.
Marshall Homes representative lan McCullough, advised of his presence but
made no comments at that time.
Sylvain Trepanier, 1218 Monica Cook Place stated several concerns for the
property in question. The issue of the lack of parking, the building code and
whether the ceilings between the second and third floor are up to that code and
will modification be required. Concerned with a petition that is currently being

circulated by Marshall Homes to gain support for the re-zoning: believes
current residents of existing units may feel compelled to sign in order to remain
on the priority list for house repairs that many units require. Speaker believes if
the City accepts this proposal they will be setting precedent and they will be
unable to refuse others who wish to do the same. Speaker feels a compromise
is required and that Marshall Homes should reapply in one year when residents
are satisfied with the units they have purchased. If there is no objection from
residents in the area, the speaker will not object to the proposal at that time.
Joe Brown, 1295 Wharf Street Unit 23, states several concerns with the
proposal. The re-zoning request contradicts the original sales pitch by Marshall
Homes: An area with community business that attracts people to the waterfront.
Also believes that this would set a precedent. The Speaker is concerned with
parking, the issue of the petition that is circulating, the destruction of his
investment and, when considering the inevitable change in ownership, the
City's inability to control future establishments on the property.
Judy Avis, 640 Liverpool Road South, states concerns being the traffic
problems that already exist and the lack of space to maneuver with the
inevitable increase in cars, and the future use of the building if zoning was
changed. Believed the area was intended to be pedestrian friendly.
Marshall Homes representative, lan McCullogh states that this would not
necessarily set precedent and that Marshall Homes would be open to site
specific zoning. He does not believe that traffic or parking constraints will
increase and believes the existing residential units could cause parking issues
as well. Informed public he is available for discussion after 'the meeting.
Staff member stated that the building has been inspected and compliance to
the building code is mandatory.

Karen Martin and Walt Lemon, Golf Course representatives, advised of their
presence and stated they had no initial comments to make.
Rob Lyon, 478 Concession 4, states several concerns. He believes the
property diagram does not accurately reflect the area the land covers and the
size of the property and claims it is actually larger then what is stated. The
speaker is concerned about the cost of documents through Freedom of
Information and missing ORC documents from the sale of the land (neither
issue related to the City of Pickering) and feels the City should not get involved
in an issue that soon should go to the courts as Breach of Trust. The Speaker
believes the Applicant is setting up the property for sale. 'The speaker also was
unable to locate this application on the website.
Walt Lemon, 9 Calvinway Drive, Scarborough, Owner of Whitevale Golf Club
states that they have no intentions to use the lands for anything other then a
golf course, they have been good corporate citizens and they have been
awarded an environmental certificate for their part in improving the water quality
in that area.
Chair clarified that FOI issues were not an issue with the City of Pickering and
he asked that it be determined whether the Application appeared on the
website. Staff commented on the diagram and the issue of the stated size.
Staff also stated that a report to the Executive Committee and Council would
most likely take place within the next 4 to 8 weeks to implement
recommendations.

applicant's proposal and City's Official Plan policies pertaining to this site, as
outlined in Information Report #10/05.
Norma Whitmore, 926 Wingarden Crescent questions the zoning amendments
and the reasoning behind it. Speaker is concerned there will be an increase in

traffic and congestion in the area and if water runoff will be controlled and not
directed into existing backyards. Further concerned about the quality of the
homes being built and the unfulfilled promises made by developers. The
speaker commented on the increase in property taxes in the area.
Pauline Hitchcock, 1815 Sprucehill Road, is concerned with the future plans of
developers in the area. The speaker wants information on land ownership for
that area, more specifically builders owning property.
Gayle Clow, 1811 Fairport Road, is in support of the application and believes it
will benefit Pickering. The Speaker recognizes that development is inevitable
and is pleased with Gaffney's previous developments.

Gary Abdee, 933 Wingarden Crescent is concerned of the construction traffic in
the area and is not pleased of the segmented plan of road extension. The
speaker believes that to eliminate an extensive road disruption, the road should
either be extended completely in the initial phase or not at all.
Carmelo Garrieri, 930 Wingarden Crescent, is concerned of the change in the
proposed road design set out by Kaitlin Group. She requests a copy of the
design guidelines.
The applicant Martin Gaffney, 1830 Fairport Road, commented that only tress
determined by grading requirements will be cut and that he is willing to discuss
all concerns about the development plans. He indicated that everyone is aware
of his address and they may contact him.
Staff commented on the zoning changes and informed public that preliminary
grading plans are required to be submitted to the Planning Department and that
grading will not affect existing properties. With respect to land ownership the
City could search ownership but would not be able to comment on property
plans until the plans are submitted to the City of Pickering Planning
Department. With respect to the construction concern, construction is controlled
through a by-law that would set specific instructions for dates and times etc.
For the concern of trees, Staff explained that the area would require a tree
preservation plan. Staff (Lynda) explained that the Dunbarton guidelines that
sketch possible road construction and development areas has been in place
since the 1990's.

Geoff Romanowski, Planner II, provided an overview of property location,
applicant's proposal and City's Official Plan policies pertaining to this site, as
outlined in Information Report #011/05.
Applicant, Ron Richards was present and made public the plan to have an
integrated development with existing Steeple Hill plaza, but wanted to make
clear the property is under separate ownership.
No comments from the public.
