the appointment of eleven persons as By-law Enforcement Officers for the purpose of
enforcing the Parking By-law at 1655 & 1665 Pickering Parkway.

Being a by-law to appoint By-law Enforcement Officers for certain
purposes (Parking Regulation- 1300 & 1360 Kingston Road and
1655 & 1665 Picketing Pkwy).
WHEREAS pursuant to section 15(I) cf the Police Services Act, R.S.O. 1990, c.P.15, as
amended, a municipal council may appoint persons to enforce the by-laws of the
municipality; and
WHEREAS pursuant to section 15(2) of the said Act, municipal by-law enforcement
officers are peace officers for the purpose of enforcing municipal by-laws;
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE CITY OF
PICKERING HEREBY ENACTS AS FOLLOWS:
That the following persons be hereby appointed as municipal law enforcement
officers in and for the City of Pickering in order to ascertain whether the
provisions of By-law 2359/87 are obeyed and to enforce or carry into effect the
said By-law and are hereby authorized to enter at all reasonable times upon
lands municipally known as

Dear Mayor Arthurs:
As a political leader in this community, you are aware of the importance of being able to reach as many
people as possible. However, almost 50% of Canadians struggle with words and numbers. This statistic
means that many of the people in our community are not able to learn about or take advantage of the
products and services available in our community.
The Literacy Network of Durh,athm. Rec~[on is hosting a Campaign during UNESCO's Intemational Adult
Learner's Week, September 8 to 15"', 2003 to promote the importance of literacy in everyday life.
Through this Campaign, we want to help everyone in Durham Region understand how they can use
literacy skills when they are ordering in a restaurant, or making change, or taking the bus to work. We
also want to reach those people who struggle with words and numbers to let them know that help is
available in this community.
We ask you to support this initiative by proclaiming the week of September 8 to September 15,
2003 to be International Adult Learner's Week in your municipality.
International Adult Literacy Week will be launched on Monday, September 8, 2003 at 10:00 a.m. at
Durham College. A formal invitation to this launch event will be forwarded to you shortly. We look very
forward to your support in this initiative.

Dear Mayor Wayne Arthurs:
Terry Fox's Marathon of Hope celebrates its 23rd Anniversary on Sunday,
September 14th, 2003, commenCing at 8:30 a.m. from the Pickering Recreational
Complex. The work and benefits of being involved with the .Terry Fox Run are
extremely fulfilling. So many of us have been touched in some way by Cancer.
We have lost family, friends and even pets to this disease. This year we are
determined to do our utmost in honour of those we have lost and those that are
still fighting.
Once again, we are thrilled to get a jump-start on our fundraising on August 16th
and 17t~, 2003. We have been given the space in front of the Wal-Mart Pickering
Store to host a BBQ Extraordinaire! Amongst several other festivities we are
delighted to announce a visit from Wendell Clark of the Maple Leafs and we
would be honoured if you would be there to give Wendell an official "Pickering"
welcome. We are in the process of organizing a press conference for his visit
scheduled for August 16th from 1:00 p.m. to 3:00 p.m.
We are privileged to have some extraordinary volunteers on board working
behind the scenes to make Terry's dream come true. Your presence last year at
the Terry Fox Run day was a tremendous contribution to the efforts of the
Pickering Community. "Together" we raised $120,419.00 compared with
$45,145.00 in 2002, toward finding the cure to cancer through research and
education. It would once again, be an honour to have your support at our events
and to have Sunday, September 14th, 2003 officially proclaimed as the "Terry Fox
Run" day.
I would also like to encourage you to participate in the Terry Fox Run and enjoy
the run, walk, bike, roller blade "togetherness" of our community as we unite on
this day for our public, yet very personal fight against cancer!

Dear Mayor Arthurs,
Architecture Week is an exciting annual, province wide event, hosted by the Ontario Association of Architects (OAA) and
celebrated to raise public awareness and appreciation of architects and their work. The week was designed to celebrate the
profession and the role of the architect as they create the special places where we live, work and play.
We would like to invite the Corporation of the City of Pickering to take part in this week!
Architecture Week 2003 will run from September 28 to October 4. During the week, there are a variety of events that are
coordinated and organized by the 14 regional societies. Their goals are to promote the profession of architecture and educate the
public on their community's architectural history, looking at what impact architects have on an ever changing world as well as the
diversity of the profession and the talent of the practitioners.
How can your municipality participate in Architecture Week?
It's easy to participate in Architecture Week. If the Corporation of the City of Pickering is organizing any architecturally inspired
events (e.g. walking tours, exhibits, lectures etc.) taking place from September 28 to October 4, let us know and we will help you
to promote it by posting it on the official OAA Web site Architecture Week calendar listing. We also have available to you,
Architecture Week posters in three different sizes, 8.5" x 11", 1 l"x 17" and 20" x 30". We will provide you with posters that are
recognized by the design community, building industry as well as people that have participated in past Architecture Week events.

October 8, 2003 is International Walk to School Day. We Would like your
Municipal Council to proclaim International Walk to School Day (IWalk),
thereby endorsing this special day and contributing to its local success. Last
year more than 200,000 students and their families from over 600 schools
participated in IWalk in Ontario, an increase of almost 200 schools over the
previous year. In Durham Region a total of 27 schools participated. Through
your support, we can make International Walk to School Day a success once
again this year.
International Walk to School Day, endorsed by the Canadian Federation of
Municipalities, was established to encourage Children and parents to become
more physically active, increase safe walking routes to schools and promote
cleaner air in our communities. The importance of this day should not be
underestimated. Two. thirds of Canadian children do not participate in enough
physical activity to lay a solid foundation for future health and well being.
International Walk to School Day provides an opportunity to build a sense of
community,, increase participation in physical activity, reduce air pollution and
promote safe walking routes in our community. On Wednesday, October 8,
2003 we ask you to please proclaim International Walk to School Day in
Durham Region, thereby encouraging all children and parents to participate in
this important event.

Re: Proclamation of Falls Prevention Week
On behalf of the Falls Prevention Workgroup, Injury Prevention Program,
Durham Region Health Department, I am asking you to help raise
awareness regarding falls prevention by bringing this to the attention of
your municipal council. I am requesting' that the council proclaim the
week of October 19-25, 2003 as Falls Prevention Week.
For the sixth consebutive year, the Falls Prevention Workgroup is
planning a public awareness campaign for the week of October 19-25,
2003. Part' of the campaign is requesting the Regional Council and local
councils to proclaim/declare FALLS PREVENTION WEEK in their
municipalities. In addition, the campaign will include a media release,
community events and resource materials for seniors in the community.
In 2000, falls were the cause of 85% of all injuries requiring
hospitalization among seniors 65+ (Canadian Institute of Health
Information, 2000). Many of these injuries result in a decrease in
mobility, loss of independence, reduced quality of life, and even death
(Calgary Health Region Learning and Development, 2001). In Durham
Region alone, 599 residents, 65 years of age and older, fell and were
admitted into hospital in the year 2000 (RRFSS, 2002). The majority of
these falls occur in the home (Canada Safety Council, 2002).
Falls not only affect the individual, but their families and the community.
The Falls Prevention Workgroup, in collaboration with other community
organizations and coalitions such as the Seniors Safety Coalition of
Durham and SCOPA (Safe Communities of Pickering/Ajax), .are
addressing these issues.

Once again, we are preparing for ~ lt~.~ON WEER, an annual nat/onal
compaign to increase public awareness on the harmftll effects of pornography in our
society. We part/cularly focus on child pornography, which has unfortunately flourished
since thc age of the 'worm wide web,"
Locally, (Durham Region) we have served as an awareness group since 1987 and
continue to educate our citizens to react to issues of sexual exploitation, first and
foremost towards our children. We continue to be encouraged by government chang~=s
and current child pornography legislation but we continue to lobby for harsher
penalties and strict enforcement of current laws.
