PRESENT: Councillor Dickerson - Chair STAFF: Lynda Taylor- Manager, Development Review Cathy Rose - Manager, Policy Joyce Yeh - Planner I Geoff Romanowski - Planner II Debbie Watrous - Committee Coordinator The Manager, Development Review, provided an overview of the requirements of the Planning Act and the Ontario Municipal Board respecting this meeting and matters under consideration there at. (I) OFFICIAL PLAN AMENDMENT APPLICATION OPA 02-004/P ZONING BY-LAW AMENDMENT APPLICATION A 21102 & MINISTER'S ZONING ORDER APPLICATION 18-Z0-02903-01 BILL 8, ANN CLANCEY (PART OF LOT 8, CONCESSION 5, PARTS 1, 2 AND 3, PLAN 40R-16157) (SOUTH SIDE OF CONCESSION 6, EAST OF WESTNEY ROAD) Lynda Taylor, Manager, Development Review, on behalf of Steve Gaunt, Senior Planner, provided an overview of property location, applicant's proposal and City's Official Plan policies pertaining to this site, as outlined in Information Report #04/05. Ann Clancey, 49 Concession 5, Ajax, advised that upon review they believe there is a great need for this type of business as it is the fastest growing industry. This will be a family run business with a country farm theme and beautifully landscaped. She requested a speedy review of this application as it has been delayed due to the Greenbelt Plan. -1- Statutory Public Information Meeting Pursuant to the Planning Act Minutes Thursday, April 21, 2005 7:00 P.M. Edward Tate, 2550 Concession 6, representing the Greenwood Area Ratepayers Association, stated that their Association has not taken a formal position yet as they are in the process of canvassing the membership to receive their input and that a report will be before Council by April 28th. He stated the concerns to include: traffic, light pollution, noise and run-off into Duffins and Carruthers Creek Systems of herbicides and pesticides. (11) ZONING BY-LAW AMENDMENT APPLICATION A 03~05 BRENT JONES & BONNIE ROBERTS 1051 DUNBARTON ROAD SOUTH PART OF LOT 25, CONCESSION 1, (VILLAGE LOT 3) Joyce Yeh, Planner I, provided an overview of property location, applicant's proposal and City's Official Plan policies pertaining to this site, as outlined in Information Report #05/05. Brent Jones & Bonnie Roberts, advised of their presence and advised that they had no comment. (III) ZONING BY-LAW AMENDMENT APPLICATION A 04~05 EVANGELICAL CHURCH OF GOD 905 DILLINGHAM ROAD LEVEL 1~ UNIT 14~ DURHAM CONDOMINIUM PLAN 105 Joyce Yeh, Planner I, provided an overview of property location, applicant's proposal and City's Official Plan policies pertaining to this site, as outlined in Information Report #06/05. Loretta James, Pastor, requested a quick review of this application. She advised that parking should not be a problem as their usage is on Sundays and Tuesday and Thursday evenings when the other businesses are closed. -2- Statutory Public Information Meeting Pursuant to the Planning Act Minutes Thursday, April 21, 2005 7:00 P.M. (IV) DRAFT PLAN OF SUBDIVISION APPLICATION - SP 2005-01 R & D INVESTMENTS INC. 1741 FAIRPORT ROAD (LOT 126, PLAN 1051) Geoff Romanowski, Planner II, provided an overview of property location, applicant's proposal and City's Official Plan policies pertaining to this site, as outlined in Information Report ~07/05. Wayne Gibson, 1748 Fairport Road, stated his concerns with respect to the common element condominium road, questioning what it entails, whether it is a private road or will be looked after by the City, where it is going and will it exit onto Dunbarton Road. He further questioned if comments have been received from the Police or Fire Departments and will there be frontage on Fairport Road. Scott Currie, 1738 Appleview Road, advised that his concerns are the same as the previous speaker. (v) ADJOURNMENT The meeting adjourned at 7:45 pm -3-
