Roger Anderson, Chair, Regional Municipality of Durham, provided Council with
an overview of Regional activities including the smoking by-law, hospital funding,
Regional Headquarters, Regional transit improvements and the opening of the
University.

John Presta, Director of Environmental Services, Region of Durham, addressed
Council with respect to the Regional Biosolids Master Plan. He advised that a
Pickering public information meeting will be held on March 8th at the Recreation
Complex from 4 pm to 8 pm.

The following persons addressed Council with respect to the Growth
Management Study:
a) Bonnie Littley, 1499 Sandhurst Crescent, stated that it is redundant to go any
further, that the Provincial Government has already given it's opinion and that
the Minister's Zoning Order is still in effect. She further stated that the Study
was financially supported by the developers and that many of the groups in
Pickering, who have repeatedly provided their comments, have not been
represented in the Study.
b) Dr. Thompson, 437 Churchwin Street, Whitevale, stated that he does not
object to the motion because he supports public consultation, however, he
disagrees with many of the recommendations. The public must be involved as
the Study is very complex, detailed and far reaching and one month is not
enough time for review. He stated his concern with how Council will deal with
the perception that since the developers funded the Study, that it's
recommendations favour the developers. He further questioned how Council
will resolve the moral, ethical and legal grounds of overturning a policy
previously established by a previous Council respecting the agricultural
preserve.
c) Gord Willson, Whitevale Road, Whitevale, does not agree with the Study or
spending any more on it and stated that anything beyond Phase II is wasteful.
He supports public input and the better utilization of funds and staff
resources.
d) Tommy Thompson, 3168 Byron Street, Whitevale, spoke in opposition of
urban development in North Pickering. He recited the history of events since
1972.
e) Isabel Thompson, 3168 Byron Street, Whitevale, stated that the only persons
benefiting from this plan are those who purchased the land for small amounts
of money. Recognizing that no one, including the Province, wants to develop
the agricultural preserve, attention should be given to developing Seaton only.

f) Brian Buckles, RR 4, Uxbridge, is very interested and hopeful that a new era
of cooperation with the Province will develop. One concern he has with the
package is that it assumes that the Province's position can be changed. He
stated his opposition to the release of the easements, and believes the
environmental concerns are being well looked after with the Study. He
disagrees with the Studies indication that development of Seaton only would
be inadequate, as the Durham Region Official Plan supports that agricultural
lands are not required to accommodate forecasted residential growth.
g) Graham Crawshaw, 219 3rd Concession, representing the Cherrywood
Neighbourhood Association, spoke in opposition of development on the
agricultural preserve. He encouraged Council not to endorse the Study
because the recommendations are inherently wrong, but endorses public
input before deciding on the Study recommendations.
h) John Kay, 9529 Resor Road, Markham, stated that he believes the Growth
Management Study is simply about building on farmland. He spoke in
opposition of Council changing its mind on "perpetuity". He asked Council to
support the citizens and not develop the agricultural preserves.
i) Bruce Flattery, referred to a drawing contained in the study and highlighted
the changes that have taken place since the drawing was made. He asked
Council to consider deferring their decision pending the outcome of the Tree
By-law prosecution scheduled for April 26, 2004. He referred to the Municipal
Council Code of Conduct and questioned the involvement of the developers
involved in the tree by-law infraction and the developers funding for this
Study.
j) Terry Nuspl, 140 Woodview Drive, stated that the residents are not fighting
the development of Seaton. She further stated that the City included the
agricultural preserve in the Study, not the Province. She stated her
opposition to continuing discussions with the Province and advised that the
residents do not want the agricultural easements lifted.

That Clerk's Report CL 10-04 regarding the transfer of the City's power relating
to transit to the Region of Durham, be received; and
2.
That the Council of the Corporation of the City of Pickering hereby consents to
Region of Durham By-law Number 11-2004 which provides for the transfer of all
the lower-tier power relating to public transportation systems, other than
highways, to the Region effective July 1, 2004 or such other date as may be
established by resolution of Regional Council.

That Councillor Johnson, seconded by Councillor Holland, took leave to introduce by-
laws of the City of Pickering:
By-law Number 6302/04
Being a by-law to appoint By-law Enforcement Officers for certain purposes (Parking
Regulation - 1467 Whites Road, 375, 1560, 1550 and 1865 Kingston Road, 1822
Whites Road and 1100 Begley Street).

THIRD READING:
Councillor Johnson, seconded by Councillor Holland, moved that By-law Numbers
6302/04, be adopted and the said by-law be now read a third time and PASSED and
that the Mayor and Clerk sign the same and the seal of the Corporation be affixed
thereto.

OTHER BUSINESS
Councillor McLean requested staff look into the matter of snowmobiles on
Frenchman's Bay.
Councillor Brenner requested staff to review the City'an update on the feasibility
of regulating the use of pesticides.
3.
Councillor Brenner requested staff to review the City's purchasing policy to
ensure it complies with the requirements of the Municipal Act, S.O. 2001, c.25.
Councillor Johnson provided an update to Council on the discussions that took
place regarding roads at the Region. He stated that Brock Road is a link
between two 400 series highways and as such responsibility for Brock Road
should be transferred to the Province.
5.
Councillor Johnson commended the citizens for their support of Variety Village.
The following matters were discussed prior to the regular meeting:
a)
The Chief Administrative Officer advised that the first draft of 2004
Financial Overview and a Confidential Report regarding a community
organization will be included in their Friday package.

Councillor Holland, seconded by Councillor Brenner, moved for leave to introduce a By-
law of the City of Pickering to confirm those proceedings of the Council of the
Corporation of the City of Pickering at its Regular Meeting of March 1, 2004.

Executive Committee Report

That the Executive Committee of the City of Pickering having met on February 23, 2004,
presents its third report to Council and recommends:
1.
PLANNING & DEVELOPMENT REPORT PD 11-04
CITY OF PICKERING
GROWTH MANAGEMENT STUDY, PHASE 2
1. That Council RECEIVE for information Report PD 11-04 respecting the City's
Growth Management Study; and
2. That Council ENDORSE for consultation the following Phase 2 Reports
attached under separate cover to Report PD 11-04; and
. "Phase 2: Preferred Growth Management Concept and Structure Plan",
prepared by Dillon Consulting Limited, Sorensen Gravely lowes Planning
Associates Inc., Joseph Bogdan Associates Inc., and Enid Slack
Consulting Inc. dated February, 2004,
. "Market Analysis Report" prepared by N. Barry Lyon Consulting Limited
dated January, 2004; and
. "Water Budget Analysis" prepared by Clarifica Inc. dated November, 2003;
and DIRECT staff to circulate the Phase 2 Reports to the Ministry of Municipal
Affairs, Region of Durham, Toronto and Region Conservation Authority, other
appropriate agencies and the public for review and comment; and then report
back to Council with their recommendations on the Phase 2 Reports; and
3. That Council DEFER the Phase 3 of the Growth Management Study until
such time as it has considered the staff report on the Phase 2 Reports.

PLANNING & DEVELOPMENT REPORT PD 06-04
DISCUSSION PAPERS - "PROPOSED DIRECTIONS"
DURHAM REGIONAL OFFICIAL PLAN REVIEW. PHASE 2
1. That the comments in Report PD 06-04 of the Director, Planning &
Development be ENDORSED as the City's comments on the "Proposed
Directions" of the Durham Regional Official Plan Review: Phase 2 Discussion
Papers.

Appendix I
Executive Committee Report

2. That the Region of Durham be REQUESTED to address the City's comments
in Report PD 06-04 before initiating amendments to the Regional Official
Plan, including revising the "Proposed Directions".
. to identify a 30-year urban land supply for growth in Durham Region;
. to restructure the Durham Plan as a more strategic policy document that
recognizes the comprehensive area municipal official plans and the
increased planning capabilities at the local level;
. to eliminate the duplication of official plan policies on matters addressed in
area municipal official plans; and
. to differentiate between parts of the Region, including using separate rural
policies for near-urban countryside and agricultural areas well-removed
from urban settlements.
3. That the Commissioner of Planning be REQUESTED to provide an "early
release" of at least three weeks for the Report to Regional Planning
Committee on "Revised Directions" for the Durham Regional Official Plan
Review.
4. That the City Clerk FORWARD a copy of Report PD 06-04 to the Region of
Durham and to local municipalities in Durham Region.

OPERATIONS & EMERGENCY SERVICES REPORT OES 11-04
DUFFINS CREEK HEADWATERS MANAGEMENT PLAN
FOR TRCA PROPERTIES
1. That Report OES 11-04 regarding the Duffins Creek Headwaters
Management Plan for TRCA Properties, be received; and
2. That Council support in principle the Management Plan, including the
proposed Trail Plans and the recommendation for the creation of a
Community Stewardship Committee to help with implementation.
