Kearns - Chief Administrative Officer - Director, Operations & Emergency Services - Director, Planning & Development - Director, Corporate Services & Treasurer - Supervisor, Legislative Services - Committee Coordinator ADOPTION OF MINUTES Regular Meeting of March 1, 2004 ~ Resolution #36/04 - Appendix I Moved by Councillor Holland Seconded by Councillor McLean That the Report of the Executive Committee EC 2004-4 dated March 8, 2004, be adopted with the following amendment: - 1 - ~. ~ Council Meeting Minutes Monday, March 8, 2004 8:44 PM Item #2 Referred to staff to coordinate discussions between the Region of Durham and Sunoco Inc. respecting possible funding and the introduction of a lane on Brock Road running south from Pickering Parkway, and to bring this item back to Council at their meeting of April 5, 2004. CARRIED Council considered the following motion in conjunction with the above resolution: Resolution #36/04(a) Moved by Councillor Johnson Seconded by Councillor Holland That Item #2 be referred to staff to coordinate discussions between the Region of Durham and Sunoco Inc. respecting possible funding and the introduction of a lane on Brock Road running south from Pickering Parkway, and to bring this item back to Council at their meeting of April 5, 2004. CARRIED Resolution #37/04 Moved by Councillor Brenner Seconded by Councillor Holland For Leave to Introduce a Motion concerning Public Alerting. CARRIED Resolution #38/04 Moved by Councillor Brenner Seconded by Councillor Holland WHEREAS the Council of the Corporation of The City of Pickering has and continues to support the need for Public Alerting for nuclear emergencies, and for all types of community emergencies; and -2- Council Meeting Minutes Monday, March 8, 2004 8:44 PM WHEREAS the Council of the Corporation of The City of Pickering has not yet given municipal consents to the Region of Durham to implement the proposed Public Alerting System because a comprehensive public consultation has not taken place; NOW THEREFORE BE IT RESOLVED that the Council for the Corporation of The City of Pickering requests that Staff from the Region of Durham (Durham Emergency Measures Office) and City of Pickering (Emergency Management) undertake a comprehensive public consultation; and THAT such consultation include but not be limited to the proposed locations for the Sirens and Siren Standards; and THAT the recommended outcomes be forwarded to the Council of the Corporation of the City of Pickering in order to proceed with the approval for municipal consents. (A 15/03) By-law Number 6304/04-Referred to Staff By-law Number 6305/04 Being a by-law to licence and regulate Hawkers and Peddlers within the geographic limits of the City of Pickering. -3- 4. 5. Council Meeting Minutes Monday, March 8, 2004 8:44 PM By-law Number 6306/04 Being a by-law to amend Restricted Area (Zoning) By-law 3036, as amended by By-law 1701/83, to implement the Official Plan of the City of Pickering, Region of Durham in Part of lot 33, Range 3, B.F.C., in the City of Pickering. (A 24/03) CARRIED THIRD READING: Councillor Brenner, seconded by Councillor McLean, moved that By-law Numbers 6305/04 and 6306/04, be adopted and the said by-law be now read a third time and PASSED and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. CARRIED IV OTHER BUSINESS 1. Councillor McLean gave notice of a motion concerning alternatives to animal control. 2. Councillor Pickles advised that March 21st is 'International Day For The Elimination of Racial Discrimination' and that a display will be set up at the Recreation Complex on March 21 st and at the Civic Complex on March 22nd. 3. Councillor Johnson congratulated Councillor Ashe on chairing his first meeting in the Council Chambers. Mayor Ryan congratulated Councillor Holland for obtaining the Federal Riding seat and stated that Ottawa's gain will be Pickering's loss. The following matters were discussed prior to the regular meeting: a) The Chief Administrative Officer distributed a copy of a memorandum concerning the Advisory Committee on Race Relations & Equity along with an update from the Division Head, Corporate Projects & Policy with respect to the Cherrywood spill. -4- Council Meeting Minutes Monday, March 8, 2004 8:44 PM v CONFIRMATION BY-LAW Bv-Iaw Number 6307/04 Councillor Brenner, seconded by Councillor Johnson, moved for leave to introduce a By-law of the City of Pickering to confirm those proceedings of the Council of the Corporation of the City of Pickering at its Special Meeting of March 8, 2004 and its Regular Meeting of March 8, 2004. PLANNING & DEVELOPMENT REPORT PD 13-04 ZONING BY-LAW AMENDMENT APPLICATION A 24/03 W. & N. FORD 1422 Al TONA ROAD PART OF LOT 33. RANGE 3. B.F.C. 1. That Zoning By-law Amendment Application A 24/03 be APPROVED, subject to conditions outlined in Appendix I to Report PD 13-04, to amend the zoning of the subject property to an 'S2' zone in order to permit the development of two lots with minimum frontages of 13.5 metres, on lands being Part of Lot 33, Range 3 B.F.C., City of Pickering, submitted by Rose Catania on behalf of the owners, Winston and Nancy Ford; and 2. That the amending zoning by-law to implement Zoning By-law Amendment Application A 24/03, as set out in Appendix II to Report PD 13-04 be FORWARDED to City Council for enactment. CORPORATE SERVICES REPORT CS 02-04 FORMAL QUOTATIONS - QUARTERLY REPORT FOR INFORMATION OCTOBER - DECEMBER. 2003 1. That Report CS 02-04 of the Director, Corporate Services & Treasurer concerning Formal Quotations - Quarterly Report for Information be received and forwarded to Council for information. AJAX PICKERING TRANSIT AUTHORITY REPORT APTA 2004 INTERIM CAPITAL SPENDING AUTHORITY 1. That the Council of the City of Pickering hereby approves Report APTA 01-04 regarding 2004 Interim Spending Authority. -6- Appendix I Executive Committee Report EC 2004-4 CLERK'S REPORT CL 12-04 PAW ANIMAL SERVICES 2003 ACTIVITY REPORT 4. 1. That Clerk's Report CL 12-04 attaching the Pickering-Ajax-Whitby Animal Services 2003 Activity Report, be received for information. CLERK'S REPORT CL 11-04 2004 ANIMAL SERVICES BUDGET 5. 1. That Clerk's Report CL 11-04 regarding the proposed 2004 Animal Services Budget, be received; and 2. That the Council of the Corporation of the City of Pickering hereby approves the 2004 Animal Services Budget as recommended by the Pickering-Ajax-Whitby Joint Animal Services Committee at its meeting of February 10, 2004. 6. PROCLAMATIONS: "NEW HOMES MONTH" "A TV SAFETY WEEK" "INTERNATIONAL DAY FOR THE ELIMINATION OF RACIAL DISCRIMINATION" That Mayor Ryan be authorized to make the following proclamation: "New Homes Month" - April, 2004 "A TV Safety Week" - May 10 - 16, 2004 "International Day for the Elimination of Racial Discrimination" - March 21, 2004 -7-
