WHEREAS S.379 (1) of The Municipal Act provides for
the regulation of the construction, repair, renewal, alteration,
inspection and inspection fees of plumbing.
NOW THEREFORE BE IT AND IT IS HEREBY ENACTED:
Section 1. --- DEFINITIONS
in this by-law.
(1) Administrative Official means the Township Engineer
of the CorpOration of the Township of Picke~ing and
also means such inspectors of Plumbing and Drainage,
Plumbing Inspectors, or other persons designated by
Council or tho Township Engineer to carry out the
provisions of this By-law.
(2) Plumbing includes everything which the Township is
r~qu~ir to inspect pursuant to the Regulations,
together with all pipes, fittings and appurtenances
that supply water to a fixture and discharge the
waste to a municipal sewer or system of sewage disposal.
(3) Regulations means Regulations 471, Revised Regulations
of Ontario, 1961, and any amendments thereto.
(4) Township means the Corporation o~' the Township of
~g.
Section 2. --- SCOPE
(1) The provisions of this by-law shall apply to all
plumbing in the Township of Pickering that is
constructed, repaired, renewed or altered, except:
(a) The repairing or replacing of a valve,
faucet or fixture, or
(b) The repairing of a leak or forcing out of a
stoppage.
Section 3. --- PLU]~BING PERMITS
(1) Any person desiring to do any work provided for in
this by-law shall pe~.sonally or by his agent, prior to
the commencement of any of the work, file w~th tho
Township an application for a p~rmit on forms to be
complete in all applicable respects, verified by
Statutory Declaration, that shall include plans
showing complete information of plumbing and the
location of drains, pipes, traps and other works
or appliances that are to be part of or connected
with the plumbing.
(2) A permit shall not be valid until fees have been
paid and shall expire if active work is not commenced
within six months from date of its issue; but it may
be renewed on payment of prescribed fee, if the
proposed work complies with this by-law as may have
been revised to the time of renewal.
(3} No person shall commence the construction, repair,
renewal or alteration of plumbing until a permit to
do so has first been issued by the Administrative
Official.
Section 4. -- PERMIT FEES
The following permit fees shall be payable prior to,
and as a condition of the issuance of a plumbing permit:
1. Single Family Dwelling $3.00 plus $1.50 per fixture
2. ~etail Store or Retail Store
with attached living quarters 94.00 for Store,
~3.O0 for living quarters,
plus $1.50 per fixture.
3. Duplexes, multiple family ~.00 for the first suite,
dwellings, apartment build- $3.00 for each additional
ings and motels, suite plus $1.50 per fixture.
4. Other buildings not $5.00 for the first stack,
provided for above $3.00 for each additional
stack, plus $1.50 per fixture.
5. Alterations consisting of $3.00 plus $1.50 per fixture~
not more than 3 fixtures.
6. Altering a stack from a $3.00
septic tank to municipal
sewer.
7. Drains $1.00 per inch inside diameter
for each individual or main
drain or storm connecting to a
trunk or Township sewer.
8. Altering or connecting to $3.00 which shall be classified
an existing drain, as a new installation if more
than ten feet of new pipe are
to be laid.
9. Special inspections Special inspection fees shall
be at the rate of $6.00 per
hour for inspections carried
out between the hours of 9:00
o'clock in the forenoon and
5:00 o'clock in the afternoon.
For special inspections carried
out outside of the above hours
or on Saturday, Sunday or legal
holidays the fees shall be at
the rate of $9.00 per hour.
A minimum of one hour will be
charged for any special
inspection. This shall apply
whenever it is necessary to
make more than three inspections
on any one drain or plumbing job
or when in the opinion of the
Administrative Official it is
necessary to have an inspector
on the job as the work is being
constructed.

10. Water service or connections
from streetline to building
(a) Domestic $1.50 if included with a plumbing
or sewer permit;
otherwise $3.00.
(b) Commercial $3.00 if i~cluded with a plumbing
or sewer permit;
otherwise $6.00.
Section 5. --- PROHIBITION AGAINST USE
1. Where plumbing has been constructed, repaired, renewed
or altered, the plumbing shall not be put to use until
it has been inspected and foun.u to conform to the
Regulations.
2. All plumbing and drains connected 'thereto shall be
left uncovered until inspected and approved.
3. Where any plumbing to be inspected is concealed, The
Administrative Official may refuse to make his
inspection until the plumbing is completely uncovered
and accessible to him.
4. When an inspection has been made, the person who has
constructed, repaired, renewed or altered the plumbing
being inspected shall make the tests prescribed by
the Regulation, when requested, under the supervision
of the Administrative Official.
~ection 6. --- INSPECTION
The Administrative Official may at all reasonable hours
enter' any premises to inspect plumbing and every person who
obstructs, or attempts to prevent, or fails to permit the entry
of the Administrative Official for the purpose of inspection
under this By-law is guilty of an offence and shall forfeit and
pay at the discretion of the convicting Magistrate a penalty
not exceeding the sum of $25.00.
Section 7. --- PENALTIES
Every person who contravenes any of the provisions of
this By-law where a penalty' is not otherwise provided, shall
forfeit and pay at the discretion of the convicting Magistrate a
penalty not exceeding exclusive of cost, the sum of $300.00 for
each offence.
By-law Number 2896 is hereby repealed and any other
By-law which is contrary to the provisions of this
By-law shall be repealed insofar as may be necessary
to give full effect to this By-law.
