Recommendations:
That Report OES 40-04 regarding a proposed amendment of the parking by-law
2359/87 be received; and
That the attached draft by-law be enacted to amend Schedule 'B' to By-law
2359/87 to provide for the regulating of parking, standing, and stopping on
highways or parts of highways under the jurisdiction of the Corporation of the
City of Pickering and on private and municipal property.
Executive Summary: In order to improve visibility, traffic flow and safety on Begley
Street and Tanzer Court an amending by-law is being proposed, which prohibits on-
street parking along specific sections of the streets. A Community Outreach Letter and
Map were distributed to residents that were affected by the amending by-law. Results
indicate public support for these proposed no-parking restrictions. The attached by-
laws, once adopted, must be enforced on a regular basis to be effective.
Financial Implications: The acquisition and installation of no parking signs, costing
approximately $800 can be accommodated within the Roads current budget account
232O-24O9.
Background: Recently, staff investigated neighbourhood concerns regarding the
difficulties caused by the presence of on-street parking along Begley Street and Tanzer
Court. In order to improve traffic flow, eliminate vehicular conflicts with parked vehicles
and increase area visibility (therefore safety) on Begley Street and Tanzer Court, staff
are hereby proposing to implement on street parking controls. The amending by-law as
proposed, which if passed, will prohibit on-street parking on the east side of Begley
Street, the north and east side of Tanzer Court from Begley Street to Wayfarer Lane,
and the south side of Tanzer Court from Begley Street to Albacore Manor.

As a recommended practice, a Community Outreach program was initiated to inform
affected residents of a proposed by-law. The residents were given an opportunity to
provide comments and voice their support or opposition by completing and returning the
letter request form. Eighty one (81) letters were distributed to residents of Tanzer Court
and Albacore Manor of which twenty two (22) were returned. Results of the survey were
sixteen (16) replies in support of the restrictions as proposed, four (4) replies in support
of restrictions at alternate locations and two (2) replies noting opposition to any on
street parking controls. The above results indicate that the no-parking by-law on
Tanzer Court was well received and generally supported by the public that responded.
If approved, this by-law must receive regular enforcement to be effective.

Being a By-law to amend By-law 2359/87
providing for the ref:Julating of parking,
standing and stopping on highways or parts
of highways under the jurisdiction of the City
of Pickering and on private and municipal
property.
WHEREAS, By-law 2359/87, as amended, provides for the regulating of parking,
standing and .stopping on highways or parts of highways under the jurisdiction of the
City of Pic,kefing and on private and municipal property; and
WHEREAS, it is deemed expedient to amend By-law 2359/87 to establish "no parking"
zones along Begley Street and Tanzer Court;
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE CITY OF PICKERING
HEREBY ENACTS AS FOLLOWS:
1. Schedule B to By-Law 2359/87, as amended, is hereby further amended thereto
by the following:
