INVOCATION
Mayor Ryan called the meeting to order and led Council in the saying of the
Invocation.

PRESENTATIONS
The :Pickering Ringette Association made a presentation to Mayor Ryan and
Councillors ^she and Pickles of two sets of gym ringette equipment for use at the
City of Pickering camps and programs.

Mayor Ryan presented a "Young Heritage Leader Achievement" pin and
certificate from the Ontario Heritage Foundation to Katrina Pyke, on behalf of
Sara Barclay in recognition of her volunteer service at the Picketing Museum
Village in 2003.
(IV) DELEGATIONS
Laura Drake, Chair, Pickering Museum Advisory Committee, updated Mayor
Ryan and Members of Council about the Canadian Tapestry Event to be held on
June 13th at the Picketing Museum Village. This event is co-sponsored by the
Museum Advisory Committee and the Advisory Committee on Race Relations
and Equity.

That the Report of the Executive Committee EC 2004-8 dated May 10, 2004, be

That Council authorize the appropriate City officials to enter into a development
agreement with 388270 Ontario Limited (Runnymede Development Corporation
Limited) satisfactory to the Director, Planning & Development respecting the
extension and urbanization of Church Street, from Bayly Street to Clements
Road, and the extension and urbanization of Clements Road from its current
terminus to the Church Street extension; and
2. That Council authorize, as a pre-2004 capital budget approval expenditure:

a) $131,120.00 for urbanization and extension of Clements Road from its current
terminus to Church Street (budget project code 04-2321-01-22); and
b) $1,197,570.00 for urbanization and extension of Church Street from Bayly
Street to Clements Road (budget project code 04-2321-001-23); and
That the Director, Planning & Development be authorized to forward a letter to
the Clerk, Town of Ajax advising of the City of Pickedng's commitment to cover
all costs relating to the Church Street extension and urbanization, and to
maintain Church Street from Bayly Street to Clements Road; and
That Council authorize staff to initiate the process to transfer the unopened
portion of the Church Street road allowance, south of Clements Road to
Montgomery Park Road, to the Toronto and Region Conservation Authority, in
consultation with the Town of Ajax; and
That a copy of Report PD 23-04 be forwarded to the Clerk, Town of Ajax; and
That the appropriate officials of the City of Pickering be authorized to give effect
thereto.

Lots 1,2,3,4, and 9, Plan 230, City of Pickering. (A 13103)
By-law Number 6330/04
Being a by-law to dedicate Blocks 2 and 3, Plan 40M-1795, Pickering as public
highways.

Being a by-law to assume roads and services within Plans 40M-1795 and 40M-1809
under the jurisdiction of The Corporation of the City of Pickering for public use as public
highways.

Being a by-law to authorize the release and removal of the Subdivision Agreement
respecting Plan 40M-1795, Pickering, from title.
By-law Number 6333~04
Being a by-law to authorize the release and removal of the Subdivision Agreement
respecting Plan 40M-1809, Pickering, from title.

Being a by-law to amend By-law Number 3665/91 to govern the proceedings of Council,
any of its committees, the conduct of its Members, and the calling of meetings.
By-law Number 6335~04
Being a by-law to amend By-law 2359~87 regulating parking, standing and stopping on
highways on private and municipal property.
By-law Number 6336~04
Being a by-law to amend Restricted Area (Zoning) By-law 3037, as amended, to
implement the Official Plan of the City of Pickering, Region of Durham in Part of Lot 4,

THIRD READING:
Councillor Brenner, seconded by Councillor Holland, moved that By-law Numbers
6329/04, 6330/04, 6331/04, 6332/04, 6333/04, 6334/04, 6335/04 and 6336~04, be
adopted and the said by-laws be now read a third time and PASSED and that the Mayor
and Clerk sign the same and the seal of the Corporation be affixed thereto.

(VII) OTHER BUSINESS
Councillor Johnson questioned if the cost of services delivered by the City would
be addressed at the upcoming Budget meetings, and requested that the Director,
Corporate Services & Treasurer, provide a line item breakdown of this budget
item.
Councillor Holland advised of his attendance as Acting Mayor at a Durham Tamil
Association event and of its great success.

That the Council of The Corporation of the City of Pickering urges the Ministry of
Health and Long Term Care to expedite the approval process for the capital
expansion of the Ajax-Picketing site of the Rouge Valley Health System to
ensure construction begins no later than May, 2005; and

Councillor Holland advised that students from St. Marguerite Bourgeoys Catholic
School attended a mock Council Meeting at City Hall and Mayor Marco was
Mayor for a Day.
Councillor McLean enquired if local residents could be excluded from the "No
Left Turn" at Sandy Beach Road.
Councillor McLean advised of a resident's concern that a neighbour is breeding
pit pulls and he requested clarification as to whether or not breeders are included
in the by-law.
Councillor McLean requested that the resolution concerning "No Parking" on
Walnut Lane be brought back before Council.
Councillor McLean requested that Councillor Holland bring forward to Durham
Regional Police Services the resolution passed by City Council on Apdl 5, 2004,
for a $10,000 reward to be offered for information leading to the arrest and
conviction for persons responsible for the hate crime that was carried out at the
Islamic Centre in Cherrywood.
Councillor Brenner commented on the presentation by David Grey Eagle Sanford
and the decision to be made with respect to the Ontario Realty Corporation and
its effect on sacred Huron lands. He advised that the Ontado Realty Corporation
has been found guilty and he requested a copy of the verdict to see the effect the
Environmental Assessment will have on Seaton.

The Manager, Corporate Promotions & Economic Development, provided
Members of Council with an overview of the ~Fdendship Visit" by officials
from Yongchuan City, China, on May 19, 2004.
Councillor Pickles confirmed that the same Members of Council who sit on
the Police Liaison Committee, namely Councillors Ashe, McLean and
himself will also sit on the Roadwatch Committee.

1. That Report CS 11-04 of the Director, Corporate Services & Treasurer,
concerning OPG Assessment Appeal Update, be received; and
That Council confirm the execution of the amending agreement dated the 7th
day of April, 2004, signed by the Director, Corporate Services & Treasurer,
between Ontario Power Generation Inc., the Municipal Property Assessment
Corporation and the Corporation of the City of Pickering regarding the
outstanding property assessment appeals from Apdl 1, 1999 to December 31,
2002; and
That Council request that the Minister of Finance issue the regulations as
attached to the amending agreement to facilitate the resolution of the property
assessment appeals; and
That the Director, Corporate Services & Treasurer be authorized to execute
any other agreements to bring the OPG Assessment appeal of the Picketing
Nuclear Facility, Assessment Roll number (1801 020 022 06800) to a
conclusion for years 1999 to 2002; and
5. That the appropriate officials of the City of Pickering be authorized to take the
necessar), action to give effect hereto.
